The Foundation is governed by a Board of Directors and chaired by H.H. the Amir of the State of Kuwait.

KFAS acknowledges with appreciation the valuable continued support it received from private shareholding companies to fund it’s operation. These companies are currently providing one percent of their annual net profit to KFAS as part of their corporate social responsibility.

With the support of our important strategic partnerships with local and international centers of excellence, we have continued to nurture and promote the advancement of the Foundation’s strategic goals to strengthen the national innovation ecosystem.

In 2018, we continued to invest in human capital development, training 2,750 employees in the private sector in 38 events. This increase is an indication of the private sector’s awareness of our efforts and initiatives to advance its capabilities through science, technology and innovation. The Innovation Challenge in collaboration with the University of California, Los Angeles, continued to challenge private sector employees to foster their innovative ideas and creative capabilities to enhance their workplace. 35 participants from 10 of the shareholding companies completed the program. In relation to the promotion of scientific culture, we have exceeded our goals of supporting science, technology and innovation initiatives, such as science fairs and festivals.

As for the scientific community, we have continued to host lectures, seminars and conferences for exchanging knowledge in specific disciplines and improving the capabilities of researchers in them. We succeeded in holding the meeting of the Arab-German Youth Academy of Science and Humanities in Kuwait, with the presence of 48 young scientists from 14 countries, serving as a platform to increase and strengthen the collaboration between distinguished Arab and German researchers. KFAS hosted the sixth seminar for Arab-American Frontiers of Science, Engineering & Medicine in cooperation with the National Academy of Sciences, where scientists and researchers from the Arab world and the United States exchanged knowledge and discussed important issues in the field of artificial intelligence. Much effort has been placed on human capital development within various sectors of the society. This includes advocating for the advancement of math and science education, through curriculum based resources and training for teachers, as well as enhancing the capabilities of local civil society organizations (CSOs). Through capacity building activities, in collaboration with international institutions, the Foundation provides opportunities for researchers to enhance their capabilities and competencies in driving quality scientific research. Developing Human Capital Through Training and Internships

One of the key objectives of KFAS is to create and develop a thriving culture of Science, Technology and Innovation, to advance Kuwaiti society and build national competencies in advantage of the national development process. Through investments in the development of human capital in fields relating to STI, KFAS continues to support, foster and develop a culture of research by financing and organizing numerous activities comprising workshops, vocational training courses, public lectures, conferences and seminars.

Through workshops, vocational training courses, public lectures, conferences and seminars, KFAS aims to develop the vocational and cognitive capabilities of the participants and foster innovative ideas that solve practical challenges.

In 2019 KFAS invested in human assets through the Sabah Al- Ahmad Center for Giftedness and Creativity, benefitting a total of 6,676 trainees who attended workshops aiming to empower talented individuals and invest in their distinctive innovations. The number of gifted students increased from 397 in 2018 to 477 in 2019.

Next Generation Brine Desalination and Management for Efficiency, Reliability, and Sustainability Prof. Bader Al-Anzi, Kuwait University in cooperation with MIT, USA This project aims to make a plan to develop new solutions to the shallow and salinization problem of water in Kuwait and the Arabian Gulf, by focusing on the use of electrical technologies in desalination and saline water management, enhancing the efficiency of existing desalination plants, and using the technology of Pressure Retarded Osmosis (PRO) and Reverse Electrodialysis (RED), which are among the most promising technologies that rely on energy recovery by exploiting the difference in concentration between water currents. In addition to employing modern innovations to increase the reliability of the desalination plants, such as surface coating and microscopic separations (microfluidic).

