The swearing-in dinner will be held on Friday, April 5. The CPOA 50th Anniversary gala dinner will be held Saturday evening, April 6. Members of the CWOA BOD are planning to attend this prestigious event and members of the Association are also encouraged to attend; however, this event will not be a sponsored agenda item for our annual meeting and is voluntary.

As summer winds down, a lot of us are looking forward to more reasonable temperatures and to the end of the hurricane season. Many Coast Guard families were affected by hurricane Florence, from flooding, an extended loss of power, and for some, to a complete loss of their home. Remain vigilant and prepared. Please plan ahead, have supplies, and develop an evacuation plan.

It’s official, we have a new chapter! Our fellow Warrants in Texas have taken the necessary steps, and the Executive Com- mittee has approved the request for the charter of the Republic of Texas Chapter of the CWOA. Congratulations to our members in Texas and I know we can look forward to big things coming from Texas in the future.

The TRICARE Retiree Dental Program (TRDP) will end on December 31, 2018. TRDP enrollees will have an opportunity to enroll in the Federal Employees Dental and Vision Insur- ance Program (FEDVIP), with coverage effective January 1, 2019. Automatic enrollment is not an option, you must self-enroll during the prescribed enrollment period of Nov 12-Dec 10, 2018 to have continuing, uninterrupted coverage. Email the PFC Chair at: [email protected] concerning any information in this report CG Commissions Fast Response Cutter named after Third Class Petty Officer The Coast Guard commissioned North Carolina’s second Fast Response Cutter, the Coast Guard Cutter Nathan Bruckenthal, during a ceremony in Alexandria, Virginia, July 25.

The FRCs feature advanced command, control, communications, computers, intelligence, surveillance, and reconnaissance equipment that allow their crews to more effectively conduct the Coast Guard’s statutory missions.

The cutter is named after Coast Guard Petty Officer 3rd Class Nathan Bruckenthal, who was mortally wounded during Operation Iraqi Freedom. For his courageous actions, Bruckenthal was posthumously awarded a Bronze Star, , and Global War on Terrorism Expeditionary Medal.

"I am truly honored to be the first commanding officer of this cutter," said Lt. Bryan Kilcoin, command- ing officer of the Coast Guard CutterNathan Bruckenthal. "The crew of the cutter Bruckenthal will emulate Nate's high standards and values he lived by. Semper paratus."

FEDVIP Coming Soon to Military Families and Retirees

OPM will soon begin offering vision and dental insurance to military families and retirees through the Federal Employees Dental and Vision Insurance Program (FEDVIP). The initiative was directed by the National Defense Authorization Act for fiscal year 2017. This is an exciting opportunity for OPM Healthcare and Insurance, and we are eager to welcome this new group!

Many military retirees and their families currently use the TRICARE Retiree Dental Program (TRDP) which is ending on December 31, 2018. For 2019, most TRICARE retirees and their families can enroll in FEDVIP for dental coverage, vision coverage, or both. Also new for 2019--many active duty military families may enroll in FEDVIP vision coverage. Military families and retirees who enroll in FEDVIP this fall will be able to choose from ten dental carriers and four vision carriers, selecting the plan that best meets their family’s needs.

This will be the first year military families and retirees participate in the Federal Benefits Open Season, which runs November 12 through December 10, 2018. To prepare, we’re inviting them to visit TRICARE.benefeds.com and learn more about FEDVIP. The FEDVIP team will ensure that new information is posted to this site as soon as it becomes available, plus send reminders to those who register on the site. As of April 21, over 20,000 individuals have already visited and signed up for updates.

As a military retiree myself, choosing a dental plan through FEDVIP was a novel experience when I first joined OPM. Under TRICARE, we had one dental plan option available to us. When I was offered a choice of multiple dental options under FEDVIP, I learned to compare plans based on the dental care I expected during the year ahead. I also asked my dentist if he participated in any of the FEDVIP dental networks. Because I don’t usually need complex dental work, I was able to choose a lower cost option with a dental carrier preferred by my dentist. I elected a “self only” enrollment in a plan, but if I had a family, I would have covered them too, using a “self and family” enrollment in the plan that best met our collective needs.

I have had a great experience as a FEDVIP dental enrollee for several years now. In fact, the more than 3.3 million Federal civilian employees who are already enrolled in FEDVIP give it high marks for quality and value. This year, we look forward to providing Federal employees, annuitants, and their families with the dependable FEDVIP benefits they rely on, and to welcoming military families and retirees for the first time.

To prepare for open season, TRICARE eligible can head to TRICARE.benefeds.com to do their plan choice research with information designed to make their experience with FEDVIP as easy as possible to navigate. Federal civilians will continue to use their familiar Benefeds enrollment website. Plan options, benefits, and rates will be the same for both groups in 2019.

Lt. William Erwin, USCG (Ret) crossed the bar on Jan. 7, 2018. Lt. Erwin retired on July 1, 1977 and he was a member of the Association for 47 years.

RADM Edward Nelson, USCG (Ret) crossed the bar on June 5, 2018. He was an honrary member and a strong supporter of the Association.

Cmdr. Lionel Crossman, USCG (Ret) crossed the bar on June 27, 2018. He is survived by his three children. Cmdr. Crossman retired on Oct. 1, 1982 and he was a member of the Association for 54 years.

