Cycle 6 Idea Theme Keywords PB ‐ 1113 I propose creating waivers or financial aid stipends for homeowners for the repair of neighborhood City Infrastructure accessibility walking, stroller, wheelchair accessible sidewalks (or lack thereof) where tree roots or old growth have either severely damaged or impeded the safe walking/rollingsidewalks of high foot traffic neighborhoods. Daily, I see dozens of people (myself and family members included) weave backand forth, on and off of streets to the sidewalk or lack thereof sidewalks to walk dogs (many elderly pet owners), take children in strollers, and exerciseall over the greater neighborhood in Fairmont Gardens area. This is a tremendous safety hazard for pedestrians dodging cars zipping around corners or down hills and a costly fix for homeowners who are burdened with both the tree maintenance/removal of hazardous growth and the permitting fees/concrete pouring of sidewalk repair. I have seen elderly people trip on severely broken sidewalks, children fall/slide on non‐ existent sidewalk paths in front of homes, parents with babies in strollers have to walk down the street, straddling the edge of parked cars and oncoming traffic. The trees are a beautiful trademark of the area and create welcome shade on sunny days, but several‐decade‐old‐growth trees create a multi‐faceted problem for walkers, strollers, rollers, riders, runners, handicapped, disabledpedestrians and homeowners alike. Newer homeowners often inherit these problematic properties with no aid to remedy the situation and longtime or elderly homeowners may find themselves unable to make costly repairs at this stage in their lives. This would greatly improve the safety of pedestrians, especially those walking for the health of themselves, their pets, their children, an aging family member, as well as the aesthetically cleaner, neater sidewalks, especially where there are none.

PB ‐ 1130 The cascading water fountain outside the library could use some color. Specifically, each of the "boxes" City Infrastructure Beach waterfront recreation could be painted by a different Vallejo artist. Maybe one could be done in mosaic. When I left the library last weekend, the water was green. It isn't a good look, particularly when flowing over the old chipped paint that is there now. Vallejo has an awesome arts community. Let's honor them by hiring some of them to beautify this fountain. It will benefit everyone who walks near it. This is one of those projects that could easily be done for $5000, split among the artists. This project would also benefit the art community and pay them back in some small way for all of the beauty they bring and have brought to Vallejo. Win win.

When the city fathers tore down 24 sq blocks of our original downtown and flattened the native hills it sat on, it cut out the heart out of Vallejo. The downtown never recovered, as witness today. Other towns that did not experienceurban renewallike Petalumaand Napa, now have beautifully rennovatedvintage downtowns that tourists flock to, with the spending cash. Our downtown is famous mostly for its selection of parking lots. Working from old photos, this shouldn't be hard to redesign. All you really need is the facade of the former building; the rest can be built to modern codes. I'd start with the 300 block of Georgia, across from Sacramento Street. We would then have a "go to" tourist attraction boasting an incredible story, like the Barbary Coast in SF. Peoplemight actually considera walk downtown after dark again, sort of like Benicia's First Street. Just a thought.

Increase public anti‐dumping signage stating options (call recology to remove large objects at your curbside, etc) and further promote public reporting of dumping with easy reporting method, and increased signage especially around public cans and alleyways. 3. Aggressively promote extra trash days offered by Recology so that Vallejo citizens better understand cost‐free solutions and alternatives to public dumping. (Keep Vallejo beautiful ‐ don’t dump on the street ‐ 4. Agressive PR educational campaign by the city using billboards and other promotional methods over the fiscal year (and possibly beyond as appropriate) to encourage placing trash and recycling in receptacles and not on the street. 5. Devise concurrent promotional campaign for use in all Vallejo schools teaching children to recycle and put trash in its place, not on the streets, with encouragement for them to educate their parents to do same. 6. Citywide ongoing commitment to educate and support a new generation in Vallejo as environmental activists in love with our city.

