A Letter to the Community

Dear Community Members, We’re almost there. It has been nearly five years since we broke ground on the Crenshaw/LAX Light Rail Transit Project and while that is a short time in transit years, it’s an eternity for those affected by the disruption of planning, designing and constructing this 8.5-mile, $2-billion project. It is an incredibly ambitious project and one that we believe will deliver more transportation options and economic opportunities to those who live along this corridor. We’re proud of our accomplishments over these five years. But we know that construction has posed challenges and created inconveniences for residents and businesses. We cannot thank the community enough for their patience during the work of this project. And we’re going to ask for a bit more of that patience. As many of you now know, opening of this project has been pushed back to mid-2020. Any major transportation project has its unique challenges and this one is no exception. Complex electrical work, the upcoming tie-in work for the Airport Metro Connector and other key components require more time to get things done right. Metro will continue to support impacted businesses along the Crenshaw Corridor through our Business Interruption Fund, which has helped 176 small “mom and pop” businesses with more than $9 million in grants. Metro’s Pilot Business Solution Center has also helped more than 300 small businesses while Metro’s Eat Shop Play program has supported 184 businesses along the Crenshaw/LAX corridor. We have made substantial progress over the past year. As of today, the project is 90 percent complete. In 2018, we completed all track work except for one last stretch linking to the Green Line. The overhead catenary system that powers trains is 75 percent complete. All of the bridge structures are done, and Walsh/Shea Corridor Constructors is expected to finish the street-level crossings in Inglewood in early 2019. The glass mosaic murals for stations have been completed and the remaining artwork is well underway. Restoration work of Crenshaw Boulevard in the area of the three underground stations — Crenshaw/Expo, Martin Luther King, Jr. and Leimert Park — was completed in November. We expect that to be the last extended road closure associated with this project. We are nearing completion of the new rail car facility named the Southwestern Yard. This is where the rail cars will be stored and maintained. In early November, the first light rail cars were towed along the new Crenshaw/LAX Line tracks to the rail yard. We’re continuing full steam ahead in partnership with Los Angeles County on our Transportation School, a countywide career and technical education school targeting high school-aged youth. The school will have an emphasis on at-risk populations designed to prepare Los Angeles County youth for career and college pathways in the global transportation industry. We’re planning on fully opening the Southwestern Yard in early 2019. We’re planning “substantial completion” of the Crenshaw Line in late 2019. At that time, Metro will take over the project from the contractor to begin final safety testing and operator training. We look forward to seeing everyone riding the Crenshaw Line in mid-2020. We’re almost there.

Sincerely,

Phillip A. Washington Chief Executive Officer, Metro
