BRIEF RESUME' OF THE BUSINESS TRANSACTED BY THE RAJYA SABHA DURING ITS TWO HUNDRED AND FORTY EIGHTH SESSION (31-01-2019 to 13-02-2019) SUMMONS Summons for the Two Hundred and Forty Eighth Session of the Rajya Sabha was issued to the Members on the 16th of January, 2019.

DURATION OF THE SESSION The Two Hundred and Forty Eighth Session of the Rajya Sabha commenced on the 31st of January, 2019 and adjourned sine-die on the 13th of February, 2019, as scheduled. The House sat for 10 days and the actual hours of sittings were 3 hours and 11 minutes (excluding recess intervals). The House was prorogued by the President on the 14th of February, 2019.

NATIONAL ANTHEM On the 31st of January, 2019, the Session commenced with the playing of the National Anthem. (Time taken: 01 Minute)

MOTION FOR EXTENSION OF TIME FOR PRESENTATION OF THE REPORT OF THE SELECT COMMITTEE ON THE ANCIENT MONUMENTS AND ARCHAEOLOGICAL SITES AND REMAINS (AMENDMENT) BILL, 2018

On the 1st of February, 2019, Dr. Vinay P. Sahasrabuddhe moved the following Motion:—

REPORT AND EVIDENCE OF THE SELECT COMMITTEE ON THE ANCIENT MONUMENTS AND ARCHAEOLOGICAL SITES AND REMAINS (AMENDMENT) BILL, 2018

On the 7th of February, 2019, Dr. Vinay P. Sahasrabuddhe presented the Report (in English and Hindi) of the Select Committee on the Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2018, along with a copy of the Evidence tendered before the Committee.

On the 11th of February, 2019, the Deputy Chairman made the following announcements:— (i) "Hon'ble Members, I have to inform the House that a function to unveil the portrait of Bharat Ratna Shri , former

Prime Minister of India will be held tomorrow at 10:00 A.M. in the Central Hall, Parliament House. Hon'ble would be unveiling the portrait and addressing the distinguished gathering. A formal invite for Hon'ble members has also been extended through Bulletin Part II. Members are requested to attend the function and be seated in Central Hall by 9:45 A.M." (ii) "Hon'ble Members, we will now take up further discussion on the Motion of Thanks on the President's Address which was moved on 6th February, 2019. As you are aware the Business Advisory Committee has allotted 10 hours time for this discussion, and it was to be taken up on 4th and 5th February, 2019. Unfortunately no business could be taken up in the House during the entire last week. We are now left with only Two and half days during which we have to not only discuss Motion of Thanks but also have to do financial business which includes discussion on Interim Budget, Appropriation Bill and Finance Bill, apart from consideration and passing of some Government Bills to which there was a consensus in the last meeting of the Business Advisory Committee. Keeping in view the quantum of essential work to be done and time left, we will have to reduce the time for Motion of Thanks to 8 hours and finish it today. So, I propose that we resume the discussion now."

On the 8th of February, 2019, Shri Prakash Javadekar, Minister of Human Resource Development, informed the House that after listening to the sentiments of all the Members on the issue of need to provide for 200 Point Roster in appointments in Universities and Colleges, raised by Prof. Ram Gopal Yadav and other Members on the 7th of February, 2019, the Government has decided that in case the Review Petition filed by Government against the Allahabad High Court order on the issue is dismissed, the Government will bring either an Ordinance or a Bill. Till then no recruitment will be made.
