Call for partners Q&A – Somaliland Question 1. As a will be implementing partner of your organization, what are we required to satisfy your partnership terms, what documents and timeline should we send now, and where can we find the guideline for submitting the Concept Note. I mean where can we find the templates that could be a guide for the preparation of the documents (Concept Note) you mentioned in the call as no documents are accompanying your call advert now? & Question 2. Good morning, We you are doing well, would you please send us the Concept note Template, for Call for ISF partners in Somaliland? We understood that there is already designed Concept note Template from ISF. Answer: Documents will be submitted in two approaches. First; the concept note will be submitted through a Microsoft Forms template (find the link here). Second; other required documents should be sent by email to [email protected] by 31 December 2020, with the title: “ISF partner selection in Somaliland – SUPPORTING DOCUMENTS”. Name each document clearly, including name of the organization and document content. You can find the list of required documents from our call for partners page. The deadlines of submitting the concept note (Microsoft Forms template) and required document is 31 December 2020. Incomplete applications and applications received after the deadline will not be considered. Question 3. We are a LNGO based and registered in Somaliland with a head office in Borama town, Awdal region. We have been operating since 2017 but have not done an important project funded by International NGO partners or donors, except some private funds we got from local community to finance some initiatives. As such we don't have Internal Audit Reports which are part of the supporting documents you requested as per your partnership qualifications. The question that we want to know from your side is: Can we still proceed to apply for the partnership agreement without this document because we have all the other documents and can satisfy all other requirements? Answer: The audit reports are part of the mandatory requirements for this call. Question 4. Which locations shall we focus among the different regions of Somaliland which are priority areas for the call for partners? Answer: The target/priority locations are specified in the country program 2022-2025 and include Togdheer (Buroa and Oodwayne) Sahil (Sheikh District), Sanaag (Erigavo and El-afwayn). Please read ISF 2022–2025 Somaliland country programme. It is up to your organisation to select a priority region/district(s) based on your area of operations. Question 5. We would like to make our call for a partner's concept note focus on two areas which are Livelihood and Gender and make two separate concept notes. Can you please give us your comments regarding this? Answer: All ISF livelihood interventions have gender equality and women’s empowerment as central components. ISF also aims at crosscutting prevention of violence and harmful practices against women and girls into livelihood projects. Hence, we warmly encourage you to send one combined concept note. However, you can leave two separate concept notes if you wish to. Question 6. What are the schedule of project processing activities and timeline, for instance when are there time to know eligible partners and when will there be partnership collaboration agreements? Answer: ISF will pre-select partners and inform the outcome of the preselection to all applicants in early 2021. Final selections will be done once ISF receives a decision from the Finnish Ministry of Foreign Affairs regarding its 2022–2025 programme funding, expected in December 2021. Question 7. Are there programs/projects planned to be implemented in 2021 and how can we. Because it says there will be 2022-5? Answer: The programme period for this call is 2022–2025. Question 8. Are there offices in Somaliland for ISFSOM and where are they located in order to make sure that we can contact your organization in case the need be? Answer: Yes, we have 2 offices in Somaliland.
