Efficient and sustainable urban transport systems and mobility are critical for the smooth functioning of India’s cities. From 1981 to 2011, the number of total registered vehicles grew at a rate of 11.7% per year, compared to population growth of 2% per year.2 The rapid increase in the number of vehicles has led to severe air pollution, which is becoming a serious health hazard in many cities. The government is consequently committed to promoting public transport systems. Public transportation infrastructure in India needs high levels of investment and massive upgrading to spur a modal shift from private vehicles. It is estimated that over 50% of Indians will be living in urban areas by 2050.3 In 2006, the Government of India issued the National Urban Transport Policy (NUTP) that provides a broad framework for development of urban transport.4 Metro rail is seen as a necessary solution for developing mass rapid transit systems in India’s large cities, while smaller and medium-sized cities are exploring the option of bus rapid transit. 2. In India, the states and union territories plan, execute, and develop urban transport facilities. However, the current suburban railway system is within the purview of the national railway administration. Indian Railways has been operating suburban rail services in Chennai, Delhi, Hyderabad, Kolkata, and Mumbai, as a means of rail-based mass transit with a focus on long-haul freight and passenger movement.

Submitted to SOL: September 13th, 2016; accepted: April 07th,2017; published online: June 18th, 2017 Abstract: Background: The undesirable and undoubtedly the saddest shortcoming of Kolkata Metro Railways, a unique transport system is that, it is being frequently used as place for suicide. Present study attempted to develop a profile of characteristics of the suicidal behavior and make recommendations with the help of such profile, for construction of strategies to prevent or at least to reduce such detrimental actin Kolkata Metro Rail in future. Materials and Methods: The record of last five years (from 2010 to 2014) of suicidal deaths and attempts in Kolkata metro were collected. Results: Among total 94 cases 68.1% were male. Majority (29.0%), of the cases belonged to 20 to 30 years age group. 60.7% of victims died at spot or at hospital and rests were rescued. Maximum number of cases occurred in station Kalighat and Sovabazar-sutanuti. Discussion and Conclusion: This study gave valuable insights into distribution and behavior pattern of people committing or attempting suicide in Kolkata Some of the findings were strikingly similar to the findings of other studies, whereas some were different. No Metro Rail Policy in existence till August 2017 • National Urban Transport Policy of 2006 & 2014. • Trigerring of Metro Idea: 2 fold rise in Delhi’s population and a 5 fold rise in the number of vehicles between 1981 and 1998. • Traffic congestion and pollution : dependence on private vehicles • Existing bus system : Insufficient. • Privatisation of the bus transport system in 1992 : inexperienced operators, poorly maintained, noisy and polluting buses on lengthy routes, unreliable service, extreme overcrowding, reckless driving. Remedial Measures • The Govt of India and Delhi jointly set the Delhi Metro Rail Corporation (DMRC) in 1995, with E. Sreedharan as the M.D (till 2011). • Construction of First Phase started on 1 October 1998. • Target: Scheduled completion: 2009 • First line inaugurated by the then Hon’ble PM Atal Bihari Vajpayee on 24 December 2002. • Second underground rapid transit system in India, after the Kolkata • Actual Operations: 2006 : Business Week described "nothing short of a miracle" DELHI METRO • Phase - I : 58 stations and 65.0 km • Phase II : 85 stations and 124.6 km (completed in August 2011) • Phase III : 69 stations 103 km (Started in 2011, target 2016 now March 2018) • Phase IV : 113.2 km (2021) • Daily Ridership: Around 30 lakhs . By its old spelling, Calcutta, India’s second-biggest city conjures up images of human suffering to most Westerners. But Bengalis have long been infuriated by one-sided depictions of their vibrant capital. Kolkata is locally regarded as the intellectual and cultural capital of the nation. Several of India’s great 19th- and 20th-century heroes were Kolkatans, including guru-philosopher Ramakrishna, Nobel Prize–winning poet Rabindranath Tagore and celebrated film director Satyajit Ray. Dozens of venues showcase Bengali dance, poetry, art, music, film and theatre. And while poverty certainly remains in-your-face, the dapper Bengali gentry continue to frequent grand old gentlemen’s clubs, back horses at the Calcutta Racetrack and play soothing rounds of golf at some of India’s finest courses. KOLKATA (CALCUTTA) As the former capital of British India, Kolkata retains a feast of dramatic colonial architecture, with more than a few fine buildings in photogenic states of semi-collapse. The city still has many slums but is also developing dynamic new-town suburbs, a rash of air-conditioned shopping malls and some of the best restaurants in India. This is a fabulous place to sample the mild, fruity tang of Bengali cuisine and share the city’s passion for sweets. Friendlier than India’s other mega-cities, Kolkata is really a city you ‘feel’ more than just visit.
