NOM-1 MOTIONS OF WHICH DUE NOTICE HAS BEEN GIVEN NOM-1 NOTICE OF MOTION - YOUTH COUNCIL/ADVISORY GROUP Author: Councillor Dan Hayes Analysis: This Notice of Motion is being presented to Council to progress with organising an opportunity for youth in Wagga Wagga to discuss an appropriate model for a potential youth council/advisory committee. Recommendation That Council staff bring forward a report on a process to host an opportunity for young people in the City of Wagga Wagga, so that young people can provide feedback on appropriate model(s) for youth engagement to Council planning and decision making. Key Reasons As of 2015 those aged under 25 make up approximately 1/3 of the population of Wagga Wagga according to the ABS. Wagga has a high non-resident youth population in regards to the University and Defence. Youth representation on Council committees and as elected officials is unlikely to reflect this in a meaningful way A youth council/advisory committee allows the opportunity for young people to be given a voice in the community and a formal mechanism to provide insight and input into the city and council decisions. As part of the hosted event for young people a range of platforms and options will be discussed with youth for their feedback e.g. traditional models of Youth Councils/ advisory committees through to other platforms like an online youth forum, targeted consultation with all school representatives, targeted consultation through youth events. NOM-2 NOM-2 NOTICE OF MOTION - REGIONAL RAIL SHUTTLE PROPOSAL Author: Councillor Vanessa Keenan Analysis: This Notice of Motion is being presented to Council following the independent release of a discussion paper that calls for the investigation of the feasibility of creating commuter rail connections between Wagga Wagga and Albury. Recommendation That Council: a write to Mr Daryl Maguire MP, Member for Wagga Wagga, the Honourable Andrew Constance MP, NSW Minister for Transport and Infrastructure, the Honourable Gladys Berejiklian MP, NSW Premier, Mr Luke Foley MP, the Leader of the Opposition and Ms Jodi McKay MP, the Shadow Minister for Transport calling for the investigation of new and improved regional rail connections for Wagga Wagga b review any response that may be forthcoming and assess any implications for Council that are consistent with its adopted plans c otherwise refer the matter to Transport NSW Key Reasons Existing connections are inadequate and are designed to link to Melbourne and Sydney, not the communities in between. Significant economic benefits can be gained for the wider Riverina region by improving intraregional connectivity. The burden on road networks can be eased and subsequently safety can be improved, freeing up state funds for use on other road networks in our City and region. Improved access to specialist medical services for the community. Greater employment and education opportunities for residents. More opportunities to attract decentralised Government agencies to Wagga Wagga. Improved productivity gains for business through decreased travel time and ability to work whilst commuting. PRIVATE MEMBERS' STATEMENTS __________ ILLEGAL BOARDING HOUSES Mr VICTOR DOMINELLO (Ryde) [10.03 a.m.]: About 11 weeks ago, on 25 February 2010, I addressed this Chamber about the problems associated with the proliferation of illegal boarding houses in Ryde. At that time a residents' action group today known as Marsfield Against Residential Suffocation [MARS] was in its infancy. Today MARS is a well-organised and passionate group led by local Marsfield resident Alan Patrick. I would like to make special mention of Peter Groenestyn, Gloria Dartnell, Neil Yakalis, Sylvain Flore, and Rodney and Helen Simmons, who are just some of the hardworking members of the MARS team. The MARS action group is calling on all governments to work together to provide increased student housing capacity in the short term and to plan innovatively for the long-term housing needs of the increasing number of international students at Macquarie University and international workers employed by businesses within the Macquarie Park business precinct. In addition, the group wants to see unscrupulous boarding house operators punished with significant financial penalties and enforcement orders brought against them. Shortly I will be presented with a petition from the MARS action group spokesman Alan Patrick on the steps of the Parliament. The petition contains, I am led to believe, over 1,000 signatures from concerned residents calling on Premier Kristina Keneally and her State Labor Government to act immediately to get rid of the boarding house provisions of the Affordable Rental Housing State Environmental Planning Policy, and to take decisive action to give local councils the power they need to inspect illegal boarding houses and make enforcement orders against their proprietors.

The Let’s Tackle Domestic Violence programme sees selected football clubs and club member’s act as ambassadors within the local community against the act of domestic violence. “It is a huge honour that the Macquarie Scorpions were selected to take part in the programme and it will see every club official and team member sign a code of conduct that commits to refraining from domestic violence, agree to become community role models and participate in a community education campaign and display the Tackling Domestic Violence logo on the club jersey, game programmes and supporters merchandise,’ “Both the club and players will also be affiliated with the Good Sports Program, an initiative of the Australian Drug Foundation that assists clubs manage alcohol responsibly as well as participate in a local television and radio campaign to help spread the word of the Let’s Tackle Domestic Violence programme,” said Macquarie Scorpion President, Kevin Maher. The Scorpions are gearing up for a strong 2012 season not only off the field with the Lets’ Tackle Domestic Violence programme but also on the field with its 2012 recruitment drive coming to a close before Christmas.

State MP for Goulburn Wendy Tuckerman was in attendance for the Yass dawn service, alongside Yass Valley Mayor Rowena Abbey. Wee Jasper residents and visitors to the reserves marched to the tune of a lone piper across the Wee Jasper bridge up to the Wee Jasper Community Memorial Hall. Local school principal Michelle Andrews and students held the Australian Flag at the front, and children on horseback brought up the rear. Students Dougal and George Cathles read out the names on the Honour Roll during the service. Bugler 'Alexander Fraser played the Last Post' and 'Rouse'. Handmade wreaths were placed at the Memorial as Graham Hannaford played a stirring lament on the bagpipes. Over at Binalong, local resident Nigel Wong said their service had a "big turnout" and had a few thankyou's he wanted to make.
