SUMMARY 1.1 This is the 2018 Joint Housing Land Availability Study (JHLAS) for the Carmarthenshire area (excluding the area that falls within the Brecon Beacons National Park). This report presents the housing land supply for the area at the base date of 1st April 2018. It replaces the report for the previous base date of 2017. 1.2 The JHLAS has been prepared in accordance with the requirements of Planning Policy Wales (PPW) and Technical Advice Note 1 (TAN 1). Please refer to these documents for details of the requirements for the maintenance of a five year housing land supply in each Local Planning Authority area and the process for undertaking the JHLASs. These documents can be accessed on the Welsh Government web site using the following link: http://wales.gov.uk/topics/planning/planningstats/housing-land-availability-in-wales/?lang=en 1.3 Section 2 sets out details of the housing land supply and how it has been calculated. It shows that based on the residual method set out in TAN 1, Carmarthenshire County Council has 3.8 years housing land supply. -

NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota. -

Ongoing.7/18 b. 4/16/660/15 Road leading from Nantyffin up to Banc farm, Abergorlech needs major repair work – This work should be undertaken end of this Summer /early Autumn, once the landowner has resolved the discharge of surface water from carriageway. Ongoing. 7/18 c. 6/16/675 Blind dip signage near Pistyllgwyn – John McEvoy has agreed to put road signage on the road ARAF/SLOW on the Brechfa side. It has not materialised. John McEvoy has since arranged a visibility study at this location. d. 6/16/675/2 Defibrillator for Gwernogle and Abergorlech. The community council have one defibrillator and are trying to obtain another one, so that they can be fitted together. -

Carmarthenshire Revised Local Development Plan (LDP) Sustainability Appraisal (SA) Scoping Report Appendix B: Baseline Information Revised Carmarthenshire Local Development Plan 2018 - 2033 1. Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire. The Assessment can be viewed via the following link: www.thecarmarthenshirewewant.wales 1.2 The Draft Carmarthenshire Well-being Plan represents an expression of the Public Service Board’s local objective for improving the economic, social, environmental and cultural well- being of the County and the steps it proposes to take to meet them. Although the first Well- being Plan is in draft and covers the period 2018-2023, the objectives and actions identified look at delivery on a longer term basis of up to 20-years. 1.3 The Draft Carmarthenshire Well-being Plan will focus on the delivery of four objectives: Healthy Habits People have a good quality of life, and make healthy choices about their lives and environment. Early Intervention To make sure that people have the right help at the right time; as and when they need it. Strong Connections Strongly connected people, places and organisations that are able to adapt to change. CYNGOR CEFN GWLAD CYMRU COUNTRYSIDE COUNCIL FOR WALES SITE OF SPECIAL SCIENTIFIC INTEREST CITATION CARMARTHENSHIRE PYLLAU MACHYNYS (MACHYNYS PONDS) Date of Notification: 1993 National Grid Reference: SS 512980 O.S. Maps: 1: 50,000 Sheet number: 159 1: 25,000 Sheet number: SS 59 Site Area: 6.4 ha Description: Situated on the glacial "end moraine' which farms the backbone of the Machynys Peninsula on the northern shore of the Burry Inlet, just south of Llanelli, these ponds owe their origin principally to the flooding of clay pits in the catastrophic storm of October 1896. In the intervening period, uncommon plants and invertebrates have colonised the site from nearby freshwater and brackish marshes which were once found around the fringes of the now- reclaimed "Morfa-mawr (or "Great Saltmarsh") that lay alongside the higher ground of the Machynys moraine. These moderately nutrient-rich ponds, and the inter-connecting areas of fen and carr, have developed a distinctive and, for Wales, an uncommon community of invertebrates, which includes a high proportion of species which are regarded as indicators of habitat quality; there are also faunistic elements that are more characteristic of fens and marshes of lowland southern England and which are noticeably rare in Wales. The dragonfly fauna is particularly diverse. Machynys Ponds are additionally noted for their botanical interest. The site comprises one large pond with a group of three smaller pools to the east, linked by fen-carr. The main pond holds various aquatic plants such as spiked water-milfoil Myriophylium spicatum, Canadian waterweed Elodea canadensis and increasing rafts of the yellow-flowered fringed water-lily Nymphoides peltata. -
