Saskatchewan Birding Trail Experience (Pdf)
askatchewan has a wealth of birdwatching opportunities ranging from the fall migration of waterfowl to the spring rush of songbirds and shorebirds. It is our hope that this Birding Trail Guide will help you find and enjoy the many birding Slocations in our province. Some of our Birding Trail sites offer you a chance to see endangered species such as Piping Plovers, Sage Grouse, Burrowing Owls, and even the Whooping Crane as it stops over in Saskatchewan during its spring and fall migrations. Saskatchewan is comprised of four distinct eco-zones, from rolling prairie to dense forest. Micro-environments are as varied as the bird-life, ranging from active sand dunes and badlands to marshes and swamps. Over 350 bird species can be found in the province. Southwestern Saskatchewan represents the core of the range of grassland birds like Baird's Sparrow and Sprague's Pipit. The mixed wood boreal forest in northern Saskatchewan supports some of the highest bird species diversity in North America, including Connecticut Warbler and Boreal Chickadee. More than 15 species of shorebirds nest in the province while others stop over briefly en-route to their breeding grounds in Arctic Canada. Chaplin Lake and the Quill Lakes are the two anchor bird watching sites in our province. These sites are conveniently located on Saskatchewan's two major highways, the Trans-Canada #1 and Yellowhead #16. Both are excellent birding areas! Oh! ....... don't forget, birdwatching in Saskatchewan is a year round activity. While migration provides a tremendous opportunity to see vast numbers of birds, winter birding offers you an incomparable opportunity to view many species of owls and woodpeckers and other Arctic residents such as Gyrfalcons, Snowy Owls and massive flocks of Snow Buntings. -

SOME HON. MEMBERS: Hear, hear! QUESTIONS Canadian Union of Public Employees’ Strike MR. TAYLOR: — Mr. Speaker, I would like to ask a question to the Minister of Health. Today, Mr. Minister, we see another of the habitual demonstrations at this legislature on opening day and the all too familiar chant of “We want a contract.” Mr. Minister, you are using the honest workers of Saskatchewan as pawns in your political game. Will you give the assurance to this Assembly that you will have your officials take part in meaningful negotiations and get away from the political manipulation that is the case today? HON. MR. ROLFES: — Mr. Speaker, as usual the member for Indian Head-Wolseley doesn’t understand the situation. First of all, Mr. Speaker, the agent of the employer is the Saskatchewan Health-Care Association and not the Department of Health. Mr. Speaker, let me say that in the vast majority of the cases, in 95 per cent of the cases I believe, contracts are agreed upon at the bargaining table. My understanding from the Saskatchewan Health-Care Association is that worth-while negotiations were going on until the withdrawal of services. I would simply, as I have said in the past, Mr. Speaker, ask both the Saskatchewan Health-Care Association and CUPE (Canadian Union of Public Employees) to get back to the bargaining table and hammer out an agreement. -

Saskatchewan Recreational Water Sampling Results to July 8, 2019 Water is Caution. Water Water is not Data not yet suitable for quality issues suitable for available/Sampling swimming observed swimming complete for season Legend: Recreational water is considered to be microbiologically safe for swimming when single sample result contains less than 400 E.coli organisms in 100 milliliters (mLs) of water, when the average (geometric mean) of five samples is under 200 E.coli/100 mLs, and/or when significant risk of illness is absent. Caution. A potential blue-green algal bloom was observed in the immediate area. Swimming is not recommended; contact with beach and access to facilities is not restricted. Resampling of the recreational water is required. Swimming Advisory issued. A single sample result containing ≥400 E.coli/100 mLs, an average (geometric mean) of five samples is >200 E.coli/100 mLs, an exceedance of the guideline value for cyanobacteria or their toxins >20 µg/L and/or a cyanobacteria bloom has been reported. Note: Sampling is typically conducted from June – August. Not all public swimming areas in Saskatchewan are monitored every year. Historical data and an annual environmental health assessment may indicate that only occasional sampling is necessary. If the quality of the area is deteriorating, then monitoring of the area will occur. This approach allows health officials to concentrate their resources on beaches of questionable quality. Every recreational area is sampled at least once every five years. Factors affecting the microbiological quality of a water body at any given time include type and periodicity of contamination events, time of day, recent weather conditions, number of users of the water body and, physical characteristics of the area. -

