Background 1.1 The London Thames Gateway Development Corporation (LTGDC), in partnership with the London Borough of Tower Hamlets has prepared a Land Use and Design Brief for land at Hancock Road, Imperial Street and Three Mills Lane. The area is identified as a site within the draft Bromley-by-Bow Masterplan boundary. 1.2 The Land Use and Design Brief builds on the Mayor of London’s Lower Lea Valley Opportunity Area Planning Framework and the London Borough of Tower Hamlets draft Bromley-by-Bow Masterplan. 1.3 The Land Use and Design Brief will provide clear guidance for new development within the defined boundary for the determination of planning applications and, where necessary, support the case for public sector site assembly and development implementation. 1.4 The Land Use and Design Brief is one of many delivery projects being undertaken (i.e. Bromley-by-Bow Retail Planning Assessment, Bromley-by-Bow Station Improvement and Integration Study and the redevelopment of the St. Andrews Hospital Site) within the area considered by the Council’s draft Bromley- by-Bow Masterplan, prepared in 2006. 1.5 The Land Use and Design Brief will be adopted as Interim Planning Guidance (IPG), prior to the formal adoption of the Local Development Framework – Core Strategy. It is expected that the Land Use and Design Brief will be adopted as a Supplementary Planning Document (SPD) following adoption of the Local Development Framework – Core Strategy. 1.6 To approve this document as Interim Planning Guidance, there is a statutory requirement to consult the community pursuant to Regulation 17 of the Town and Country Planning (Local Development) (England) Regulations 2004. 1.7 This Report presents the outcome of the formal and informal consultation process and explains how the Council involved the community in the development of the emerging Land Use and Design Brief and provides a summary of the comments and views from the consultation events and activities. 2. Approach to Consultation Preliminary Consultation 2.1 The Land Use and Design Brief underwent preliminary consultation, with landowners, developers and public agencies in May 2008. This included an opportunity for internal departments within the Council to comment. 2.2 The coordination of public consultation has been coordinated by the Council (including Council’s Participation and Engagement Team) LTGDC and Tower Hamlets Partnership to ensure effective consultation with the community. 3 Statutory Consultation Process 2.3 Following Cabinet’s approval, a formal consultation process jointly managed with LTGDC ran from 18 August to 10 November 2008 (12 weeks). 2.4 The non statutory consultation period runs for six weeks with an additional six weeks of statutory consultation in line with the London Borough of Tower Hamlets Corporate Good Practice Guidelines. The six weeks non-statutory period is for information sharing of the Land Use Design Brief, and the six weeks statutory involves consultation events and activities and allowed for formal representations to be made during that time. Consultees were able to make formal representations on the Land Use and Design Brief within the entire 12 week consultation period. 2.5 During the twelve week consultation period, the Land Use and Design Brief and associated documents, Equality Impact Assessment (EqIA) and Sustainability Appraisal (SA) were made available: On the Council and LTDGC website At Council offices and At Bromley-by-Bow Idea Store 2.6 The Council, jointly with LTGDC also scheduled a number of consultation events and activities for the general public and specific events aimed at specifically accessing the whole community. Consultation events and activities were run in partnership with colleagues from the Participation and Engagement Team and also Tower Hamlets Partnership. 2.7 These events included; Drop-in sessions – Two drop-in sessions were organised at the Bromley-by-Bow Centre, which aimed at the general public, local community and key stakeholders. Facilitated discussion – A session was organised at the Bromley-by- Bow Centre with invited a number of local community groups and leaders, such as Streets of Growth, Age Concern, Councillors, and a number of faith and religious groups Existing community forums – Two existing community forums/workshops were visited by Council and LTGDC Officers to present the Land Use Design Brief and engage the community. The first session was held at the Marner Centre which attracts a number of local patents; the second session was held at Kingsley Hall with runs a number of youth drop-in sessions. 2.8 The consultation events and activities were advertised on the website and local press, in accordance with statutory guidance (through the Regulations under the 2004 Act) and the Council’s Statement of Community Involvement (SCI), 2008. Consultation also exceeded the provisions of the SCI as events were also advertised through leaflet-drop to residents in the Bromley-by-Bow ward, Black and Minority Ethnic press and posters in local libraries, community centres and schools. 4 2.9 The Council has spent the time since the end of the formal consultation process (10th November 2008) collating representations and formulating responses to the representations made during this consultation. Each representation submitted was considered by the Council and LTGDC. 2.10 Section 3 contains a Feedback Report setting out a record of consultation activities and events that were undertaken throughout the consultation process, together with the outcomes of the consultation monitoring. 2.11 During the consultation process further exploration of the community and key stakeholder’s opinion, including internal Council departments. Suggestions where reviewed and taken on board during Council’s in developing the final Land Use and Design Brief. 5 FEEDBACK REPORT ________________________________________________________________ 3. The majority of landowners attended the session Landowners were engaged before the document became public and Event Evaluation provided landowners with information on the process to adopt the draft Land Use and Design Brief as IPG. Landowners had the opportunity to discuss concerns/key issues. Continue to engage landowners and other key stakeholders with the Actions progress of the Land Use and Design Brief. 6 4. Particular interest in respect of the faith group consultation events. Steering Group members welcomed the feedback provided on the consultation events. Event Evaluation Was seen as important in keeping LAP6 Steering Group members informed and engaged.
