WBMAD/AKM/ 874 /AMRUT/ CWR/2020-21 The Chairperson, Board of Administrators, Ashokenagar- Kalyangarh Municipality, invites sealed item- rate e-tender on Turnkey Basis (Two part System) from reliable and resourceful Companies/Firms/agencies having experience and acumen in new construction work as noted below with the eligibility depicted hereunder for participating in the e-Bid. 1. Name of the Planning, Survey, Design, Construction and Commissioning of 2790 Cum. capacity Work: Clear Water Reservoir (TWL of CWR will be 1.00 metre above H.F.L.), related Clear Water Pumping Station and HT Sub-Station along with all other allied works (Civil & Electro-mechanical works & others, if any) at Ashokenagar- Kalyangarh (including 3 months trial run and necessary training of maintenance staff & thereafter (subsequently) 5 (five) year operation and maintenance of the entire scheme) with security and guarding arrangement for Water Supply Scheme under AMRUT within Ashokenagar- Kalyangarh Municipality on Turnkey Basis. Surveying, Planning, Designing, Construction of 2790 Cum. Capacity Clear Water 2. Scope of Work Reservoir (TWL of CWR will be 1.00 metre above H.F.L.), related Clear Water Pumping Station with approximate discharge of 292 m3/hr & 227 m3/hr at required head (approximately 70m & 40m of water column) consisting of the building itself, all sorts of pumps, motor, valves, DJs, actuators, pipes, expanders/reducers, air valves, flow meters, pressure gauges, cables, panels, desks etc crane at pump house, Sub-Station consisting of the building itself, HT panel, 2 nos 11kV/433 or 415V transformers (approximate rating of 500kVA), MV/LT panel, control panel, required DC source, APFC panel etc along with all other allied works (Civil & Electro-mechanical work & others) according to I/E rules like all sorts of panels, cables, trays, joints, terminations, earthing systems, fire fighting systems, illumination systems, ventilation systems etc with all sorts of pile foundation etc related to the project in all respects at Ashokenagar- Kalyangarh with Retaining wall, boundary wall and other allied works etc, giving necessary training of maintenance staff including electrical works with the provisions for receiving power from WBSEDCL and 3(three) months trial run (after satisfactory completion-commissioning) and thereafter 5 (five) years operation and repairing-maintenance (supplying all sorts of materials, manpower etc) with guarding arrangement for proper safety and security on turnkey basis, as per the NIT and direction of the engineer-in-charge, under AMRUT. Laying of delivery lines from common delivery manifolds by the bidder will be upto 5.0 (five) meter (approx) from outside the boundary wall for each route provided with necessary valves as per the NIT and direction of the engineer-in-charge, Also, laying of delivery lines from the Delivery Point of PHE by the bidder will be upto 60.0 (Three Hundred only) meter (approx) from outside the boundary wall provided with necessary valves as per the NIT and direction of the engineer-in-charge. RCC Box Culvert over the drainage in the approach road to CWR Site will have to be constructed by the bidder. Provision of interconnection between the delivery manifolds and recirculation lines from each manifold equipped with suitable pipe and valve-arrangement is in the scope of the bidder. Any sort of water and power supply, labour etc for construction purposes are also within the scope of the bidder. Since inception of the O&M period, the charges for electricity consumed will be beyond the scope of the bidder. This is a turnkey job/work. Hence, all sorts of works including materials, management, power, resources etc required to complete the project successfully and satisfactorily as per the NIT, BOQ, site condition time to time, intension of the NIT shall have to be done in all respects as per direction of the EIC, in the interest of the end users/public, though something may be found to be lacked to mention in the NIT, BOQ etc. However, the BOQ and the scope of work wherever mentioned, are descriptive/indicative in nature only and obviously not exhaustive. If any item/equipment/material is found ‘not mentioned’ in the BOQ but required to complete the work conveniently in the view of operation- maintenance, satisfactorily and successfully, cost for the same is to be taken/considered in the related item/equipment/material provided for. Apart from this quoted amount/agreemental amount no cost is debitable to the contractor. Hence, the bidder is to quote accordingly. 3. Location of the R.S.Dag No.- 1672(P)&1673(P), J.L. No-66, Mouza-Mominpur, P.O.- Ashoknaga,P.S. Work: -Ashoknagar, Dist.:- North 24 Parganas (W.B) Ward No.