The dream is to beautification make Indian Alley into the Balmy Alley of Vallejo, but focused on artistic skill. Brief History of Balmy Alley: "The street is located in the Mission District in San Francisco, California. The block long alley is the best place to see the most concentrated collection of murals in San Francisco. The murals began in the mid‐80's as an expression of artists' outrage over human rights and political abuses in Central America. Today the alley contains murals on a myriad of styles and subjects from human rights to local gentrification. " ‐ www.balmyalley.com New Indian Alley mural size: Roughly 32 feet tall and 75 feet wide, the entire side wall of the building. Where: 600 Marin Street on the sidewall along Indian Alley in between Marin Street and Sonoma Blvd. Who will benefit: Vallejo residents, local businesses, artists, Vallejo Artwalk, and Vallejo Farmer's Market. Why: Quote by Margaret Sharkey, LLC member Plaza de las Americas Rancho Square, LLC: " A mural in on the rear building at 600 Marin Street at Indian Alley will not only beautify this central corner location but will also assist as a deterrent for the continuous problem of graffiti and discourage dumping in this alley. The long term goal of this alley is to become an integral part of the downtown, a show piece for this important connection between Georgia/Marin and Virginia Streets. A mural will deter graffiti and dumping and beautify the location. The property owner is in support of this solution. " On a practical level, this mural's goal is to be a catalyst for change in Vallejo, to attract more people, and improve the local economy. The growing art community in Vallejo, due to rising housing costs in the region, is becoming stronger and there is an opportunity to take the baton on becoming the Bay Area's best art city. Also, it is an opportunity to raise awareness for artists and recognizing their power in creating culture and inspiring change; two vital components to a healthy city. The philosphy of Indian Alley would be to inspire artists to create amazing work and not solely focus on politics. Global and national politics are stressing everyone out! We must assure that our students are safe and we must protect them. I have a concern as some individuals have animals while on the corner, small children, or they are weaving in and out of traffic (Male frequenting the Sonoma blvd Taco Bell)‐quite concerning and intimidating). A loose animal, a child's unfortunate wrong movement could create a horrific situation. This could allow for someone to have an accident. be harmed, or possibly killed. Let's clean up the corners this also includes the amount of trash that is also left behind by those at the corners. Safety, trash both creating concerns for our local residents.

Also, restore the old system of filing newspapers on split sticks in racks, that had also been SOP in public libraries for over a century and worked perfectly until library opted for ;loose stacks of random periodicals ion no particular order on shelving. Finally . . . Recover vital research reseources like the excellent, detailed, comprehensive map collections that were formerly at JFK. There's no substitute for real, topo maps, and on line maps may be useful for some simple tasks, but are totally useless where precision and detail matter. Vallejo Libraries have been evolving from great, traditional resources with large collections to hybrids of lounges for the homeless, playigrounds, and chaotic, loud video arcades.. There may be some enlightened pretext for allowing and encouraging invasive, disruptive activity in our libraries, but it seems more likely that it'd 'cause security guards AND librarians would rather look the other way or go through the motions than make any competent, timely effort to maintain order.

The PLTI teaches parents, who wish to improve the lifelong health, safety and learning of children, how to become practiced change agents for the next generation. Parents define the curriculum and participate in its evaluation and outcomes. Each class of parents mentors the next class, creating a pyramid effect of community caring and developing a coalition of parent leaders. Investing time and energy now in developing strong parent leaders will have a profound and lasting impact on the health and vitality of our communities. This is why we need this program in our city. Encouraging and supporting our young leaders and having parents connected makes a huge difference.

Meanwhile, systemic racism may be Youth; Wellness; Neuroscience; Trauma & a source of chronic stress and trauma for Vallejo students and teachers and may lead to marginalization, Recovery academic inequity, and violence within and outside of school. When the stress or trauma response is activated in the brain, students have difficulty learning, and teachers having difficulty teaching. With the enhanced tools and support, schools can be places that counteract systemic racism and facilitate healing. For this reason, we propose training in healing practices and racial literacy to support teachers, school staff, and students, so that all can thrive. Culturally relevant healing practices would include mindfulness, restorative circles, and the arts, as well as training in the neuroscience of trauma and racial analysis. Educators and staff would be supported in healing themselves and leading students in practices and conversations to regulate the nervous system, understand and process racial stress, and build empathic and inclusive community. PB ‐ 1095 Hanns Park located on 198 Skyline Dr, Vallejo, CA 94591 is probably the unsafest park located in vallejo, it's Parks & Recreation parks consistently populated by homeless encampments, drug users and aggressive vagrants. My idea would be to rebuild the park and bring the community back to putting this great park to use. Rebuild the upper section entrance to bring a grassy knoll, shaded benches, BBQ grills and playgrounds for kids. Build a slide or an activity that gets kids moving from top to the bottom of the park. Build a bike skills park like San jose, Novato and Richmond for all ages. There doesn't seem to be a signature park inside of Vallejo, people are willing to bring their families to gather like the Benicia Community Park. Theres is an abundance of homes being built in vallejo but there are no communities being formed as there are no spaces to gather and build those communities with their neighbors. Parks in Vallejo seem to overrun by the vagrants that are taking all the community spaces and making them their homes. Residents become fearful and avoid gatherings and travel outside of Vallejo to gather with friends and family. It would be ideal to build a place for residents to feel pride in their community and have a safe gathering place for them to celebrate events.

