The conference will discuss a wide range of problems associated with the storage, processing, analysis and visualization of data relating to different scientific and applied areas of human activity. The Workshop was supported by RFBR, research project No. 15-07-21015 G The papers are included as they are submitted by authors, without editing © Ufa State Aviation Technical University, 2015 Foreword These Proceedings contain the full texts of the papers, selected for presentation at the 1 th International Workshop on Technologies of Digital Signal Processing and Storing (DSPTech’2015). DSPTech’2015 Conference aims to promote discussion of the development of research and innovation in the field of information technology and its applications. The conference will discuss a wide range of problems associated with the storage, processing, analysis and visualization of data relating to different scientific and applied areas of human activity. The Workshop attracted more than one hundred submitted papers from different countries including both conceptual and experience papers. Both types of submissions were evaluated similarly, in accordance with standards of international forums. The careful reviewing procedure by the program committee resulted in 49 papers being chosen for the presentation in the international track (Volume 2). The next sections – System Engineering, Models, Methods and Algorithms of Data Processing and Storing, Import Substitution and Software and Hardware for Automation and Control, Innovative Technologies and Methods of Economical and Social Data Processing – appear to be gaining attention. Some of the experience papers, especially at the industrial sessions, reflect the results in development/application of real systems, and were considered by the program committee to be of interest to a wider community. The program Committee would like to extend appreciation to all those who submitted the preliminary versions of the papers or extended for international peer reviewing. Finally, our thanks go to all the attendees of the Workshop here in Ufa, Russia that boosted the research activity in the Technologies of Digital Signal Processing and Storing.     Evgeny Morozov L’INGENUITÀ DELLA RETE Il lato oscuro della libertà di internet La rivoluzione di Twitter: se ne è parlato per le manifestazioni in Iran nel 2009, per la Cina subito dopo, più recentemente per l'Egitto: prima ancora che lo scontento dei cittadini, il grande protagonista delle proteste sembra essere stato il web. La convinzione che le tecnologie digitali alimentino solo cambiamenti positivi e siano lo strumento perfetto per la creazione della democrazia corrisponde alla realtà? Evgeny Morozov, in antitesi al cyber-ottimismo di pensatori come Clay Shirky, spiega molto chiaramente come anche governi tutt'altro che democratici usino le piattaforme digitali piegandole ai loro fini. In Russia e in Cina gli spazi di intrattenimento online sono studiati apposta per spostare l'attenzione dei giovani dall'impegno e dalla partecipazione civile. Internet non è inequivocabilmente buona, insomma, Twitter e Facebook non hanno avuto alcun ruolo cruciale, e la rivoluzione sarebbe accaduta con o senza di loro. Pensare alla rete come a un propagatore naturale di democrazia è fuorviarne e pericoloso: per garantire forme efficaci di cambiamento sociale è necessario rimanere calati solidamente nella realtà.     Contest and conquest: Russia and global internet governance JULIEN NOCETTI It has become part of conventional wisdom to consider cyberspace as an arena for strategic competition among states. There are many and varied recent illus- trations of the prominence of cyberspace in international political and security concerns—for example (in no particular order), the leakage by Edward Snowden of information regarding US government surveillance programmes; the release of the Mandiant report, which disclosed the existence of Chinese units cyber-spying on the United States, and the subsequent intense high-level talks between China and the US on cyber security; and NATO’s publication of the Tallinn Manual, which sets out to define the legal framework applying to cyberwarfare. This trend is reflected in the politicization of internet-related issues in global internet gover- nance and cyber security forums, as displayed at the World Conference on Inter- national Telecommunications (WCIT) that took place in Dubai in December 2012 under the aegis of the United Nations to revise an international treaty that affects the way the internet is governed, and the ongoing debate on the internationaliza- tion of internet ‘critical resources’ (i.e. the internet infrastructure—root servers, exchange points, connections—and IP addresses and domain names). This growing politicization of ‘all things digital’ illustrates three major current trends. First, many governments are attempting to exert sovereignty in cyberspace in the same way as they do in physical domains. The fact that private companies are dominant in this complex ecosystem is unsettling to many policy-makers, as is the unfettered internet access of their fellow citizens.