-14 under Ashoknagar- Kalyangarh Municipality 4. Eligibility to Having experience and technical acumen in Executing, Construction & Completion of participate in Clear Water Reservoir (underground or semi-underground) for potable water with the Bid minimum 1120 Cum, 200 KVA HT Sub Station, Or, or Over Head Reservoir with minimum 1120 Cum capacity and operation & maintenance of pumping station round the clock operation and repairing-maintenance for at least 01 (one) year (at a stretch) in a single or separate contract in any Government Department/Board/Semi- Govt./Corporation/Statutory Authority/ Undertaking etc during last 5 (five) years prior to the date of issue of this NIT . Joint Venture will be allowed for participating in the online bidding system, but the required documents regarding Joint Venture will have to be uploaded during online bidding, failing which the bid will be rejected. (In case of credential of WTP, required documents regarding the actual capacity of CWR are also to be uploaded during online bidding.) AND Having annual turnover of at least Rs. 5.00 Crore or above in any one year of last three Financial years from the issue of this NIT. AND Bank solvency of minimum Rs. 4.00 crore (from any Indian scheduled/nationalized bank) issued within last 6 months from the date of issue of this NIT. AND Having valid Electrical License (Both HT & LT), GST, P. Tax Clearance Certificates and receipts (current), PAN Card, Electrical Supervisory License, Trade license, ESI and EPF registration etc. 2 AND i) Having experience of completed work of minimum value not less than (i) for Civil work Rs. 1.3 crore & (ii) for Electrical work Rs. 2.20 crore. Or ii) Intending tenderers should produce Credential of 2(two) similar nature of Completed work for both (i) for Civil work Rs. 1.0 crore & (ii) for Electrical work Rs. 1.65 crore. Or iii) Having experience of one single work which has been completed to the extent of 80% or more and value which is not less than the desired value at (i) above. Only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer or equivalent competent authority will be eligible for the tender. In the required certificate it should clearly be stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executing agency. AND Any sort of work order/letter of Intent/payment certificate will not be treated as credential. Credential Certificate mentioning required data/particulars (as per the NIT) in usual manner issued by the Executive Engineer or equivalent competent authority will be considered valid for evaluation purpose. 5. Documents to Credential certificate mentioning completion of the work(s) satisfactorily and be produced in successfully. support of Credential for Bid Part- (Prequalification Documents) a Particulars of ownership/partnership or Board of Directors . pertaining to the Organization/Company/Firm b Valid Electrical License (Both HT & LT), GST, P. Tax Clearance Certificates and . receipts (current), PAN Card, Electrical Supervisory License, Trade license, ESI and EPF registration etc. c Bank solvency Certificate . d Valid documents in support of annual Turnover. e List of machines and equipment‘s necessary for field as well as . laboratory test for all materials (as far as practicable). 3 f Experience and address, fax & telephone nos., mobile no., & E-mail . ID nos. of the firm. All documents in original to be produced in due course of time as & when asked by the Bid inviting authority. 6. Earnest Money Total 2% of accepted amount in two phases viz. a Rs. 18.00 Lakh (Rupees Eighteen Lakh only) as an initial Earnest . Money Deposit shall accompany with Bid Proposal via payment gateway of ICICI Bank or through NEFT/RTGS in favour of the “The Chairperson, Board of Administrators, Ashokenagar- Kalyangarh Municipality”,‖ payable at Ashokenagar- Kalyangarh. b Earnest Money Deposit i.e. 2% of accepted amount beyond Rs. 18.00 . Lakh (Rupees Eighteen Lakh only)i.e. initially deposited EMD, (if any) shall have to be deposited within the stipulated time from the date of issuing of letter for doing so, other wise the EMD already deposited will be forfeited and the bid may not be further valid as per norms. This 2% will be a part of the security deposit money. c If the quoted amount in this tender is found to be 80% or less than the departmental estimated amount, the bidder must deposit another @ 10 % of the accepted amount with in 7 (Seven) days (or as per norms) from the date of issuing of the letter of doing so, as additional security deposit. Note: The Earnest Money, as specified in this NIeB shall be paid by online internet bank transfer or NEFT or RTGS (as per GO No.