Unfortunately they'reoften in neighborhoods that need their parks most. Let's upgrade some of these parks and show these communities we care. For instance, Beverly Hills Park, Lake Dalwigk Park, Sheveland Park, etc.

PB ‐ 1155 Wilson Park has had no updating in 30 years. Extending roof to cover bleachers, adding ADA seating in the Parks & Recreation repair , park , recreation , sports facility grand stand, modernizing the concession stand, upgrading to more efficient LED lighting for fields and parking areas and updating the scoreboard for the Little League field can make the complex more useable and more fan friendly for events for the next 30 years. Beneficiaries will be every parent, kid and guest who attends games at either of the fields for the next 30 years, especially on cold June evenings and hot sunny August days. The concession stand can be updated to serve more people, faster. It's needed to keep the Wilson Park Complex functional as a sports complex. Attendance at the complex has increased. More fans come to see sports events so service facilities, lighting and ADA access need to be current to today's standards. The LED lighting will save money and pay for itself within 3‐5 years.

PB ‐ 1114 Vallejo’s Skatepark at Wardlaw Park was constructed over a decade ago. Many of today’s Parks & Recreation skatepark progressive Skatepark design elements that the Skatepark is missing are small additions that would require a relatively small budget to install. This update to the Skatepark could be accomplished by constructing a couple small concrete benches to grind on and one or two other small obstacles to practice on in the unused zones between the ramps and/or the fences. Even rearranging the portable ramps would be a nice change. It would be possible to generate a portion of the cost for new obstacles with the use of a simple fundraising effort. There are many avid skateboarders in Vallejo’s community and beyond that come to the Skatepark and I believe they would be more than happy to pitch in and bring this park up to date as the City of Vallejo progresses.

PB ‐ 1115 The waterfront is beautiful. It's a great place to build community and feel great about our city. To attract Parks & Recreation Skatepark more foot traffice, we should build a waterfront playground where families can come to enjoy with their young kids. Particulary to artist galleries, boutiques, the small antique shops, and cafe's. Increasing business to downtown Vallejo should be a priority. The closing of any one store saddens everyone and lessens the progress being made. Who will benefit: 1. the people living and working in downtown Vallejo. 2. PB ‐ 1116 My idea is to pay residents to take their oversized trash to a site such as the corporation yard at Recology Social Services dump and receive "cash for trash." Trash could be measured/cubic feet for a set monetary reward. Mattresses and overstuffed furniture such as sofas/chairs etc could be given a set monetary value such as $7 per item. This program could run every Friday, so once a week on a particular day of the week, folks could go to a central location and drop off their trash and recieve "cash for trash." All the residents of Vallejo would benefit, as this program would help fight blight. Homeless people and those seeking part time work would benefit because they could supplement their income. The city government would benefit because the city would not need to spend thousands of dollars a year paying city employees to pick up trash when they could be performing other more important duties for the city. This program is needed because we have an explosion of trash popping up all over the city of Vallejo. It looks terrible, creates blight and invites crime.

PB ‐ 1102 Allocate funds to a previously successful, proven program facilitated by the Humane Society of the North Social Services spay and neuter Bay that provides vouchers to Vallejo citizens to subsidize spay/neuter costs with local, participating veterinarians. The humane society has been the beneficiary of Participatory Budgeting in the past when funds went toward a spay/neuter voucher program, which was successful and effective. It was very popular with the citizens of Vallejo with cats and dogs, and those who trap, spay/neuter and release stray cats. This program will occur in Vallejo. This program was highly successful in the past by providing spay/neuter to the citizens of Vallejo at a subsidized rate. The citizens of Vallejo will benefit from the reduction of unwanted animals left to suffer on the streets. Stray animals are often hit by cars, spread diseases among their populations, and suffer due to being underfed and from not receiving proper veterinary care. The citizens of Vallejo will also benefit from the reduction of litters by adopted animals. Thank you very much for supporting the efforts to be kind to cats and dogs in Vallejo!

