In continuation of Tender Notice No. Desk 20(2)/Tendu/CR-08/(2020-21)/743/of 2020-21, Nagpur, Dated, 9th March 2021, Tender Notice No.Desk 20(2)/Tendu/CR-08/(2020-21)/680/2020- 21, Nagpur, Dated, 18th February 2021, Tender Notice No. Desk 20(2)/Tendu/CR-08/(2020-21)/625/ 2020-21, Nagpur, Dated, 3rd February 2021, Tender Notice No. Desk 20(2)/CR-08/(2020-21)/524/ 2020-21, Nagpur, Dated, 7th January 2021 and Tender Notice No. Desk 20(2)/CR-08/(20-21)/437/ 2020-21, Nagpur, dated, 4th December 2020 and in accordance with the Terms and Conditions therein, Offers in the prescribed form, through e-tendering are invited from intending Licensees having Income Tax Permanent Account Number, who are registered as manufacturers of "BIDIS" and/or exporters of Tendu (Diospyros melanoxylon Roxb) leaves, as required by Maharashtra Forest Produce(Regulation of Trade) Act 1969 (LVII of 1969) (hereinafter referred to as “the said Act”), and/orMaharashtra Forest Produce (Regulation of Trade in Tendu Leaves) Rules 1969 (hereinafter referred to as“the said Rules”), for having the permission to collect and remove Tendu leaves during the period ending on the 31st December, 2021 from various units constituted under section 3 of the said Act, excluding the tendu units in Scheduled areas, details whereof have been notified under Government Notification, Revenue and Forest Department No.MFP-2182/240911/F-1, dated the 19th November 1983, published in Government Gazette, Part IV-B, dated 1st December 1983 and Government Corrigendum Revenue and Forests Department No. MFP-2192/CR-1/F-1 dated 13th January 1992, published in Government Gazette, Part IV-B, dated 16th January 1992 and Government corrigendum, Revenue & Forest Department No. MFP-2198/CR-23/F-1 dated 2nd April 1998, published in Government Gazette Part IV-B dated 3rd April 1998, Government Corrigendum Revenue & Forests Department No. MFP 2109/CR 127/F-1, dated 31st January 2011 and MFP- 21.09/CR-127/F-1, dt. 11th January 2012, Government Notification No. MFP 2011/C.R.340/F-9 dated 22nd January 2013 and Government Notification No. MFP 2015/C.R.268/F-9 dated 6th October 2015, Notification about Circle vide No. MFP 2015/C.R.268/F-9 dated 1st 2

The Terms and Condition of sale of tendu leaves in Non- Scheduled areas for Tendu Season 2021 have been approved by Government of Maharashtra vide letter No. Tendu-2020/CR-106/F-9, dated 18/11/2020.

2.00 e-tendering process will be conducted through http://mahatenders.gov.in the e-tendering portal of Government of Maharashtra in association with Department of Information Technology, Govt. of Maharashtra, NIC & State Bank of for e-payment. To participate in e-tendering, the intending Offerers shall register themselves in the website of http://mahatenders.gov.in. Detailed information for registration and submission of offers through e-tendering process are available in Bidders Manual kit in the website http://mahatenders.gov.in.

3.00 The intending Offerers have to submit tenders in 2 envelopes through e-tendering. One envelope is for technical bid and the other is for financial bid (Bill of Quantities). While submitting technical bid, the following documents (scanned and saved in pdf format) shall be uploaded.

1. Registration Certificate issued by Dy. Conservator of Forests/ Divisional Forest Officer as per the Maharashtra Forest Produce (Regulation of Trade in Tendu leaves) Rules 1969. 2. PAN card issued by Income Tax Department. 3. Goods & Services Tax Registration Certificate. 4. Partnership Deed/Memorandum of Articles of Association.

The intending Offerers are advised to submit technical bids first, and thereafter submit the financial bids.

4.00 Offers are invited only in respect of units/group of units specified in the list which do not include the yield from the villages in the talukas included in the Scheduled Areas, villages in the talukas whose part areas have been included in Scheduled Areas and the area of Gram Sabhas in the Non-Scheduled Areas which have been sanctioned CFR rights for collection of Tendu leaves by the competent authority under FRA Act 2006. Details of the talukas and villages from where tendu leaves collection is prohibited is shown in the Annexure-A. The maps and other details of various units/group of units can be seen in the office of the Deputy Conservator of Forests/ Divisional Forest Officer of concerned division during office hours on working days. Before submitting the offer, the intending Offerers are advised that they should inspect personally the unit/group of units for which offers are submitted and satisfy themselves regarding the boundary/boundaries of the unit/group of units and the villages included in them as shown in the map and if they require any information or details thereof, they may contact the concerned Deputy Conservator of Forests(territorial/ Wild life) 3 or the Chief Conservator of Forests (Territorial/Wild Life) or the office of the Additional Principal Chief Conservator of Forests (Non-Timber Forest Produce) Maharashtra State, Nagpur during office hours on any working day. After submission of the offer through e-tendering process, no complaint of whatsoever nature shall be entertained by the Government.

5.00 The Form of Offer, Terms and Conditions of Offer, Terms and Conditions of Contract and the Form of Agreement to be executed by the Offerer whose offer is accepted by the Government are appended hereto. Unless, otherwise specified in the said List of Units given hereunder, there shall be a separate offer for each unit or specified group of units and only one offer will be submitted by a person or a party for a particular unit or specified group of units. In the event of submission of two or more offers for different amounts for a particular unit or a specified group of units by one and the same person or party, only the offer of the highest amount will be considered as a valid offer. The right to accept or reject any offer without assigning any reason there for is reserved.

6.00 The Offerer whose offer is accepted by the Government, shall also be bound to pay for the Tendu leaves which may be offered to him for sale by growers, if any, other than the Government in the concerned unit/ group of units at the price that may be fixed by the Government and take delivery thereof at such place and in such manner as may be directed from time to time by the Deputy Conservator of Forests concerned. In this respect, such Offerer shall be deemed to be an Agent of the Government, for the concerned unit/group of units, appointed under the said Act and the said Rules.

Note: Attention of all tenderers is drawn to the following instruction issued in the e-tender portal of Government of Maharashtra about payment of EMD:

“All users are hereby requested to use SBI Internet Banking or other Bank Internet Banking in State Bank MOPS wef 19/01/2015. Refund of Transactions done using NEFT/RTGS is in process and refund from SBI may take a few days time.” Hence all tenderers are requested to take note of this instructions and make payment of EMD only through Internet Banking of State Bank of India or Internet Banking of other Banks through State Bank MOPs (Multiple Option Payment System). It may be noted that there is no option for NEFT/RTGS. This office shall not be responsible if EMD is not accepted by the Portal if payment is tried through NEFT/RTGS. Offers through e-tendering are invited for permission to collect and remove tendu leaves from Tendu units / groups of units which are specified in the list given in the Notice for 2021 Tendu season. The e-tendering will be done through http://mahatenders.gov.in the e-tendering portal of Government of Maharashtra in association with Department of Information Technology, Govt. Of Maharashtra, NIC and State Bank of India for e-payment. There are no fees for participation in e-tendering of tendu leaves for 2021 Tendu season except bank transaction charges.