Models of Collaborative Research Projects with Local Authorities • KFAS began the flagship project on Integrated Systems for Smart Buildings, in cooperation with the Kuwait Institute for Scientific Research and Baiti Synergy Showroom. The project aims to implement systems to control air conditioning, lighting and several other applications, including saving water and energy consumption in the Foundation’s building. • The Foundation has submitted a proposal for a commissioning projects focused on radiation cooling, with selective surface technology for cooling buildings in Kuwait. This involves selective surface materials known as Radiation Cooling Material, to cool buildings day and night by long-term radiation exchange with outer space. • KFAS signed a contract with the Kuwait Institute for Scientific Research to implement a flagship project on the performance of electric cars in the Kuwaiti environment, as well as building the first station for charging solar electric cars and define the elements and procedures necessary to convert Kuwait City into an environment ready for the use of electric cars. • The Foundation signed a contract for a flagship project entitled Initial Human Experiments to Use the Degradable Balloon System in the Cement Injection of the Spine, headed by Dr. Abdulrazzaq Alobaid. The project is supervised by the GTIMD Catheter Solutions and Sabah Al-Ahmad Center for Giftedness and Creativity. This innovation is an advanced step in enhancing patient safety and reducing collateral damage when performing spine modifications, especially in outpatient settings. Dar Al-Bea’a Environmental Consultants Company - Low-Cost Decentralized Electro-Kinetics Wastewater Treatment Pilot Plan: This feasibility study, in collaboration with Aachen University, was focused on assessing on how to improve wastewater treatment efficiency across multiple industries, while reducing negative effects on the environment. The impact of highly polluted industrial wastewater can cause serious environmental problems if discharged untreated to the sewage system or to watercourses. As a part of the assessment, wastewater treatment by electrocoagulation/electro kinetic process has been investigated using aluminium electrodes. During implementation of this project, the stakeholders from the industrial sector in Kuwait (namely; Kuwait Steel Company, Kuwait Slaughterhouse Company, KDD Company and Al-Sour Fuel Company) were able to gain the knowledge, learn the know-how and acquire the experience on this new technology. This pilot project opened the doors for further investment of this new technology in the State of Kuwait for the treatment of municipal and industrial wastewaters.

2. Al-Sayer Group Holding-Sustainability Platform: Al-Sayer Group published its first Sustainability report in 2015 referring the Sustainability Reporting GRI guidelines. To keep its priorities in mind, the Company integrated a sustainability platform with all key performance indicators on a single portal and then extract the data from the customized dashboard for management review in collaboration with RSM Global. The platform aligned the company’s strategic objectives with corporate priorities, developed a robust materiality and stakeholder engagement process to integrate with the organization’s strategic aspects, set up sustainability governance structure through the defined reporting and metrics process policies, and measured sustainability impacts on the community and environment.

3. Joule Kuwait for Air Conditioning Equipment and Contracts-Assessment of Indoor Air Quality at Dar Al-Shifa Hospital: Joule Kuwait wanted to promote a healthy and sustainable environment by improving the indoor air quality and cooling efficiency in Dar Al Shifa hospital, as a pilot project. The project evaluated the indoor air parameters to ensure that the parameters are in compliance, and that there is no cross-contamination throughout the hospital. The study also provided recommendations on how to conserve more energy in the hospital through an Energy Audit technique. The knowledge provider was Dr. Walid Chakroun of Kuwait University, who implemented all the ASHRAE standards and the service resulted in specific measures to improve the IAQ and energy efficiency potentially reducing electric bills by 12%. The study has implications all hospitals in Kuwait.

The ceremony honors individuals whose scientific research and accomplishments have contributed to the advancement of their scientific fields, as well as their individual societies and the global community. Through recognizing and celebrating their achievements, the ceremony aims to inspire the next generation of researchers, scholars and leaders who will advance their societies through science. The Foundation provides the following prizes at the Annual Award ceremony: The Kuwait Prize, The Scientific Production Prize, The Al-Sumait Prize for African Development. The Kuwait Prize The Kuwait Prize, launched in 1979, honors and supports the scientific achievements of Kuwaiti and Arab scientists and researchers around the world. The Scientifc Production Prize The Scientific Production Prize, launched in 1988 upon the initiative of the late Amir Sheikh Jaber Al-Ahmed Al- Jaber Al-Sabah, aims to encourage and celebrate young Kuwaiti scientists and scholars who have an exceptional track-record in scientific research. The Prize is annually awarded to five Kuwaiti researchers, who are less than 45 years of age, in five scientific fields. The winner receives a cash award of 10,000 Kuwaiti dinars and a gold medal.