PB ‐ 1132 Where will this occur? The city of Vallejo. Who will benefit? Vallejo residents. Why is this needed? The city Social Services spay and neuter is overan by cats, and although one good outcome of it is that rodent problems are low, the amount of feces and fleas that we have in our neighborhoods, pose a health hazard. Not to mention how many of those poor animals are killed on the road per week, and most times not get scooped. Another health hazard. My wife and I have literaly see them eating eachother's offspring. It is this serious. Old people in my neighbborhood feed them enough to help them stay alive and suffering. We either need to remove them from the coty, or at least neuter them so that the population goes down by attrition. Besides a health hazard issue, this is a humane issue. These poor animals break my heart.

PB ‐ 1094 City wide Low Income Spay/Neuter project helps control the over population of animals at an affordable Social Services spay neuter rate. The residents of Vallejo will benefit as well as the City from this well established program that reduces costs of sending animals to Solano County Animal Control. This project is needed to reduce the number of unwanted/abandoned dogs and large number of feral cat colonies. The partner agency is the Humane Society of the North Bay working in partnership with local veterinarian clinics to offer this program to the public.

The Coalition recognizes and values the diverse communities and people within Solano County, and seeks their participation to improve the health of all county residents. The Coalition recognizes and prioritizes the importance of a diverse and culturally competent multi‐lingual network of health and social service providers.

The Coalition would like to present the idea of a community health access program for the residents. The program would serve as an ‘Health Hub” whereby, the homeless, runaways, seniors on a fixed income and low‐income families with school aged children can receive financial assistance for medical appointments without creating a financial burden on the household. A broken pair of glasses for the elderly who may only be entitled to one pair per year through their benefits, would be issued a voucher to have the glasses replaced through the “Health Hub”. Through collaboration with the school districts, school aged children who are sick and need to be seen by a doctor, but who’s family does not have health insurance or the ability to pay for a doctor’s appointment, would receive a voucher for a paid doctor’s visit, and assistance from a trained staff member at the Health Hub to complete an application for Medi‐Cal. There may be a young adult who is struggling with an addiction and at the point of giving up, but through the Health Hub, resources and assistance with connecting the individual to service, could save the person’s life and reunite them to their family. Transportation speed‐bumps 432 Springs Rd PB ‐ 1124 Alameda street‐ the residential part where the road transitions from Broadway around Louisiana St., is Transportation street extremely unsafe. Motorists come zippingdown from the commercial Broadwaywhere it converts to the residential Alameda St., still racing and driving recklessly. Thisleads to accidents pretty regularly, especially with the blind 'S' turn around Ohio St., creating a safety concern forpedestrians, kids pets, etc. that live around here. The city already knows about these issues and has identified it as a safety risk area. Alameda drops down to 1 lane at the intersection with Georgia St already, so if this was just moved back a few blocks to make it1 lane each way through the rest of the residential area (to Lousiana or so), it would help promote safety and reduce accidetns. It would also bean inexpensive, quick fix.

