LIVERPOOL RESIDENTIAL DEVELOPMENT UPDATE December 2017 Foreword Welcome to this latest edition of Liverpool’s Residential Development Update. This document takes a closer look at the many housing and student schemes being built across the city. 2017 has been another consistent year with over 1,600 new homes built since January. Over 1,250 of these have been delivered by the private sector which continues to see Liverpool as a good location to invest in. The City Centre, in particular, continues to see a rise in apartment building, with an increasing number of residential towers of up to 30 floors in height coming in for approval. Excluding those schemes already on site, the number of City Centre homes coming through the planning system is now over 10,000; this is double the housing proposals seen exactly two years ago and a clear sign of the sector’s growing confidence. The City Council’s task is to ensure that the City Centre’s infrastructure and services will be able to cope with a future potential 16,000 to 20,000 additional residents. 2017 has also seen more successes in the Neighbourhoods with the successful Welsh Streets pilot scheme now being turned into a fully fledged £30 million programme. Some 294 new homes will be created with a mix of refurbishment of existing terraces and new builds within a new family-friendly, safe, landscaped environment. The promise I made back in 2012 to assist in the delivery of 5,000 new homes has now been surpassed. Knowing what we do to help make this happen, one of my new pledges is to create an innovative housing company to build 10,000 rent-to-buy homes to tackle inequality and affordability. This new housing company will compete with the private sector to purchase land and build housing which will then be made available to people who have had difficulty getting on the housing ladder. The details of this new venture are currently being worked on and will be announced in the new year. The number of student units completed this year has fallen slightly on 2016’s total, and although there are a few larger volume schemes still on site, the number of student bedrooms coming forward for planning approval has almost halved this year on what was being proposed in November 2016. This perhaps suggests that investors are looking more towards the residential sector for future returns. I hope that the data included in the following schedules will be useful to individuals and organisations involved in regeneration. Between January and November 2017 some 1,649 new homes at a cost of £170m were completed, against a total of 1,740 at £151m between January and October 2016. A significantly greater proportion of the homes completed this year have been by the private sector which increasingly sees Liverpool as a profitable location in which to invest. The City Centre is seeing levels of activity sustained with 830 homes complete this year so far already matching the total 845 completed between January and December 2016. Both the number of units on site and proposed are currently 12% higher than this time last year, whilst 2018 could potentially have a record 1,500 new residential units delivered. In November 2016 there were some 4,880 units with or seeking planning approval; by November 2017 that figure has jumped 109% to over 10,200 – mostly with the introduction of the new breed of higher density schemes featuring towers of up between 15 and 30 storeys now being proposed. Meanwhile, in the Neighbourhoods, several of the larger volume residential schemes under the Housing Development Plan have come to or are approaching their end, with fewer homes being completed in 2017 than in previous years. In the private sector, although completions this year are slightly down on 2016, (346 compared to 398) there are significantly more schemes coming forward for planning approval with 3,667 homes currently with or seeking approval compared to 2,830 at the same time last year and just 2,137 in November 2015.