39 Al-Sumait Prize for African Development The Abdulrahman Al-Sumait Prize was launched as an initiative of His Highness The Amir of Kuwait, Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah, during the 3rd African Arab Summit hosted by the State of Kuwait in 2013, to support the development of African nations. The award was named in honor of the late Dr. Abdulrahman Al-Sumait, a Kuwaiti physician who dedicated his life to humanitarian work in the fields of Health, Education and Food Security for vulnerable communities in Africa. An award of one million USD is paid by the State of Kuwait annually, and the prize is administered by KFAS under the supervision of the Al-Sumait International Board of Trustees.

Al-Sumait Prize 2019 Winners:

Africa Rice Center (AfricaRice) The Africa Rice Center (AfricaRice) is a pan-African Center of Excellence for rice research, development and capacity building. It contributes to reducing poverty, achieving food and nutrition security and improving livelihoods of farmers and other rice value-chain actors in Africa by increasing the productivity and profitability of rice-based agri-food systems, while ensuring the sustainability of natural resources. It was established under the name “West Africa Rice Development Association (WARDA)” by 11 African countries and officially began operating in 1971 and headquartered in Abidjan, Côte d’Ivoire. Recognizing the strategic importance of rice in Africa and the effective geographic expansion of the organization, its Council of Ministers took a historic decision in 2009 to change the organization’s name to “Africa Rice Center (AfricaRice)”. Today AfricaRice’s membership comprises 28 African countries and receives funding from governments, foundations, international financial institutions, development banks, the private sector, as well as from the CGIAR Trust Fund.

40 Pan-Africa Bean Research Alliance (PABRA) Established by the International Center for Tropical Agriculture (CIAT) in 1996, the Pan-Africa Bean Research Alliance (PABRA) works with the whole range of actors involved in producing beans – one of the most actively traded commodities in Africa – to provide better beans for Africa. PABRA works in partnership with farmers, rural communities, non-governmental organizations (NGOs), traders and other private sector organizations to improve each aspect of the bean value chain, from production to market, using a market-led approach. PABRA is made up of an international network of bean researchers, 29 national agricultural research institutions, and more than 350 partner organizations. As a result of PABRA’s interventions, more farming families have access to improved and marketable bean varieties, new crop management techniques, micronutrient rich bean- based products, niche market varieties and products, and bean related skills and knowledge that help to increase incomes and boost food and nutrition security.

In 2019, KFAS continued its efforts to advance and promote a culture of science within Kuwaiti society, as well as support and nurture initiatives, projects and individuals whose work highlights the importance of science, innovation and creativity in enriching, advancing and strengthening society as a whole. Specialized centers of excellence continue to be funded as subsidiaries of KFAS, providing the country with additional ways to address national challenges through research and development. The Foundation and its subsidiaries achieved great success in 2019, due in large part to the strategic partnerships formed with local, regional and international entities. By implementing collaborative initiatives to promote STI with various sectors, and emphasizing youth as the future leaders of innovation, KFAS stayed true to its mission of stimulating and catalysing the advancement of STI for a sustainable Kuwait. Science, Innovation and Leadership Events – Hosted and Conducted by KFAS KFAS continues to support the professional development of various sectors in Kuwait through science, technology and innovation (STI). Conferences, Workshops and Activities – Funded by KFAS In 2019, a total of 46,362 people attended KFAS-funded conferences, workshops and activities, organized by the Foundation, to encourage a culture of science amongst the Kuwaiti society. Below are the most well attended workshops and events of 2019: The 7th Kuwait Competition for Science and Engineering: The Science Club organizes this competition annually, in order to ignite students’ interests in science and technology and enhance their creativity.

