US-Iran Media Resource Program National Iranian American Council 9 month report Program supported by: Connect US Fund, OSI, Colombe Foundation, Ploughshares Fund The US-Iran Media Resource Project is aimed at ensuring that the national media has the best information and interpretation available in a timely manner on the sensitive negotiations regarding Iran’s nuclear program. The project has provided the news media with objective, balanced and well-documented analyses of important developments, highlighting potential openings for a peaceful settlement that might otherwise be unnoticed and deepening the understanding of the motives of involved actors. The fundamental goal of the program has been to prevent war between the US and Iran. The proposed solution towards preventing war has been to push for direct US-Iran negotiations through overwhelming public and media support for such a shift in policy. Evaluation: The project has made a significant impact on the debate in the US by producing unique analysis disseminated widely both to the media and directly to decision makers, briefing journalists in order to improve the accuracy of their reporting, advising TV and radio producers, and giving interviews to the media. The evaluation of the project during its first 9 months is based on both qualitative and quantitative measurements. Quantitatively, the project has produced an impressive number of deliverables, including seven (7) in depth Issue Briefs, twenty-two (22) Editorial Memos, and eight (8) statements. These written analyses have addressed a variety of issues, all pointing to the superiority of direct US-Iran negotiations versus military or economic warfare. These analyses, in turn, were either quoted or influenced otherwise reporting in major newspapers as well as important news shows, such as Meet the Press (where NIAC’s analysis was directly quoted by Tim Russel). -

In two prior articles,1 we looked at the Islamic Republic of Iran’s Ministry of Intelligence and Security (MOIS = Farsi: VEVAK=Vezarat-e Ettela'at va Amniat-e Keshvar). The following essay is a third installment in what looks to be a growing research project. Reference to the earlier papers is suggested for those new to the subject. Founded in 19842 and ranked by experts as one of the world’s largest and most active intelligence agencies in the Middle East and possessing a global reach,3 VEVAK’s activities and structure are shrouded in mystery, but its presence has been felt keenly with over 450 acts of terrorism carried out in less than a quarter of a century. With an almost unlimited budget, and a command structure reporting direct to the Supreme Leader (Farsi: faqih) Ayatollah Ali Khamenei, the secretive agency is one of the key pillars of the theocratic regime.4 Led from 1999 until mid-2005 by the notorious hanging judge Hojjatol-Islam Ali Younesi,5 it is now headed by President Mahmoud Ahmadinejad’s appointee, Hojjatol-Islam Gholam-Hossein Mohseni Ezhei, 51, formerly Prosecutor and Judge of the Special Tribunal for Clergy, and formerly Special Prosecutor in the MOIS, as well as a founding official and member of the staff selection board for MOIS6 Although a government ministry, because of its secret budget and lack of accountability to either the cabinet or the Majlis (parliament), VEVAK remains above the law, being accountable only to the Supreme Leader. -

The escalation of US military planning on Iran is only the latest chess move in a six-year push within the Bush Administration to attack Iran, a RAW STORY investigation has found. While Iran was named a part of President George W. Bush’s “axis of evil” in 2002, efforts to ignite a confrontation with Iran date back long before the post-9/11 war on terror. Presently, the Administration is trumpeting claims that Iran is closer to a nuclear weapon than the CIA’s own analysis shows and positing Iranian influence in Iraq’s insurgency, but efforts to destabilize Iran have been conducted covertly for years, often using members of Congress or non-government actors in a way reminiscent of the 1980s Iran-Contra scandal. Expanding Terror Battle Under Guise of Charter Flights - New York Times While posing as a private charter outfit - "aircraft rental with pilot" is the listing in Dun and Bradstreet - Aero Contractors is in fact a major domestic hub of the Central Intelligence Agency's secret air service. The company was founded in 1979 by a legendary C.I.A. officer and chief pilot for Air America, the agency's Vietnam-era air company, and it appears to be controlled by the agency, according to former employees. Behind a surprisingly thin cover of rural hideaways, front companies and shell corporations that share officers who appear to exist only on paper, the C.I.A. has rapidly expanded its air operations since 2001 as it has pursued and questioned terrorism suspects around the world. An analysis of thousands of flight records, aircraft registrations and corporate documents, as well as interviews with former C.I.A. officers and pilots, show that the agency owns at least 26 planes, 10 of them purchased since 2001. The agency has concealed its ownership behind a web of seven shell corporations that appear to have no employees and no function apart from owning the aircraft. -

