7. Reports 7.1 TCB - Discussion

The Report was taken as read. Responses from staff are in italics and any further points noted from the meeting follow in red.

1) Traffic Management plan: Has all parking signage been done and erected? This is a priority to be done please if not completed. The parking signage has been completed. TCB discussed large signs a number of years ago. To follow up:

• What size signs can we use? • What other signage can be put in place to direct traffic to parking areas?

2) Footpath fixes: When will the next sections be started? With winter coming it is a safety issue. The footpath programme for this financial year is as follows: Footpath renewals

• Station Street • Bear Street • Rose Street • Footpath outside the Ice Cream Shop SH1 (North) • SH1 sections – which areas are planned Curb and footpath look great.

New Financial Year

• Currently working on the forward footpath programme for next year.

3) Signage for Tirau entry and exit: The TCB and the community were advised on the 25th August 2020 agenda that these would be installed onsite February 2021, were the tenders sent out December 2020 as advised? Staff recognise that the entry statements have been a long time in the planning and apologise for that. Council has put funding in the long term plan to design and install these for our towns (including Tīrau). We are now refreshing the branding for each town so that this can be used to inform the look of the entry statements ready for design and installation in the new financial year

4) Do we know where the 5G Spark tower is going? This proposed tower received resource consent for heritage reasons 10/06/2019. (Attachment) Staff were advised that the project was abandoned as at the time the community advised that they didn’t want it. As they are most often permitted activities under both the DP but also more importantly the relevant Telecommunications NES other locations may not require approval of Council. Building team have advised that this work would fit within the scope of the “Exempt Work- Schedule 1”, and no building consent would be required for this structure. The network utility operator has all of the Engineer oversight during the design, construction, and inspection of such structures. Locations were identified by the Board and the Board will investigate directly with Spark. Council have received no new information on locations.

5) Dag report: Susan Provan to report. Budget and tender have been approved for the bridge. DAG met with the Project Manager last week. The Board and DAG have put in submissions.

6) The TCB would like the council to seriously look at installing another public toilet at the Hillcrest street site, this is needed as the lines for the single toilet can be very long. Recommend a submission to the draft Long Term Plan The Development Engineer, Mr Andrew Pascoe is investigating a new toilet. Sharon Burling- Claridge to look at ways to assess the volume of people using the toilets.

7) Agendas and Minutes The Board request that the TCB Agenda and Minutes be released as early as possible. The Executive Support team have noted and will discuss with the Chairperson.

8) Anzac Day Anzac Day commemorations were a success. The Board expressed their appreciation to Kevin Slater for the wonderful work he did to support the organisation of the event.

The Chairperson spoke about her recent attendance at the Community Boards Conference in Gore. Key points:

• Youth focus • Climate change • Zone 2 networking • Emphasised that the Board is connected to Council and Council staff • Three Waters reforms

Kevin Slater noted that an organ has been donated to Carl and Janice King. Could a plaque be installed on the organ to indicate who donated it.

Recommendation That Report No 2021–559442, Tīrau Community Board - Discussions, be received.

Discussion 1) We have had two injuries in Tirau last week due to the slippery tan coloured bricks on the footpaths, these are on SH1 and Hillcrest St, this is an ongoing issue and we understand there are budgeting constraints, but this is a community safety issue that urgently needs addressing. The TCB understands that a suggestion was made last year of water blasting the bricks in the interim, could this be a short-term fix until it can be done properly?

Staff have received anecdotal information of slips through communications with residents and from the community board.

We have been working our way through Tīrau, replacing the bulk of the cobbles. We have completed two sections in previous years (outside the Church, plus outside Poppies Café). However, we also need to do work throughout the rest of the district, so it is done as funds permit. What we have been doing is replacing the criss cross pattern through the middle sections and just leaving cobbles on the outside of the path. Last week the section outside the ice cream shop was completed (photo below).

Water blasting is unlikely to make any real difference to the cobbles however sand blasting may be a possibility. The Roading team will investigate both options and see whether either of them are suitable.

2) We understand there is to be community celebrations for Matariki, has this been organised? The TCB are happy to assist marking this important occasion.

The community and engagement team are looking at opportunities for the Matariki celebrations across the district. The team will contact the board in due course to look at a partnership approach.

3) Issues with the recycling centre: There has been seven instances where the recycling has either been opened late or just not opened at all, can we reassure the Tirau community that this has been sorted? Could we please have a key for the recycling left at the information centre for backup please? Why is Armourguard doing the opening and closing? do we not have someone helping the community with sorting their recycling anymore?