0 2013 2014 2015 2016 2017 2018 2019 Engaging and Empowering the Next Generation in Science 1.Science Academy at Kidzania The Foundation continued to support KidZania’s Sciences Academy in 2019, where the various activities attracted 34,493 visitors, ranging in age from one- year olds to teenagers. One of the main events of the year at KidZania was the initiatives called "Greener World – Space Expedition theme", held from March to May 2019, in which the visitors were able to gain some insight and experience into space exploration. In total, the program designed 8 scientific experiments in 2019 for KFAS Academy visitors, in cooperation with KidZania management. These experiments focused on three main scientific disciplines: biology, physics, and chemistry. In 2019, the Foundation supported training for high school students participating in the Geology Olympiads. Six students were trained for 30 days in preparation for the team’s participation in the International Olympiad. The team won a total of five medals at the International Olympiad in Geology held in South Korea: two silver and three bronze. The Science Olympiad team at the intermediate school level also won a bronze medal in the International Youth Olympiad.

3. Improving Students’ Mathematical Skills and Enhancing Teachers’ Competency

The GUST Center for Teaching, Learning & Research, which was established in collaboration with the Gulf University for Science and Technology, continued its activities in 2019 by focusing on improving the skills and capabilities of both students and teachers in mathematics. The Center focused on building capacity through the combination of using existing resources in the classrooms and mathematics curriculum, with new teaching methods in schools. The center presented a workshop entitled “Maths All Around Us”, to help children with learning disabilities in mathematics through using daily life concepts. Innovative teaching methods were used during the workshop, benefiting 20 students in the process. In addition, the center held a training workshop for secondary school teachers in the Ministry of Education entitled “Science, Technology, Engineering and Mathematics Education” (STEM Education), in cooperation with the Gulf University for Science and Technology and the American University of Beirut (AUB). In 2019, 438 teachers received training in cooperation with international institutes, aimed to enhance the competence of teachers and to provide them with effective teaching methods and techniques. Caption: Interactive session at the Gulf University for Science and Technology The GUST Center for Teaching, Learning & Research, which was established in collaboration with the Gulf University for Science and Technology (GUST), continued its activities in 2019 by focusing on improving the skills and capabilities of both students and teachers in mathematics. The Center focused on building capacity through the combination of using existing resources in the classrooms and mathematics curriculum, with new teaching methods in schools. In 2019, under the bilateral cooperation agreement signed with GUST, the Foundation provided full financial support to organize 12 workshops for a number of mentors and teachers of the Ministry of Education in addition to students. Teachers also received capacity building opportunities under the Bareeq program, where in 2019, 15 teachers attended an advanced training course at the University of California, Berkeley in the United States.

Recognizing Outstanding High School Students The Foundation continued its annual tradition of recognizing and honoring exemplary Kuwaiti high school graduates from both the science and literary disciplines, in an attempt to recognize their outstanding achievements and to encourage excellence among the youth. The students with the top ten scores on their final exams within each discipline are awarded. On June 26, 2019, the Foundation held an award ceremony, celebrating the 21 students who were selected for the award. As part of the reward, a trip to Malaysia was organized for 14 outstanding students during which visits were made to important touristic, cultural and scientific sites. KFAS continues to foster the talents and creativity of students and inventors through the Sabah Al-Ahmad Center for Giftedness and Creativity, which was established to create an environment to further the innovative skills and competencies of these individuals.

5. The Citizen Science Program in Cooperation with the Ministry of Education and Kuwait University Citizen science is defined as the process of collecting and analyzing data related to the natural world by members of the general public, through collaborative projects with researchers and professional scientists. The goal is to enhance the engagement of the general public on issues that are related to science, as well as aspire their personal passions. It is also meant to enhance the capabilities of researchers, as well as promote to the advancement of scientific research and technological development. In 2019, the following initiatives were launched:

