Long Melford Appeal Decision recovered by the Secretary of State. In particular, attention is drawn to the planning balance and overall conclusions arrived at, in particular paragraphs 52 and 53 of the letter. This is considered useful given the similarities of the applications given they are both located outside of the established settlement boundary but adjacent to them and a five-year housing land supply can be demonstrated. It is worth noting the heavy material weight that both the Inspector and the Secretary of State gave towards the delivery of housing. 2. Copy of Suffolk County Council’s emerging five-year prioritised plan for cycling infrastructure particularly noting the inclusion of a route between Elmswell and Woolpit on page 92. Details of the emergent plan were put before Mid Suffolk District Council (23rd July 2020) who have determined to support the County Council’s cycling strategy. In accordance with the Council’s procedure for public speaking on planning applications, representations were made as detailed below: Application No. Representations from DC/19/05915 Michael Exley (Parish Council Representative) Terry Moore (Objector) David Barker (Applicant) Cllr Andrew Stringer (Ward Member) DC/20/00263 Stephen Hubner (Parish Council Representative) Sebastian Blemings (Agent) Cllr Peter Gould (Ward Member) 141 DC/19/05915 LAND NORTH EAST OF, CHAPEL ROAD, MENDLESHAM, SUFFOLK 141.1 Item 7A Application: DC/19/05915 Proposal: Outline Application – Erection of 20 dwellings and creation of vehicular access Site Location: MENDLESHAM – Land north east of Chapel Road Applicant: Mr & Mrs Bauly 141.2 The Case Officer presented the application to the Committee, outlining the proposal before Members, the layout of the site, and the officer recommendation of approval. 141.3 The Case Officer and the Area Planning Manager responded to Members’ questions on issues including: changes made to the application since the Page 4 previous refusal, footpath link to the village, location of the floodplain, and the status of the emerging and adopted Mendlesham Neighbourhood Plans. 141.4 Members considered the representation from Michael Exley who spoke on behalf of the Parish Council. 141.5 Members considered the representation from Terry Moore who spoke as an Objector. 141.6 The Objector responded to Members’ questions on issues including: the footpath link and flooding. 141.7 Members considered the representation from David Barker who spoke as the Applicant. 141.8 The Applicant and his consultant responded to Members’ questions on issues including: the footpath link and confirmation that the site is outside the floodplain. 141.9 Members considered the representation from the Ward Member, Councillor Andrew Stringer. 141.10 The Ward Member responded to Members’ questions on issues including: the progress of the emerging Mendlesham Neighbourhood Plan. 141.11 Members debated the application on issues including: the footpath link, the floodplain, and the status of the adopted and the emerging Mendlesham Neighbourhood Plans. 141.12 Councillor Barry Humphreys proposed that the application be approved as detailed in the officer recommendation. Councillor James Caston seconded the Motion. 141.13 The vote was taken by roll call, and by 4 votes to 3 the Motion was carried. 141.14 It was RESOLVED: (1) That subject to the prior agreement of a Section 106 Planning Obligation on appropriate terms to the satisfaction of the Chief Planning Officer to secure: - Provision, management and maintenance of Public Open Space; - 35% onsite delivery of Affordable housing provision; - Financial contribution towards secondary School Pupils’ transport. However current pressures for development in the countryside, and the changing agricultural and recreational practices and pressures, are resulting in changes that in some instances have been damaging to the local character and distinctiveness of the landscape. 1.1.1 Some development is necessary within the countryside, in order to promote a sustainable prosperous and vibrant rural economy. However, such development would be counterproductive if it were to harm the quality of the countryside/landscape it is set within and therefore the quality of life benefits, in terms of health and wellbeing that come from a rural landscape in good condition.1 1.1.2 The Council takes the view that there is a need to safeguard the character of both districts countryside by ensuring new development integrates positively with the existing character. Therefore, a Landscape Guidance has been produced to outline the main elements of the existing character and to outline broad principles that all development in the countryside will be required to follow. 1.1.3 Well designed and appropriately located development in the countryside can capture the benefits of sustainable economic development whilst still retaining and enhancing valuable landscape characteristics, which are so important to Babergh and Mid Suffolk. 1.1.4 The protection and enhancement of both districts landscape is essential not only for the intrinsic aesthetic and historic value that supports tourism and the economy for the area but also to maintain the quality of life for the communities that live in the countryside.

    The result of this consultation will help decide whether or not this project continues. We want you to be able to make an informed response to this consultation. This booklet explains where the routes may be, where you can find more information, and how you can let us know what you think using our questionnaire. Why we are asking? We want to ask the local community what they think about the idea and understand how the routes may effect people. 3 The project is in the early stages and no final decisions have been made yet. Work would need to be done to decide on the right route, and get planning permission and funding before the route can be built. There will be another consultation with more information if the project progresses. The earliest a new road could be built would be 2027.