Council’s recycling contractor is ultimately responsible to open and close the Tīrau Transfer Station at the designated times. The recycling contractor had engaged a subcontractor to open and close the recycling facility on their behalf. Unfortunately, the subcontractor has on occasions not opened or closed the recycling facilities at the correct time.

The recycling contractor will in future undertake the work themselves. In addition, a spare key for the recycling facility has been made available at the Tīrau i-SITE. This means that staff are able to open and lock the facility if the contractors is unable to do this work. Council staff are unlikely to be able to lock up during the non-daylight savings period when the i-SITE closes at 4pm, however they will do their best to ensure the facility is open and accessible when needed and will work with the board and contractors to ensure someone can lock up at 5pm.

Council’s contractor has apologised and has assured Council that the facility will in future be opened and closed at the appropriate time.

The recycling support person operates across all activities in the district, including Tīrau, so is not always at the Tīrau recycling centre.

4) Pedestrian crossing: Lighting is desperately needed for pedestrian safety, there is little to no visibility at night and dark days. People are still parking on the yellow lines leading up to the pedestrian crossing (outside twisted cafe) this obscures people stepping out onto the crossing, this is an accident waiting to happen, school children use this crossing frequently and this needs to be looked at urgently. Council were approached and we were advised an extended concrete berm would be looked at, could we have an update on this please.

We were planning on installing the lighting at the same time as the WiFi was connected to save on in traffic management fees and do both projects under the same traffic management plan (TMP). Unfortunately the WiFi looks less likely to be completed in June. The plan is to get the lighting installed by the end of this June 2021 and if the WiFi gets done this month, then tie them together. Otherwise, they may end up being done under different Traffic Management Plans a bit later.

It was confirmed a while ago that we would not install a concrete berm or extend the curb to stop vehicle parking on the yellow lines close to the crossing. It was resolved to pursue enforcement action against vehicles not complying and parking on the yellow lines.

Illegal parking should be reported to Council’s compliance team who will follow up on these matters.

5) Could we have an update on the entry/exit signs for Tirau please?

Tania Jones, an engagement facilitator, has begun work this month in the southern parts of the district interacting with school students and the general public at events such as the Careers Expo.

Tania is expected to be in Tīrau interviewing residents, business owners and (pending approval) Tīrau Primary School students from the 2nd – 6th of July. Once the facilitation process has taken place throughout the entire district the information gathered will be distilled at which point Sven and friends (One of the Australasian design industry's most influential and awarded creative and strategic thinkers) will begin working on concepts that will be ready for presentation to Council and TCB in October 2021.

6) The Tirau community love the colourful Chorus box painted on SH27, are there any plans for more?

Staff have sent a request to Chorus to undertake the work. At the time of writing the report, no response had been received.

7) Lighting up Tirau: Sharon has a lighting expert lined up to come down and talk about this further, Sharon needs a get together with Gordon and Marama to talk about the next step, could this be organised please.

Staff will set up a meeting with Sharon to look at this initiative and will also include the lighting consultant at a later stage to provide technical support.

8) Could the TCB please have an update on the CCTV/WIFI cameras, we understand its June installation?

The issues with Powerco the power provider have been resolved. Approval is required to connect to the power supply. The project manager had indicated that the works will begin late-June and is scheduled to be completed by the end of July 2021.

9) Heating in the Hall: This has been broken for some time now, our elderly are noticing the cold of late, when will this be fixed?

Parts for the repair arrived on Friday 4 June and were installed on Tuesday 8 June. Unfortunately, covid is affecting the supply of replacement parts around the world hence the delay with the repair.

10) Plaque for donation of Hall organ: The organ was generously donated by Carl and Janice King, has a plaque recognising this been organised?

Council staff can provide guidance on plaque suppliers so that the Tīrau Hall Committee can investigate the most appropriate plaque for the situation.

11) Pioneer park: Is it possible for a sign with the park name to be put in the park please? It would be great to get this done for the community and visitors.

It is noted that Pioneer Park is in (it is assumed this is a mistake) and that this refers to Okoroire/Prospect Reserve. The installation of a sign within this reserve has been added to the Parks and Reserves capex signage list and installation will be considered along with other reserves that are also requiring signage. As has been previously stated, funding for signage is only one component of the annual Signage, Furniture, Bins and Fencing capital programme, so each year the priority on what items will be funded will be different.

12) It has been noted in the financials for council that it states that the TCB have approximately $18,000 available, where and how can this be used for our community?

Investigation has occurred on the TCB targeted rate reserve. The balance is at 30th April is $7,074. Some corrections to the reserve will occur and there is an expectation of it being nil at the end of the year.