Lt. John Gates, USCG (Ret) crossed the bar on April 21, 2018. He is survived by his widow, Mrs. Estella Gates. Lt. Gates retired on Aug. 1, 1973 and he was a member of the Association for 57 years.

CWO (PERS) Milton Midgette, USCG (Ret) crossed the bar on June 21, 2018. He is survived by his daughter. CWO Midgette retired on May 1, 1971 and he was a member of the Association for 61 years.

CWO (MAT) Errol Arnaud, USCG (Ret) crossed the bar on June 21, 2018. He is survived by his widow, Mrs. Phyllis Arnaud of 111West Avalon Ave., Longview, TX 75602-2513. CWO Arnaud retired on Oct. 1, 1992 and he was a member of the Association for 28 years.

CWO (F&S) Dennis Covill, USCG (Ret) crossed the bar on June 24, 2018. He is survived by his widow. CWO Covill retired on July 1, 1984 and he was a member of the Association for 43 years.

CWO (ELC) Elliot Echols, USCG (Ret) crossed the bar on July 7, 2018. He is survived by his daughter. CWO Echols retired on Oct. 1, 1970 and he was a member of the Association for 60 years.

CWO (MAT) Charles Richey, USCG (Ret) crossed the bar on July 22, 2018. He is survived by his widow, Mrs. Matilda Richey of 1836 LeRoy Stevens Road, Mobile, AL 36695. CWO Richey retired on July 1, 1984 and he was a member of the Association for 44 years.

CWO (BOSN) James Griggs, USCG (Ret) crossed the bar on July 24, 2018. He is survived by his widow, Mrs. Celia Griggs. CWO Griggs retired on Jan. 1, 1980 and he was a member of the Association for 59 years.

CWO (ENG) Robert E. DeMichillie, USCG (Ret) crossed the bar on July 23, 2018. CWO DeMichillie retired on Sep. 1, 1973 and he was a member of the Association for 45 years.

CWO (BOSN) Francis Crabb, USCG (Ret) crossed the bar on Aug 1, 2018. He is survived by his daughter. CWO Crabb retired on Dec. 1, 1984 and he was a member of the Association for 48 years.

CWO (ELC) Mark Crabill, USCG (Ret) crossed the bar on Aug. 4, 2018. He is survived by his widow, Mrs. Susan Crabill. CWO Crabill retired on Sep. 1, 1980 and he was a member of the Association for 44 years. CWO (BOSN) William Brizendine, USCG (Ret) crossed the bar on Aug. 7, 2018. He is survived by his widow, Mrs. Mildred Brizendine. CWO Brizendine retired on June 1, 1986 and he was a member of the Association for 27 years.

CWO (BOSN) Carl Nucilli, USCG (Ret) crossed the bar on Aug. 25, 2018. He is survived by his four daugh- ters. CWO Nucilli retired on July 1, 1976 and he was a member of the Association for 52 years.

Lt. Charles Saylor, USCG (Ret) crossed the bar on Aug. 25, 2018. He is survived by his widow, Mrs. Joyce Saylor of Metairie, LA. Lt. Saylor retired on Aug. 1, 1971 and he was a member of the Association for 55 years.

The Time to Increase Your Dues Allotment is Coming to a Close For the past 2 years we have requested that you in- creased your dues to $7 per month. This is an increase of $2 from the previous dues. Please make sure you update your allotments to account for this increase. In an average year the association pays out $28,000 in death gratuity benefits. This increase was based on membership votes.

At the 2017 Annual meeting the executive committee voted “that members have 1 year after a dues increase to adjust their payments to the Association. At the end of such time, they will be listed as a donating member. If they restore their dues within 2 years of such dues in- crease, they will resume regular membership.” As of now you have until April 2019 to be re- stored to a full member if you did not increase your dues by 1 April 2017.

During the 2018 Federal Benefits Open Season (November 12 through December 10) many retirees, re- tiree family members, and active duty personnel family members will have the opportunity to enroll in a dental and/or vision plan under the Federal Employees Dental and Vision Insurance Program (FEDVIP). Eligibility has expanded to include certain uniformed service members and members of the Retired Reserve, non-active Medal of Honor recipients, and Survivors are also eligible. Coverage will be effective January 1, 2019.

FEDVIP offers the opportunity to choose from ten different dental plans and four different vision plans. All eligible family members must enroll in the same plan.

FEDVIP is popular among Federal employees. The more than 3.3 million people already enrolled give the program high marks for quality and value. With ten dental and four vision carriers to choose from FEDVIP offers great flexibility when selecting the right coverage for you and your family.

The TRICARE Retiree Dental Plan (TRDP) will end on December 31, 2018. TRDP members may enroll during the 2018 Federal Benefits Open Season in their choice of FEDVIP dental plans. TRDP enrollees must take action to enroll in a FEDVIP plan in order to receive dental benefits starting on January 1, 2019.

When TRDP ends at the on December 31, 2018, there will be no automatic enroll- ment in FEDVIP. Veterans and family members who do not select a carrier in this year’s Federal Benefits Open Season, will NOT have coverage in 2019.
