SULTAN ISMAIL INTERNATIONAL AIRPORT, SENAI, BAHRU REVISION AND THE INTRODUCTION OF NEW INSTRUMENT FLIGHT PROCEDURES

1. INTRODUCTION

1.1 The upgrading of Sultan Ismail International Airport, Senai, has resulted in the significant change to aerodrome physical characteristics and aeronautical data as follows:

a) Threshold (THR) Runway 34 b) Departure End Runway (DER) for Runway 16 c) Runway length 3800 m d) Establishment of 3290 m parallel taxiway e) Expansion of parking apron f) Installation of AGL and Precision Cat I Approach Lighting g) Replacing of new ILS Runway 16

1.2 These changes necessitate the revision and the introduction to the new instrument flight Procedures.

1.3 The new Instrument Flight Procedures (IFP) including the conventional and Area Navigation (RNAV) Departure, Arrival, Approach and Holding areas are introduced.

3. REPORTING POINTS AND RNAV WAYPOINT

3.1 To facilitate the use of the conventional and RNAV IFP, discrete Five Letter Name Code are allocated to reporting points with reference to ground navigational aid and RNAV Waypoint with coordinates WGS84 datum. Details are as APPENDIX 1.

4. HOLDING AREAS

4.1 Two new off-set Holding Areas anchored to the VJR VOR/DME are introduced for regulating air traffic flow and for missed approaches purposes.

5.1 The Instrument Approach Procedures are illustrated in the following appendices:

a) APPENDIX A - ILS z/LLZ RWY 16 (From STAR)

b) APPENDIX B - ILS y/LLZ RWY 16 (From Overhead VJR VOR)

c) APPENDIX C - VOR RWY 16

d) APPENDIX D - VOR RWY 34 (From Radar Vector)

5.2 The Standard Instrument Departure (SIDs) are illustrated in the following appendices:

a) APPENDIX E – SID RWY 34

b) APPENDIX F – SID RWY 16

c) APPENDIX G – STANDARD RADAR DEPARTURES (SRD) RWY 16/ 34

5.3 The Standard Arrival Route (STARs) are illustrated in the following appendices:

a) APPENDIX H - STAR RWY 16

b) APPENDIX J - VOR/DME RWY 16 (RNAV)

c) APPENDIX K - STAR RWY 34

d) APPENDIX L - VOR/DME RWY 34 ( RNAV)

3 6. DESCRIPTION OF SIDs, SRD AND STAR

6.1 Standard Instrument Departure (SID) is a designated Instrument Flight Rule (IFR) Departure Route linking the Aerodrome or a specified Runway of the Aerodrome with a specified significant point, normally on a designated ATS Route, at which the en-route phase of a flight commences. A SID is identified by :

a The name of the fix joining the departure procedure to the ATS route;

b An alphabetical identifier according to the take-off Runway as follows:

i. SID Runway 16 - ECHO

ii. SID Runway 34 - FOXTROT

c A validity number to identify the current procedure following the first change to a procedure;

d The word DEPARTURE.

Example: KASRI ONE ECHO DEPARTURE;

6.2 A Standard Radar Departure (SRD) is an instrument departure procedure introduced for an alternative to a SID to improve the traffic flow.

a) Johor SRD will be identified as JOHOR RADAR ONE DEPARTURE

b) The description of SRD clearance and procedures is available in AIP Malaysia Volume 1, Page ENR 1.5 – 17, paragraph 3

6.3 Standard Arrival Routes ( STAR ) is a designated Instrument Flight Rule (IFR) Arrival Route linking a significant point, normally on an ATS Route with destination aerodromes.

6.3.1 STAR RWY 16 can expect to intercept the localizer for ILS z/LLZ RWY 16 approach.

6.3.2 STARs are presented in diagrammatic and textual format on a chart and identified by an alphabetical identifier according to the landing Runway as follows:

i. STAR Runway 16 - ALPHA

ii. STAR Runway 16 (RNAV Tracking) – CHARLIE

iii. STAR Runway 34 - BRAVO

iv. STAR Runway 34 (RNAV Tracking) – DELTA

6.3.3 Arrival RWY 34 will be cleared on ATS Routes and expect to be Radar vectored from overhead VJR VOR to East of the Airfield for Initial Fix (IF) VOR RWY 34 Approach. This information will be incorporated in AIP Malaysia section WMKJ AD 2.20 Local Traffic Regulations

4 Example: < Call sign> cleared TOPOR 1B Arrival, descend to altitude Five Thousand , QNH. Expect RADAR VECTOR for VOR DME Approach Runway 34.
