Roosevelt’s Court-packing Plan is among the most famous and frequently discussed episodes in American constitutional history. During his first term as President, Roosevelt had watched with mounting discontent as the Supreme Court declared unconstitutional a series of measures central to his New Deal. Aging justices whom Roosevelt considered reactionary and out of touch had struck down the National Industrial Recovery Act (“NIRA”), the Agricultural Adjustment Act (“AAA”), federal railway pension legislation, federal farm debt relief legislation, critical portions of the Administration’s energy policy, and state minimum wage legislation for women. In the spring of 1937 the Court would be ruling on the constitutionality of such major statutes as the National Labor Relations Act (“NLRA”) and the Social Security Act (“SSA”), and a number of Roosevelt advisors doubted that the Court as then comprised would uphold those measures. -

The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

HoRwiTz* From 1953, when Earl Warren became Chief Justice, to 1969, when Earl Warren stepped down as Chief Justice, a constitutional revolution occurred. Constitutional revolutions are rare in American history. Indeed, the only constitutional revolution prior to the Warren Court was the New Deal Revolution of 1937, which fundamentally altered the relationship between the federal government and the states and between the government and the economy. Prior to 1937, there had been great continuity in American constitutional history. The first sharp break occurred in 1937 with the New Deal Court. The second sharp break took place between 1953 and 1969 with the Warren Court. Whether we will experience a comparable turn after 1969 remains to be seen. -

Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft. -

2014-2015 Chairman’s Report A Bi-annual report summarizing the organization’s activities in 2014 and 2015. “At the root of everything that we’re trying to accomplish is the belief that America has a mission. We are a nation of freedom, living under God, believing all citizens must have the opportunity to grow, create wealth, and build a better life for those who follow. If we live up to these moral values, we can keep the American dream alive for our children and our grandchildren, and America will remain mankind’s best hope” — Ronald Reagan 1 2 A Message From the Chairman... Dear Fellow Republicans, It is a great time to be a Republican in Cuyahoga County! 2014 was an exciting and busy year as we worked to re- elect our incumbent statewide candidates and further develop our voter engagement efforts with the creation of the Advocacy Council. While the work is constant, it builds a foundation for continued Republican success, such as the 70% of Republican endorsed candidates that were elected to local office in 2015. In 2014, Ohio Governor John Kasich won Cuyahoga County in his gubernatorial re-election; this was the first time Cuyahoga County voted Republican since Senator George Voinovich’s 2004 re-election to the U.S. Senate. Cuyahoga County was a regular campaign stop for many of our incumbent Republican officeholders, including a rally for Governor Kasich with U.S. Senator Rob Portman and New Jersey Governor Chris Christie. In the end, winning Cuyahoga County was the icing on the cake for Governor Kasich who won a historic 86 out of 88 Ohio counties. -

The dissertation examines the NAACP’s efforts to eliminate racial discrimination and segregation in a city and state that was “neither North nor South” while carrying out the national directives of the parent body. In doing so, its ideas, tactics, strategies, and methods influenced the growth of the national civil rights movement. ii Dedication This dissertation is dedicated to the Jackson, Mitchell, and Murphy families and the countless number of African Americans and their white allies throughout Baltimore and Maryland that strove to make “The Free State” live up to its moniker. It is also dedicated to family members who have passed on but left their mark on this work and myself. Gerald R. Ford Oral History Project Pat Buchanan Interviewed by Richard Norton Smith October 4, 2010 Smith: Thanks so much for doing this. I appreciate it. Buchanan: I’m delighted. Smith: Let me ask you. First of all, what was the attitude in the Nixon White House toward the Republican Congressional leadership, and Ford in particular, during that first term? Buchanan: Well, for the first couple of years, Nixon had one of his speechwriters at all the cabinet meetings, congressional leadership and others, and I was in all the congressional leadership meetings. I think the attitude was very respectful, but I don’t think there was a sense that this was a very powerful, competent, and really able force that we had on Capitol Hill. Nixon was the first time since Zachary Taylor that we had a president with both Houses of the Congress in opposition to him and I don’t think that Nixon felt that these fellows were up to his level of the game. Smith: Would you distinguish at all, not necessarily in terms of competence, but in terms of loyalty, between a Jerry Ford and a Hugh Scott? Buchanan: I know what you’re going to say. Everybody in the White House distinguished between the two. Jerry Ford was a friend of Richard Nixon. Nixon liked him. I’d been out with Nixon for Jerry Ford in Michigan and Romney in Michigan, out there in 1996. Jerry Ford was a friend and a buddy of Nixon’s and I think they genuinely liked each other. I think Hugh Scott was looked upon as on the other side of the party. -
