May 18, 2021 MEMBERS OF THE PUBLIC BUILDING COMMISSION OF CHICAGO BOARD OF COMMISSIONERS RE: Recommendation for Adoption of Illinois Department of Transportation’s Pre- qualified Pool of Engineering, Architectural, and Professional Services Pool Honorable Chairman and Commissioners: The Public Building Commission (PBC) seeks to adopt, all Illinois firms, and as updated, the Illinois Department of Transportation’s (IDOT) pre-qualified list of Engineering, Architectural, and Professional Services Consultants. IDOT prequalifies architectural, engineering, and surveying consultants in multiple transportation categories of service. Prequalification is based on the firm’s and the individual’s professional experience and qualification. IDOT’s prequalification process is guided by state Statute (30 ILCS 535) and includes firms who have demonstrated an ability to provide professional personnel, a past record of successful experiences, a willingness to meet time requirements, and any other qualifications-based factors the State agency may determine in writing are applicable to various projects. As IDOT routinely completes projects relying on this pool, the PBC believes IDOT has completed the due diligence required to appropriately assess and evaluate the capabilities of firms providing Engineering, Architectural, and Professional Services. The PBC may elect to adopt the same terms and conditions as IDOT where appropriate and/or required. Moreover, adopting IDOT’s pre-qualified list promotes intergovernmental efficiency. The firms listed on the attached report have been found to be eligible as noted by IDOT, and the PBC seeks to adopt these firms to participate on upcoming PBC projects. Michigan Ave. (1928; Holabird & Roche/Holabird & Root) The 333 NORTH MICHIGAN BUILDING is one of the city's most outstanding Art Deco-style skyscrapers. It is one of four buildings surrounding the Michigan A venue Bridge that defines one of the city' s-and nation' s-finest urban spaces. The building's base is sheathed in polished granite, in shades of black and purple. Its upper stories, which are set back in dramatic fashion to correspond to the city's 1923 zoning ordinance, are clad in buff-colored limestone and dark terra cotta. The building's prominence is heightened by its unique site. Due to the jog of Michigan Avenue at the bridge, the building is visible the length of North Michigan Avenue, appearing to be located in the center of the street. By referring to the building’s initial marketing brochure and a small section of intact cornices, the architects recreated gilded column capitals and an ornamental painted, coffered ceiling. hreeT main entrances were restored, including the floors, steel framing, bronze cladding, revolving and swing doors, lighting, and vestibule ceiling. In addition, a 25-year-old “off-the-shelf” storefront asw replaced with an aluminum storefront that closely matches the proportions and the center- entry doors of the building’s original design..