Complete Streets allow for safe travel by thosewalking, cycling, driving automobiles, ridingpublic transportation, or delivering goods bymaking it easy to cross the street, walk to shops, and bicycle to work, and keep buses on time. Complete Streets offer improved safety, health, economic, and environmental outcomes. They are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. Recognizing that Vallejo has limited resources, we shoulddedicatefunds to educating city staff on complete streets, and to analyzing, revising, and creating a citywide complete streets policy. Street condition is a major concern of residents in Vallejo, and the city should be using the repaving of streets as an opportunity to revise the way many of the streets being repaved are designed. If we allow the streets to remain overbuilt for neighborhood needs, the city will continue to have issues funding and repairing existing streets. The best way to deal with this problem is to revise how much asphalt is laid, and how the asphalt is being used. Specifically, large freight trucks do a tremendous amount of damage to our roads, cars do more damage than bicycles, and walking does very little damage to streets. We should do as much as possible to divert large trucks to specific main thoroughfares in the city, and reduce the size of neighborhood roads. Additionally, we should be adding protected bike lanes on main routes to downtown and cycling routes with traffic calming measures like speed bumps and roudabouts on routes to schools. Creating a complete streets plan will make the city street plans coherant and give guidelines to city staff going forward. According to Smart Growth America, an organization dedicated to helping cities evolve for the 21st century, an ideal Complete Streets policy includes the following: Vision and intent: Includes an equitable vision for how and why the community wants to complete its streets. Specifies need to create complete connected network and specifies at least four modes two of which must be biking or walking PB ‐ 8 Street Restriping Transportation Streets , restriping PB ‐ 204 fix streets, potholes and sidewalks because they're in bad shape especially on Broadway/Sonoma/ Transportation streets , road repair , potholes , street repair Redwood PB ‐ 213 fix the streets Transportation streets , road repair , potholes , street repair PB ‐ 228 Roads are horrible, my suspension is messed up. Fix up Mini Dr. in front of McDonalds/Chevron Transportation streets , road repair , potholes , street repair PB ‐ 1109 For years we have begged the City to add a stoplight at the corner of Redwood St. and Del Mar ‐ but more, Transportation traffic calming IDEALLY, reduce the number of lanes to two on the residential section of Redwood St. as it was initially ‐ in order to reduce the excessive and reckless speed on Redwood St. between Tuolumne and Broadway. Traffic collisions, property damage and the potential for additional injuries and fatalities can be minimized if not eliminated by those measures. The big‐rig 16 wheeler trucks using Redwood is also a problem, shaking and cracking our foundations and driveways, and creating continual potholes and cracks in the roadway. Reducing the number of lanes on Redwood St. to two would also help minimize the use of Redwood St. by those big rigs. The 30mph speed limit as well as No Trucks On Redwood has always been posted but is not heeded and it's getting worse!! The Hiway 37 overpass access is easily accessible less than a half mile away and should be used by those delivery trucks but too many continue to use Redwood St. We respectfully ask that the lanes of traffic on Redwood St. between Tuolumne and Broadway Streets be reduced to two as it was initially. Everyone walking, jogging, biking or driving on Redwood St. as well as all those living on that section of Redwood St. would benefit from that safety measure ‐ including those traveling to and from the five nearby schools. As we have written before, the speed on Redwood St. is reckless, causes collisions one after the other as well as injuries and will eventually cause more fatalities. Residents on that section of Redwood can barely get into or out of our driveways and just putting out our garbage cans is taking our lives in our hands. Again, Please, PLEASE reduce the number of lanes on Redwood to two as it was initially.

PB ‐ 1142 The speed limit on the residential portion of Redwood St. from Toulumne to Broadway is 30 mph. Drivers Transportation traffic calming use that stretch as a raceway, often exceeding 50 and 60mph. Collisions are too frequent including the one shown in the photo where a parked car was rear ended and pushed onto the sidewalk. What if someone was walking at that time?! The sidewalks in this area are frequently used by pedestrians including kids attending the 5 schools in the area. Because of the speed of drivers, the residents of this stretch of Redwood can barely get into or out of their driveways but the threat to life is the most frightening aspect of the speed. Add to the speed, there are the huge ‐ over 3 tons ‐ trucks that continually use Redwood as a connector between Hiways 37, 29 and 80. The street and sidewalks are in constant disrepair, our home foundations and driveways are cracked and who knows what that is doing to the pipes and infrastructure beneath the road. There ar signs posted on the freeway and at Broadway street saying NO TRUCKS OVER 3 TONS but, these truck drivers ignore those just as the drivers ignore the 30mph posted speed limit. We ask that optimally, Redwood St. be restored to the 2 lane road with middle divider as it originally was. That would surely discouarge both the speeders and the huge trucks. If the City won't consider that proposal, we ask that an additional stoplight be installed at Redwood and DeAnza. That will limit the length of the 'speedway' which might hamper the speeders but will have no affect on the truckers. We've been begging the City for YEARS to address these issues. We are asking again. Sincerely, the residents of Redwood St., Vallejo. PB ‐ 1145 We need more Bike lanes/paths/racks/routes/signs/awareness etc. all over Vallejo for the benefit of all Transportation trails Vallejoans (even those that don't ride will experience less motor vehicle traffic, an enhanced community, and more). Raise public awareness of the problem, do educational outreach to the general public and in the schools, increase the number of volunteer events to go out and pick up trash, educate business owners of the benefits of having a clean site. Vallejo is a city rich in architecture with a large array of styles and periods. Economically challenged citizens, both low income and most elderly, are unable to do expensive upkeep on their homes. By preserving our architecural assets in Vallejo, we will shine as a beautiful city on the bay and will increase tourism, marketplace and home values for all residents. Homeowners who are interested in recieving a grant to supplement either painting or landscaping their property would apply for the grant. A committee or volunteer team would review requests monthly and determine who would receive the grants. Priority for grants would be given to low income, based on HUD index, elderly based on a pre‐determined age, and hardship scenarios. Additionally, owner occupied, single family homes would take priority over income based/rental properties.
