Clackmannanshire Council Elected Member Representation on Outside Bodies THIS PAPER RELATES TO ITEM 06 ON THE AGENDA CLACKMANNANSHIRE COUNCIL Report to Clackmannanshire Council Date of Meeting: 1st June 2012 Subject: Clackmannanshire Council Elected Member Representation on Outside Bodies Report by: Director of Finance & Corporate Services 1.0 Purpose 1.1. This report sets out requests for Elected Member representation on outside bodies and seeks Council's view on whether it wishes to be represented, and if so, nominations to individual organisations. Background information on the organisations is available from Members' Services. 2.0 Recommendations 2.1. It is recommended that Council: a) confirms it wishes to continue membership of the various organisations b) nominates elected members to organisations as appropriate. 3.0 Considerations 3.1. The Council receives many requests for elected member representation on Committees, Boards and Organisations. 3.2. Strategy & Customer Services maintain records on all the nominations approved by Council. 3.3. During the past few months officers have undertaken a review of existing records by writing to each organisation to clarify the purpose of the nomination and to confirm that the member representations are still required. 3.4. The information gathered from the affirmative responses is included in the attached Appendix A. 3.5. In accordance with Section 4 of the Councillors’ Code of Conduct every elected member has a personal responsibility to register interests, financial or otherwise. The Code advises that Councillors must register all directorships and positions of office in public bodies, clubs, organisations and societies. 57 Guidance notes on the registration of interests have been issued to every Clackmannanshire Councillor. 3.6. Elected Members nominated to fill Directors positions may be required to undertake training on their duties. Training on Directors’ specific duties and responsibilities will be provided in-house and members should be prepared to attend. 4.0 Sustainability Implications 4.1. Nil 5.0 Resource Implications 5.1. Financial Details 5.2. There are financial implications related to subscription payments made to a few of the detailed organisations.     SCOTTISH GOVERNMENT Issued on behalf of The Local Government Boundary Commission for Scotland Not for Publication, Broadcast or use on Club Tapes before 0001 Hours on 26 May 2016 Recommendations for councillor numbers and wards submitted to Scottish Ministers The Local Government Boundary Commission for Scotland has submitted its recommendations on councillor numbers and wards for each of Scotland's 32 council areas to Scottish Ministers. These recommendations arise from the 5th Reviews of Local Government Electoral Arrangements which began in February 2014. The recommendations provide for 351 wards and 1219 councillors across Scotland, an overall decrease of 2 wards and 4 councillors relative to existing arrangements. Under the recommendations, representation of the electorate within council areas will be more evenly shared between councillors and across Scotland there will be greater equity in electoral representation. Ronnie Hinds, Chair of the Commission, said: "Today we have submitted to Scottish Ministers our recommendations for electoral arrangements which we believe are in the interests of effective and convenient local government across Scotland. These recommendations set out the number of councillors for each council area and the boundaries of the wards they will represent. We are grateful to councils and to the public who responded to our consultations over the last two years. Their input has been invaluable in shaping our proposals and while we must take account of our obligations under the legislation and consider the interests of the whole council area, we have been able to take on board many of the views expressed. The legislation which governs our reviews places equality of representation at the heart of what we do and we have delivered a set of recommendations that significantly improves electoral parity across Scotland and so provides for fairer local democracy and more effective local government ." 1 A summary of the recommendations for each council area is contained in the appendix to this release.

    SCOTTISH STATUTORY INSTRUMENTS 2006 No. 472 LOCAL GOVERNMENT The Clackmannanshire (Electoral Arrangements) Order 2006 Made - - - - 13th September 2006 Coming into force - - 7th October 2006 The Scottish Ministers, in exercise of the powers conferred by section 17(2) of the Local Government (Scotland) Act 1973(a) and giving effect to proposals submitted to them on 17th July 2006 by the Boundary Commission under section 17(1) of that Act regarding electoral arrangements for the area of Clackmannanshire Council, hereby make the following Order: Citation, commencement and application 1.—(1) This Order may be cited as the Clackmannanshire (Electoral Arrangements) Order 2006 and shall come into force on 7th October 2006. (2) This Order shall apply only for the purposes of elections to be held after the date on which section 1 of the Local Governance (Scotland) Act 2004(b) comes into force. Interpretation 2. In this Order– (a) a reference to an electoral ward is a reference to that electoral ward as constituted in this Order; and (b) “the deposited data” means the data recorded on the DVD-ROM– (i) entitled “Clackmannanshire (Electoral Arrangements) 2006”; and (ii) deposited with the Scottish Ministers at their offices at Victoria Quay, Leith, Edinburgh EH6 6QQ. Electoral arrangements 3.—(1) The area of Clackmannanshire Council shall be divided into 5 electoral wards. (2) The number and name of an electoral ward is as specified in columns 1 and 2 respectively of the Schedule to this Order. (3) The number of councillors to be returned for an electoral ward is as specified in the entry in column 3 of the Schedule to this Order corresponding to that electoral ward.
