En 1948 se graduó en la Escuela Militar de Ingenieros de San Petersburgo (entonces Leningrado), posteriormente desempeñó en Tirana diversas funciones de instrucción y mando de tropa y de 1952 a 1958 realizó estudios de perfeccionamiento en la Academia de Ingeniería Militar de Moscú. De vuelta a Albania y luego de romper el dictador Hoxha con el sistema soviético por la desestalinización lanzada por Krushchev, Moisiu prosiguió su ascensión como militar de carrera en la sección de ingenieros del Ministerio de Defensa. Entre 1967 y 1968 siguió en la Academia Militar de Tirana un curso para oficiales del Estado Mayor del Ejército al tiempo que comandaba una brigada de pontoneros en Kavaja. Desde 1971 dirigió la oficina de Ingeniería y Fortificaciones del Ministerio de Defensa (un aspecto esencial en el régimen paranoico de Hoxha, quien sembró el pequeño país de millares de casamatas de hormigón en previsión de una invasión de cualquiera de los muchos países que él tenía por enemigos) y en 1981 recibió el rango de viceministro, sirviendo a las órdenes sucesivamente de los ministros Beqir Balluku, Mehmed Shehu y Kadri Hasbiu. -

A Balkanist in Daghestan: Annotated Notes from the Field Victor a. Friedman University of Chicago Introduction and Disclaimer The Republic of Daghestan has received very little attention in the West. Chenciner (1997) is the only full-length account in English based on first-hand visits mostly in the late 1980's and early 1990's. Wixman's (1980) excellent study had to be based entirely on secondary sources, and Bennigsen and Wimbush (1986:146-81 et passim), while quite useful, is basically encyclopedic and somewhat dated. Since Daghestan is still difficult to get to, potentially unstable, and only infrequently visited by Western scholars (mostly linguists), I am offering this account of my recent visit there (16-20 June 1998), modestly supplemented by some published materials. My intent is basically informative and impressionistic, and I do not attempt to give complete coverage to many topics worthy of further research. This account does, however, update some items covered in the aforementioned works and makes some observations on Daghestan with respect to language, identity, the political situation, and a comparison with the another unstable, multi-ethnic, identity construction site, i.e., Balkans, particularly Macedonia. Background Daghestan is the third most populous Republic in the Russian Federation (after Bashkortostan and Tatarstan; Osmanov 1986:24). The northern half of its current territory, consisting of the Nogai steppe and the Kizljar region settled in part by Terek Cossacks, was added in 1922, after the fall of the North Caucasian -

India - Albania Relations India and Albania established diplomatic relations in 1956. The Marxist-Leninist regime presided over by Enver Hoxha during 1946-1985 adopted rigid and isolationist positions throughout its existence. As Albania was closely aligned ideologically with China during the Sino-Soviet dispute from 1961 onwards, it took harsh and partisan positions on the India-China conflict as well. The stridency of Albanian statements led inevitably to the suspension of diplomatic contacts which were resumed only after the death of Enver Hoxha in 1985. The Government of India responded positively to feelers sent out by Albania in 1986-87 and relations were resumed in 1990 with concurrent accreditation from Bucharest. India also had a Honorary Consul in Tirana since 2004. Albania had a Mission in New Delhi since early 2008 and the first Albanian Ambassador to India presented his credentials to the President in October 2010. The Mission was, however, closed down in 2014 along with Missions in some other Asian countries for economic reasons. Albania has two Honorary Consuls, one in Mumbai (Mr. Vikram Munshi) and the other in Delhi (Mr. Devinder Pal Singh). Despite the long hiatus in bilateral relations, present-day India-Albania relations are positive and friendly and such contacts as have taken place since the formal restoration of relations in the 1990s have been forward-looking on most counts. Albania has taken note of India's rapid growth in the past few years, and its manifest achievements in high-tech and services industries. The propensity of Indian industry and business majors to invest abroad has not escaped Albanian attention. -

NATIONAL URBAN SURVEY Civic perceptions on Socio-political Issues June 2007 The Methodology of the Survey Between the 5th and 8th of June, 1194 individuals over the age of 18 living in the urban areas of the country participated in a nation-wide survey. The accumulation of data was made possible through individual interviews utilizing a paper-based questionnaire. The one-on-one interviews had a time duration of 15 minutes allowing for the spread of the poll in all the urban territory of the country’s prefectures. The sample size of the survey has a confidence level of 95% and a margin of error of +3%. The selection of participants in this survey was realized through the method of quotas divided according to gender and age group. The following analysis examines this public opinion survey’s main findings. This initiative was undertaken by the European Stability Initiative (ESI), a think tank organization stationed in Berlin-Istanbul-Brussels. ESI closely monitors development issues concerning the European Integration of countries aspiring membership in the European Union. Within the time span of a year, ESI has established collaboration with several Albanian organizations working in the field of European integration, social and economic development, legal implementation, as well as other issues. ESI also works in partnership with several organizations in the region which come from countries like Macedonia, Croatia, Serbia, Rumania, and Bulgaria. In the assessment of the public sentiment, ESI was aided by the AGENDA Institute, an Albanian think-tank which dedicates a portion of its work to the conduct of nationwide polls that evaluate the public opinion on different issues. -
Conditional Release of Convicted Persons in Kosovo
International Journal of Research in Humanities and Social Studies Volume 3, Issue 7, July 2016, PP 32-39 ISSN 2394-6288 (Print) & ISSN 2394-6296 (Online) Conditional Release of Convicted Persons in Kosovo Azem Hajdari Faculty of Law, University of Prishtina, “Hasan Prishtina”, Prishtina, Kosovo ABSTRACT Conditional release is a criminal legal institute through which is allowed a release of a person who is serving a sentence by imprisonment before serving it entirely. This institute initially was introduced in England, then in France and other countries in Europe and the world. Conditional release is provided also by the Criminal Code of the Republic of Kosovo. This Code determines conditions on which shall be imposed Conditional release and addresses as well the cases of its revocation. In Kosovo conditional release is imposed by Conditional Release Panel, which operates under the authority of Kosovo Judicial Council. Legislator provided a full independence in the work of this panel. Within this scientific paper has been handled the work of this panel during the period of time 2010-2015. Consequently, the activity of Conditional Release Panel during this period of time was quite overloaded. The Panel received 1652 requests and proposals on conditional release, from which approved 312 and rejected 796 proposals. For other proposals and requests the panel has made decisions of different types (suspension procedure, ceasing procedure etc.). Modest results of this scientific paper prove that during the researching period Kosovo courts revoked conditional release only in two cases.
