Kasus Antraks Di Kabupaten Sabu Raijua Provinsi Buletin Vet eriner, BBVet Denpasar, Vol. XXIII, No.79, Desember 2011 ISSN: 0854 -901X KASUS ANTRAKS DI KABUPATEN SABU RAIJUA PROVINSI NUSATENGGARA TIMUR TAHUN 2011 (LAPORAN KASUS) (Case report on Anthrax in Sabu Raijua Regency, East Nusa Tenggara) Ni Luh Dartini dan I Ketut Narcana Balai Besar Veteriner Denpasar ABSTRAK Kabupaten Sabu Raijua sejak lama diketahui sebagai daerah endemis antraks. Kasus dilaporkan terjadi pada peroide tahun 1906 – 1942. Kasus terakhir dilaporkan pada tahun 1987 di Desa Jiwuwu Kecamatan Sabu Timur. Berdasarkan laporan dinas setempat bahwa pada awal agustus 2011 ada kejadian penyakit diduga antraks pada manusia. Menindaklanjuti laporan tersebut maka dilakukan penyidikan pada ternak. Dari beberapa sampel tanah, PUD dan sisa daging/kulit yang diambil oleh UPT laboratorium Veteriner Kupang dan dikirim ke Balitvet Bogor, ternyata sampel tanah dan PUD positif mengandung bakteri B anthracis . Sampai awal september 2011, sudah 4 kecamatan (kecamatan Sabu Timur, Sabu Tengah, Sabu Barat, dan Hawu Mehara) diduga sudah tertular antraks. Kata Kunci : Antraks, Laporan Kasus, Sabu Raijua ABSTRACT Sabu regency has long been known as an anthrax endemic area. Cases reported since the year of 1906 to 1942. The last case was reported in 1987 in the village of Jiwuwu, East Sabu District. Based on the local agency reports that in early August 2011 there were anthract suspected disease events in humans. Following up on the report, the investigation in animal was conducted. Some of soil samples, blood smear and the rest of the meat/skin were taken by the Veterinary Laboratory Kupang and sent to Balitvet Bogor. Blood smear and soil samples were positive for Bacillus anthracis. Until early of September 2011, has four districts (districts of East Sabu, Central Sabu, Western Sabu, and Hawu Mehara) were suspected for anthract infected area. As far as compound’s meaning across the literature review, a compound is a lexical item in which two roots combine to make one unit. It implies that Sabu Raijua Dialect compound is different than other languages because its compounds consist of combination of two words only. Many kinds of effort have been done in order to raise the corn yield in NTT. The aim of this research is to see the influence of the input variable and which input variable is the most dominant toward the corn yield. This research was held in six villages on three subdistricts in Kupang regency which was selected purposively, they were Fatuleu subdistrict, Taebenu subdistrict, and North Amfoang subdistrict. The number of farmers chosen as sample members from each subdistricts was 30. The data were collected through interview, observation, and questionnaire. In order to know the factors influencing the corn yield, the researcher used Cobb Douglas production function model. The result of the regression analysis showed that there were influence of the input variable toward the corn yield and the most dominant factors were the number of plants, pesticide, and nitrogen.

Before there was a surrender of development in the public interest nobody questioned the existence of customary rights. However, after the surrender of the land for development in the public interest there are still parties in the name of ownership of customary rights in order to question ownership of their customary rights. This paper highlights the main problem studied in the form of how the surrender of customary rights over land for development in the public interest? and why is there a polemic on customary land rights for development in the public interest in Kupang City? The method used in this study includes nominative juridical research and empirical legal research in which the writer studies and analyzes it qualitatively. Research results show that the transfer of customary rights to land is done in a final manner between the holders of customary rights to land both communally (ulayat) and individually. However, the surrender was not followed by written evidence so that it was customary to apply immediately. So that the customary rights of the people of Kupang City over the relevant customary law land has been completed after the city of Kupang was formed. So that the customary tenure rights to land no longer exist.

Data sekunder digunakan dalam penelitian ini untuk menentukan wilayah pengembangan ternak kecil tersebut. Analisis kuantitatif menjadi metode yang digunakan pada kajian ini. Hasilnya memperlihatkan bahwa (1) sentra pengembangan ternak kambing adalah di Kabupaten Sumba Timur, Kab. Timur Tengah Utara (TTU), Kab. Alor, Kab. Flores Timur, Kab. Sikka, Kab. Nagekeo, Kab. Manggarai Timur, dan Kab. Sabu Raijua; (2) pengembangan ternak domba terdapat di Kabupaten Rote Ndao dan Kabupaten Sabu Raijua; dan (3) pengembangan ternak babi terdapat di Kab. Sumba Barat, Kab. Kupang, Kab. Timur Tengah Selatan (TTS), Kab. Ngada, Kab. Sumba Tengah, Kab. Sumba Barat Daya, dan Kota Kupang.