In cooperation with NASA and the Ministry of Education, the first season of the NASA Globe Program for 2018-2019 was completed with the participation of 85 students and 31 schools. NASA Globe was developed in cooperation with the Ministry of Education, in an attempt to design a special training plan to raise the capabilities of students in the field of scientific research, especially in relation to global issues, such as climate change. Thus, a number of distinguished school students completed their summer training in Detroit and are now being trained on the basics of creative writing under the supervision of Dr. Naif Al-Mutawa, a Clinical Psychologist and Clinical Hypnotherapist and Found of The Soor Center for Professional Therapy and Assessment The Global Learning and Observations to Benefit the Environment (GLOBE) Program is an international science education program that provides students and the public worldwide with the opportunity to experience and participate in the scientific process. Through the engagement of these students, the goal is promote a better understanding of the Earth and global environment through interdisciplinary activities and investigations about the atmosphere, biosphere, hydrosphere, and soil/pedosphere, which have been developed by the scientific community and validated by teachers. Air Visual - Citizen Science Project: The Air Visual – Citizen Science Project, in collaboration with Kuwait University was launched to highlight the importance of air quality and its impact on our health. The aim of the project is to spread education and awareness on the impact of pollution, that affect both the quality of air, indoor and outdoor. The goal is to help citizens create healthier more productive environments. The Citizen Science program completed the preparations to launch its project to monitor air quality, in cooperation with Kuwait University, by installing 134 devices in 80 locations.

Ambassadors of Nature:

The Ambassadors of Nature initiative, in cooperation with the Ministry of Education, aims at improving the photography and videography skills of high school students while deepening their understanding and appreciation of nature. In 2019, 59 students from 34 schools were trained on understanding the biological diversity of birds, as well as monitoring local and migratory birds using the “NASA Protocol”. The training was run by the voluntary team Environment Lens, a group of photographers and videographers specialized in capturing environmental and wildlife footage.

6. Enriching the Arabic Scientifc Content with Pioneering Publications As part of KFAS’ goals is to promote a scientific culture among local and regional populations in Arabic, the Advancement of Science Publishing and Distribution Company (ASPD) participated in 5 international book fairs in 2019. 8. Sharek Electronic Forum Sponsored by KFAS and organized by the Gulf University for Science and Technology (GUST), the ‘Sharek Forum’ is an interactive electronic platform for Math, Science, English and Arabic language teachers in public schools. The Forum provides teachers with the opportunity to share practical experiences with each other, thereby increasing knowledge exchange and networking. Launched in 2018, by the end of 2019, the Forum has registered 503 teachers. 9. Interactive Lessons Project – Menhaji In its efforts to foster and encourage the use of technology, KFAS funded a pilot project called “Menhaji”, which electronic platforms to enhance learning. The project develops content designed to support the Ministry of Education’s curriculum, and uses technology to convert the content into interactive educational material in subjects such as mathematics, science and English.

50 WWW.KFAS.ORG In addition to developing technological solutions to keep pace with the fast-moving digital age, Menhaji also focuses on developing the capabilities of teachers. These efforts are part of a strategy aiming to provide teachers with creative educational methods to foster their communication skills with their students. The development and implementation of this pilot project took three years (2016-2019), focused mainly on mathematics, science and English for 6th and 7th graders (boys and girls) from eight public schools of various educational areas in Kuwait. Teachers used 10,658 interactive materials in a total of 3,500 interactive classes, with 688 male and female students.

10. A New List of Scientifc Books Issued By KFAS Since its role is primarily to promote scientific culture among all segments of society, in 2019, the Foundation issued a set of books aimed at instilling passion for science in children through simplified scientific content with fun illustrations. These books, which provide scientific content in Arabic, allow children to role play as scientists by providing simulations of simple scientific experiments that can be conducted at home under the supervision of parents, as well as other recreational activities. REINFORCING INTERNATIONAL PARTNERSHIPS TO BUILD NATIONAL CAPABILITIES 51 Engaging and Empowering the Community as a Whole Space Generation Moon Village Workshop With support from the Space Generation Advisory Council (SGAC), KFAS held a Space Generation Moon Village workshop to raise local awareness on the value of lunar exploration. The SGAC comprises a large network of students and young professionals in the space industry, and acts as a channel for youth voices from non-space faring countries to the Committee of Peaceful Use of Outer Space. The workshop created the opportunity for youth in Kuwait to contribute to the SGAC projects group.

