Decision-Making in Conservation: A Model to Improve the Allocation of Resources amongst National Parks Abigail Jane Margaret Allan 2008 Decision-Making in Conservation: A Model to Improve the Allocation of Resources amongst National Parks A dissertation presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Natural Resource Management at Massey University, Palmerston North, New Zealand Abigail Jane Margaret Allan 2008 ABSTRACT Protected areas are of prime importance to conservation efforts worldwide because they provide society with a range of important environmental, economic, and social benefits. The ability of government agencies to manage threats to their national parks is often compromised by limited resources. There is a growing need to improve decisions about how resources are allocated amongst conservation responsibilities. Multiple Criteria Analysis (MCA) techniques are integrated decision systems that have the potential to reduce the complexity normally associated with decisions about public and quasi-public goods. The explicit expression of a decision-maker’s preferences for certain decision attributes is a key stage in the MCA process. The ability of MCA to increase the understanding, transparency, and robustness of decisions has been demonstrated in many disciplines. This research describes the development of a MCA model to assist decision- makers with the allocation of resources amongst national parks. After a thorough review of the conservation and protected area literature, a MCA model is developed to determine the utility of a group of national parks based upon environmental, economic, and social significance. -

VANAGS Abstract: The Australian genera of the Scutelleridae are redescribed, with a species exemplar of the ma- le genitalia of each genus illustrated. Scanning electron micrographs are also provided for key non-ge- nitalic characters. The Australian jewel bug fauna comprises 13 genera and 25 species. Heissiphara is described as a new genus, for a single species, H. minuta nov.sp., from Western Australia. Calliscyta is restored as a valid genus, and removed from synonymy with Choerocoris. All the Australian species of Scutelleridae are described, and an identification key is given. Two new species of Choerocoris are des- cribed from eastern Australia: C. grossi nov.sp. and C. lattini nov.sp. Lampromicra aerea (DISTANT) is res- tored as a valid species, and removed from synonymy with L. senator (FABRICIUS). Calliphara nobilis (LIN- NAEUS) is recorded from Australia for the first time. Calliphara billardierii (FABRICIUS) and C. praslinia praslinia BREDDIN are removed from the Australian biota. The identity of Sphaerocoris subnotatus WAL- KER is unknown and is incertae sedis. A description is also given for the Neotropical species, Agonoso- ma trilineatum (FABRICIUS); a biological control agent recently introduced into Australia to control the pasture weed Bellyache Bush (Jatropha gossypifolia, Euphorbiaceae). Coleotichus borealis DISTANT and C. (Epicoleotichus) schultzei TAUEBER are synonymised with C. excellens (WALKER). Callidea erythrina WAL- KER is synonymized with Lampromicra senator. Lectotype designations are given for the following taxa: Coleotichus testaceus WALKER, Coleotichus excellens, Sphaerocoris circuliferus (WALKER), Callidea aureocinc- ta WALKER, Callidea collaris WALKER and Callidea curtula WALKER. -

From the arrival of British colonists in 1788, European agricultural practices, crops and livestock transformed the landscape to one less favourable to indigenous flora and fauna. However, the six species of large kangaroos persisted and came into conflict with cropping and pastoral enterprises, leading to controls on their abundance. After mass killing for bounties, a commercial industry emerged in the 1970s to sell meat and hides into domestic and international markets. The further intention was to constrain kangaroo abundance while sustaining kangaroos in the landscape. Human–human conflict has emerged about the necessity and means of this lethal control. Further control of the abundance of four of the six species is promoted. Their abundance is considered by some as a threat to biodiversity in conservation reserves, removing these as a haven. We therefore propose returning the kangaroos’ stewardship to the current and future generations of Aboriginal Australians. We envisage that a marriage of localised consumptive (bush tucker) and non-consumptive (wildlife tourism) uses in the indigenous-protected-area estate can better sustain abundant kangaroo populations into the future. Fallon3, Meg Travers2, Daryl Wesley4 and Ronald Lamilami5 Abstract In 2008, we began two related research projects that focus on recent Australian rock art, made after the arrival of Asians and Europeans, in part of northwest Arnhem Land’s Wellington Range. This area has extensive and diverse rock art, including many examples of paintings that reflect contact between local Aboriginal people and visitors to their shores. At some sites figures made of beeswax are found superimposed under and over paintings, thus providing a means of obtaining minimum and maximum ages for pigment art. We report on the results of an initial radiocarbon beeswax dating programme at the Djulirri site complex. Results include the earliest age for a depiction of a Southeast Asian watercraft in Australian rock art, which is also Australia’s earliest contact period rock art depiction discovered so far. -

The identification of rangeland regions where severe fire regimes affect cattle producers Abstract This project identified cattle producing regions where the Australian Government’s Carbon Farming Initiative (CFI) Savanna Burning Methodology to account for reductions in greenhouse gas emissions or a similar lower-rainfall methodology could be applied. Across seven bioregions in northern Australia where late dry season fires dominated, 73 properties with a total of 537 000 head of cattle had an average of 36% of their properties burnt annually. Only one of these bioregions had a mean annual rainfall greater than 1000 mm required for the current Methodology. The other bioregions may be able to use a lower-rainfall Methodology that is currently under development. In other bioregions, there may be individual properties that may find it advantageous to participate in savanna burning management under the CFI.