SaSkatcheWan EleCtIonS: A History DecemBer 13th, 1905 The Liberal Party formed Saskatchewan’s first elected government. The Liberals were led by Walter Scott, an MP representing the area of Saskatchewan in Wilfred Laurier’s federal government. Frederick Haultain, the former premier of the Northwest Territories, led the Provincial Rights Party. Haultain was linked to the Conservative Party and had advocated for Alberta and Saskatchewan to be one province named Buffalo. He begrudged Laurier for creating two provinces, and fought Saskatchewan’s first election by opposing federal interference in provincial areas of jurisdiction. RESultS: Party Leader Candidates elected Popular vote Liberal Walter Scott 25 16 52.25% Provincial Rights Frederick Haultain 24 9 47.47% Independent 1 - 0.28% Total Seats 25 AuguST 14th, 1908 The number of MLAs expanded to 41, reflecting the rapidly growing population. The Liberals ran 40 candidates in 41 constituencies: William Turgeon ran in both Prince Albert City and Duck Lake. He won Duck Lake but lost Prince Albert. At the time it was common for candidates to run in multiple constituencies to help ensure their election. If the candidate won in two or more constituencies, they would resign from all but one. By-elections would then be held to find representatives for the vacated constituencies. This practice is no longer allowed. RESultS: Party Leader Candidates elected Popular vote Liberal Walter Scott 41 27 50.79% Provincial Rights Frederick Haultain 40 14 47.88% Independent-Liberal 1 - 0.67% Independent 2 - 0.66% Total Seats 41 July 11th, 1912 The Provincial Rights Party morphed into the Conservative Party of Saskatchewan, and continued to campaign for expanding provincial jurisdiction. -
Saskatoon Freeway Project Update
Saskatoon Freeway Project Update Recommendation That the Standing Policy Committee on Transportation recommend to City Council: 1. That City Council endorse, in principle, the alignment of the Saskatoon Freeway, between Highway No. 14 (west) to Highway No. 7 (west) and from Highway No. 11 (south) to Highway No. 5 (east), as described in the South Saskatoon Freeway General Location Study; and 2. That the Administration continue to work with the Ministry of Highways and Infrastructure to refine details of the project. Topic and Purpose The purpose of this report is to seek City Council’s endorsement, in principle, of the proposed alignment and to provide an update on the status of this project, next steps that will be undertaken, and recommendations for further discussions. Report Highlights 1. The Government of Saskatchewan Ministry of Highways and Infrastructure (Ministry of Highways) has completed the South Saskatoon Freeway General Location Study. 2. A preferred alignment for the Saskatoon Freeway segments connecting Highway No. 7 to Highway No. 14, and Highway No. 11 South to Highway No. 5 has been determined and is recommended for endorsement, in principle. 3. A river crossing of the Saskatoon Freeway will not be provided to connect Highway No. 11 to Highway No. 7 to the south. 4. The general location of the Saskatoon Freeway is now complete. 5. The Ministry of Highways intends to proceed with functional planning for this facility over the next three years. Strategic Goal This report supports the Strategic Goal of Moving Around by supporting development of an integrated transportation network in Saskatoon. Background In 1999, a partnership involving the Saskatchewan Highways and Transportation (now Ministry of Highways and Infrastructure), the Rural Municipality of Corman Park, and the City of Saskatoon (City) embarked on the Saskatoon Long-Term Transportation Planning Study. -

They are accompanied by their teachers, Bill Sherwin and Kathy Klouspashak (and I trust I’ve done that reasonably correctly). They are Grade 8 students and they are sitting in the west gallery, Mr. Chairman. I want to welcome them here and I hope they have an education and informative afternoon. I look forward to the opportunity of meeting with them briefly at 3 o’clock and hopefully at that time we’ll have the opportunity to answer some questions and meet with you more personally. ROMANOW (Attorney General): Mr. Chairman, I want to say a few words with respect to this bill in my capacity as minister in charge of the overall communications policy for the government. I want to start off by saying that I listened with extreme interest today, and may I say the other day during the course of second reading debate, to some of the remarks made by the member for Wilkie and the Conservative Party in their opposition to Bill No. 13. I suppose I should not have been overly surprised that the hon. member for Wilkie and his party oppose a bill that simply provides a firm legal basis for our provincial Crown corporation (and may I say one of the finest provincial Crown corporations), Sask Tel, to continue and to enhance the services it now supplies to all residents in the province of Saskatchewan. -