Iran: Internal Politics and U.S. Policy and Options Updated March 6, 2019 Congressional Research Service https://crsreports.congress.gov RL32048 Iran: Internal Politics and U.S. Policy and Options Summary Ever since the 1979 Islamic Revolution in Iran, the United States and Iran have been at odds, although to varying degrees of intensity. During the 1980s and 1990s, U.S. officials identified Iran’s support for militant Middle East groups as the primary threat posed by Iran to U.S. interests and allies. Iran’s nuclear program took precedence in U.S. policy after 2002 as the potential for Iran to develop a nuclear weapon increased. In 2010, the Obama Administration orchestrated broad international economic pressure on Iran to persuade it to agree to strict limits on the program. The pressure contributed to the June 2013 election of the relatively moderate Hassan Rouhani as president of Iran and the July 2015 multilateral nuclear agreement—the “Joint Comprehensive Plan of Action” (JCPOA). That agreement exchanged sanctions relief for limits on Iran’s nuclear program, but did not contain binding limits on Iran’s ballistic missile program or any curbs on its regional influence or its human rights abuses. The Trump Administration cited these deficiencies of the JCPOA in its May 8, 2018, announcement that the United States would exit the JCPOA and re-impose all U.S. secondary sanctions by November 4, 2018. The stated intent of Trump Administration policy is to apply maximum economic pressure on Iran to compel it to change its behavior on the various issues of concern to the United States, particularly its support for pro-Iranian regimes and armed factions. -

The report is available for download: https:// advancingjustice-aajc.org/inside-the-numbers-report-2019 ISSUE BRIEF: MUSLIM AND REFUGEE BANS Muslim Ban History and Legal Challenges The first significant policy change made by President Trump after being sworn in to office was to effectuate his campaign promise of a Muslim ban. On January 27, 2017, the president issued Executive Order (EO) 13769 “Protecting the Nation From Foreign Terrorist Entry into the United States,” which immediately suspended the entry of nationals of Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen into the U.S. for 90 days. It also immediately suspended the U.S. Refugee Admissions Program (USRAP) for 120 days, with an exception for religious minorities, and indefinitely banned the entry of refugees from Syria. In addition, the EO reduced the number of refugee admissions for 2017 to 50,000, well below the prior year’s cap of 110,000. With no planning nor guidance to the government agencies charged with enforcing this order, people with valid visas and green cards were immediately detained at ports of entry within the U.S. and barred from getting on planes headed to the U.S. Chaos ensued with mass protests of the ban at airports as lawyers tried to get access to detained individuals.145 On January 27, 2017, the president issued Executive Order 13769, which immediately suspended the entry of nationals of Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen into the U.S. -

Hirschkind Professor Hussein Ali Agrama Fall 2016 Te Practice of Shi‘i Jurisprudence in Contemporary Lebanon Copyright 2016 by Jean-Michel Landry Abstract Te Practice of Shi‘i Jurisprudence in Contemporary Lebanon by Jean-Michel Landry Doctor of Philosophy in Anthropology and the Designated Emphasis in Critical Teory University of California, Berkeley Professor Saba Mahmood, Chair Drawing on ethnographic and archival research conducted in Lebanon and France between 2012 and 2014, this dissertation discusses Shi‘i methods of legal reasoning (ijtihad), and considers their incorporation into state juridical apparatuses. Since its colonial inception in 1926, the Lebanese state has harnessed the shari‘a tradition to regulate the family life of its Shi‘i citizenry. In order to properly grasp the ethical and epistemological transformations underlying the state’s appropriation of Shi‘i legal discourse, I suggest we frst examine the training judges, clerics, and jurists receive in traditional hawza seminaries. Tis dissertation’s frst three chapters show that learning to perform authoritative shari‘a reasoning requires not only developing a mastery of the sacred texts, but also submitting oneself to the discipline of the Shi‘i moral tradition. Te remaining chapters examine what Islamic legal reasoning becomes when it gets entangled with the judicial functions of a modern nation-state. -

During the 1980s and 1990s, U.S. officials identified Iran’s support for militant Middle East groups as the primary threat posed by Iran to U.S. interests and allies. Iran’s nuclear program took precedence in U.S. policy after 2002 as the potential for Iran to develop a nuclear weapon increased. Beginning in 2010, the United States orchestrated broad international economic pressure on Iran to persuade it to agree to strict limits on the program— pressure that contributed to the June 2013 election of the relatively moderate Hassan Rouhani as president of Iran and the eventual negotiation of a “Joint Comprehensive Plan of Action” (JCPOA). The JCPOA, which began formal implementation on January 16, 2016, exchanged broad sanctions relief for nuclear program limits intended to ensure that Iran would require at least a year to produce a nuclear weapon after a decision to do so. President Obama asserted that the implementation of the JCPOA presented an opportunity to construct a new and more positive U.S. relationship with Iran. However, Iran has continued to test ballistic missiles; maintained support for regional movements such as Hamas, Lebanese Hezbollah, and Houthi rebels in Yemen; arrested additional U.S.-Iran dual nationals; and conducted high speed intercepts of U.S.
