This plan, with the help of state and federal assistance, funds more than 110 projects designed to improve the Lehigh Valley’s highest priority road, bridge, transit, pedestrian, bicycle and rail infrastructure. The TIP’s goal is to preserve the region’s assets, reduce congestion, increase safety and efficiency, promote part- nerships and enhance mobility for everyone. The new TIP represents a 17% increase over the previous spending plan. FEDERAL PROCESS HELPS SET REGIONAL GOALS The Lehigh Valley Transportation Study (LVTS) has been des- ignated by federal and state authorities as the body responsible for preparing the TIP for Lehigh and Northampton counties. Federal regulations require that the TIP shall: • Cover a period of at least three years • Consist of projects from the locally-developed trans- portation plan • Reflect the area’s priorities • Include realistic cost and revenue estimates for all projects • Include all highway and transit projects to be funded with federal money Tilghman Street Bridge in Allentown, Lehigh County L V T S 2019–2022 Transportation Improvement Program 1 Lehigh Valley Transportation Study HOW THE PROJECTS GET CHOSEN Prioritizing which projects make the list starts with an evaluation of In addition, projects that have a regional significance are evalu- the goals, policies and projects outlined in MoveLV: Long Range ated to determine their impact on air quality.
