The DGB is subordinate to the Information Technology Council (ITC). The DGB sets and enforces priorities for managing data as a strategic asset to support NASA in meeting its mission. The DGB establishes a domain prioritization of data sharing, and Information Technology (IT) transformation efforts to address the business needs across the NASA enterprise. Focus will be on interoperability and data standards, strategic direction of data and information, data products, as well as providing leadership to standardizing analytical capabilities within NASA. The DGB will facilitate making available data to decision makers, to enable informed decisions with advanced analytics, artificial intelligence, machine learning, and other emerging technologies. The goal of IT Data Governance is to provide an efficient and cost effective way to implement enterprise data technology throughout the Agency. This is achieved by: Aligning IT resources with Agency missions and requirements; Strengthening Agency CIOs’ accountability for IT costs, performance, and security; Enabling effective planning, programming, budget and execution for IT resources; Providing transparency into IT resources across the Agency and programs. Agency leadership will have an enterprise-wide awareness to expedite decision- making and to unleash the power of NASA data. APPLICABILITY/SCOPE The authority and scope of the DGB encompasses NASA governance and lifecycle management for both archived and active data,, provides leadership over the Agency's evaluation and learning agenda activities, and advises on statistical policy, techniques, and procedures. Data governance is the process of establishing and enforcing policies, processes, and procedures for managing data in alignment with the Agency's priorities to support our mission. This is accomplished by establishing a data governance structure with sufficient authority over the management of and access to key data assets, including roles for developing, overseeing, and coordinating data management policy and resource allocation. A learning agenda is a systematic way to identify how the data agencies intend to collect, use, or acquire, as well as the methods and analytical approaches to facilitate the use of evidence in policymaking. AUTHORITY NASA’s ITC grants authority to charter the DGB. The NASA Chief Information Officer (CIO), Decision Authority (DA) for the ITC, is the sponsoring NASA official for the DGB and grants authority and responsibility to the Chief Data Officer (CDO) who utilizes the DGB to perform and accomplish the DGB’s assigned functions. The DGB fulfills the requirements for governance bodies outlined in Office of Management and Budget (OMB) Memoranda M-19-17 (Enabling Mission Delivery through Improved Identity, Credential, and Access Management) and M-19-23 (Phase 1 Implementation of the Foundations for Evidence-Based Policymaking Act of 2018: Learning Agendas, Personnel, and Planning Guidance). 1 The NASA CIO may revise, revoke or over-ride this authority at any time. GOVERNING COUNCIL AFFILIATION The DGB was approved by the CIO Leadership Team (CLT) Board on 14 January 2020 and is sanctioned by, and reports to, the ITC. The DGB is affiliated with and may brief other Office of the Chief Information Officer (OCIO), Center and Mission Councils and Boards. FUNCTIONS DGB functions: 1. Approve and oversee Agency data policy in a manner that complements, but does not supplant the statutory authority of established positions. 2. Approve and oversee policy and standards for interoperability, architectural practices, and data stewardship.Approve and oversee policy and process for using public data assets while encouraging collaborative approaches on improving data use. 3. Approve and oversee policy and standards for data access and management efforts that support evidence building, including evaluation, performance reporting, and the analysis of regulations. 4. Approve and oversee implementation of the Federal Data Strategy by assessing data maturity, risks, and capabilities to recommend related data investment priorities. 5. Approve the NASA Open Data Implementation Plan and its alignment with the Federal CDO Council Implementation Plan. 6. Set the strategic direction of the implementation of data management responsibilities with Agency data-management actors to strengthen strategic plans and learning agendas. 7. Make recommendations to the ITC for maximizing its use of data for the production of evidence, regulatory analyses, cybersecurity, and the improvement of Agency operations within resource commitments. 8. Make recommendations to the ITC for improving NASA’s capability to utilize its data, adhere to federal data policy, and manage data related risk. 9. Make recommendations to the ITC to improve the technical infrastructure, standards and policies to enhance data asset accessibility, discovery, understanding, and analysis. 10. Advise on Agency priorities, such as those identified in strategic plans and learning agendas, by informing NASA IT Strategic Plan and identifying resources to implement those priorities. 5.1 SECRETARIAT The DGB Secretariat, in consultation with the DGB Chair, will facilitate appropriate content for DGB deliberation. The Secretariat has the following responsibilities: 1. Process decision requests and related documentation, working with recommenders to prepare materials, distributing the DGB agenda and content, and coordinating meeting logistics using the OCIO Board Management System (BMS). 2 2. Record and distribute meeting minutes using the OCIO BMS, record and track action items using the OCIO Action Tracking System (OATS), and ensure decision packages are reviewed and signed using the OCIO Electronic Signature Package (ESP) system. 3. Provide relevant support functions as requested by the Chair. 4. Establish, document, and maintain standardized DGB practices and procedures. 5. Ensure effective and efficient board performance. APPEALS The DGB Chair has authority over decisions within scope of the DGB; decisions made by the DGB are final.
