Term of References Technical support to the development of the national strategy for social peace and transitional justice

Background Search for Common Ground (Search) works to prevent violent conflict before, during and after a crisis, working with all sides and providing the tools needed to work together and find constructive solutions to build sustainable peace. Search is currently working in 35 countries and has more than 33 years of institutional experience in conflict transformation and the economic and social empowerment of traditionally marginalized groups, including women. Women, peace and security is a strategic priority for Search. We seek throughout our programs to strengthen women’s roles as peacebuilders and civil society leaders, to prevent SGBV, and to engage both women and men to work towards greater women’s empowerment Search began working in Sudan in 2009 and has focused on two main objectives: strengthening local capacity for conflict transformation and peacebuilding, and supporting community actions for peace and reconciliation, with a focus on actively engaging and empowering marginalized groups, especially women and youth, to develop alternatives to cycles of violence and raise their voices for peace.

The Project Search, in partnership with Badya Centre for Integrated Development (Badya), Um Serdiba Association for Development (Um Serdiba), Paralegal’s Association (PASS), Human Security Initiative Organisation (MAMAN) and ElSharq Centre for Culture (ECC), and Nuba Women’s Empowerment and Education Association (Nuweeda), currently implements two projects: 1) “Supporting the Development of a National Strategy for Social Peace in Sudan”, with the overall goal to support the development of a Sudanese National Strategy for Social Peace that is inclusive of the diverse backgrounds and perspectives of the peripheral . 2) “Maa Baaad Nanmo”– We Grow Together: Supporting Sudanese CSOs to improve multi-sectoral development for vulnerable women and girls” has the overall objective to increase the capacity, networks and opportunities of Sudanese CSOs to improve vulnerable women and girls’ access to multi- sectoral development in the states of West , , , and . The Assignment As part of these projects, Search and its partners are looking for an expert trainer in transitional justice and national strategy development to train and support the development of a strategy for social peace in Sudan.

Specifically, the consultant will: ● Conduct 1 training in transitional justice and its link to peacebuilding and reconciliation for a group of 25-30 national stakeholders in . ● Conduct 5 state-level trainings in transitional justice, one for each of the 5 states' NGO Forums in , South Kordofan, Blue Nile, Al Qadarif and Kassala. ● Support to the development of a process to develop a national strategy for social peace, including the collaborative development of the process and roadmap.

The training methodology should be interactive and participatory and should be action- oriented to feed into the development of a national strategy.

Specific deliverables will include:

● Develop the agenda and curriculum for the transitional justice training of national and state-level actors. ● Facilitate 6 training workshops, in Khartoum, West Kordofan, South Kordofan, Blue Nile, Al Qadarif and Kassala. ● Develop and administer a monitoring tool for each training to capture participants’ change in knowledge, before and after each session. ● Produce activity reports for each training. ● Organize coordination meetings with key stakeholders, including training participants to develop a national strategy for social peace and roadmap. ● Produce a national strategy and roadmap.

Required Qualifications

● Advanced University Degree (minimum master’s degree in governance, Justice, Peace and/or Development related fields). ● Prior work experience in the peacebuilding and/or transitional justice fields.

● Demonstrated training facilitation experience. ● Prior experience working with INGO’s, NGO’s and/or CSO’s. ● Excellent proven written and spoken English. Arabic is a plus. ● Willingness to travel to the five targeted states in Sudan. ● Availability in April-June 2021.

Mission terms

Search will cover a daily consultancy fee as well as all transport costs, boarding and lodging for the consultant during his time in Sudan.