Building the Capacity of Civil Society on Public Awareness Outreach To build the capacities of local NGOs, a workshop was held, in collaboration with UNEP/ROWA, titled “Enhance the capacities of Kuwait NGOS to contribute to the national efforts in protecting the environment”. The goal was to further develop science communication skills and participants were trained on project development, proposal Writing, and communication strategy development. Advocating Science through Informal STEM Education KFAS encourages and fosters a culture of science and innovation and continuously supports programs and activities that focus on developing the skills of talented youth. Throughout 2019, the Foundation advocated science through informal STEM education by holding several targeted workshops, which are highlighted below with a brief description for each:

52 WWW.KFAS.ORG Design Squad Global The Design Squad Goal (DSG) was launched in collaboration with Engineers without Borders-Kuwait (EWB) and Gulf University for Science and Technology (GUST) in 2018. In its second year, the DSG students explored engineering through creative, fun-packed, high-energy activities, and learn to use a series of tried-and-true steps to think through and work out a problem. The Club’s international partnership provides students with a special opportunity to work alongside a partner club from another country, allowing students to learn more about their partner’s cultures, communities, and lives, deepening their awareness and interest in the wider world.

Coded Juniors In collaboration with CODED, a CODED Juniors workshop was held in Abdullah Al-Salem Cultural Center, for students between the ages of 6 -14. The aim of the workshop is to teach students, from a young age, the basics of coding and technology, using the latest tools, gadgets and programming languages.

CODED Web Design In collaboration with CODED, a 2-day workshop was held to teach students how to design, code and deploy their own static website. Student learned HTML and CSS through building a simple static website, and designed their own website using Bootstrap, simple templating tools and GitHub to take their website live.

CODED Hackathon and Bootcamp A 24-hour hackathon was held to bring together the best coding and design minds in a collaborative environment to compete and build a tech solution for a set of projects in 24 hours. The hackathon was followed by CODED Bootcamp, focused on web and application development, which was offered to the CODED Hackathon’s top winners.

Kuwait Robot Competition: KUBOT Robotics In partnership with Al-Sayer Group and collaboration with Kuwait Innovation Center, the Kuwait Robot Competition called ‘KUBOT Robotics’ was held. The competition, for high school students, aimed to unleash student creativity through robotics, problem solving and STEM education. The training provided the practical material and the tools needed to learn and to compete, while motivating the students to be innovative.

Collaboration with Computer Engineering Society (CPES) With the aim of engaging college level students in STEM, several workshops and an open day were organized in collaboration with the Computer Engineering Society (CPES), a part of Kuwait University’s College of Petroleum Engineering. The CPES held various coding training workshops as well as organizing an open day called W-NASA, where around 1500 students participated.

CERN in Kuwait Exhibition KFAS in cooperation with Kuwait University, the European Organization for Nuclear Research (CERN) and the Center for Elementary Particle Physics, affiliated to Sheikh Ebrahim bin Mohammed Al-Khalifa Centre for Culture & Research, organized the ‘CERN in Kuwait Exhibition’. The aim of the exhibition was to encourage middle and high school students to appreciate modern physics and the origin of the universe, and motivate students to continue their scientific and academic disciplines. This was done through the use of several exciting exhibits, including watching a film on the history of the universe and its formation as well as an interactive game to accelerate and collide protons.

REINFORCING INTERNATIONAL PARTNERSHIPS TO BUILD NATIONAL CAPABILITIES 53 Capitalize on the Talents and Innovative Initiatives Building capacity on Science Communications • Chief Science Officers (CSO) The Chief Science Officer Program (CSO) was launched in collaboration with the Ministry of Education to engage young talent in the advocacy of science. CSO seeks to develop its students’ scientific and technological capabilities, as well as enhance their leadership skills, personal abilities and self-building potential, allowing them to be influential citizens as well as leaders in science and technology. It is aimed for 6-12th graders who then serve as elected advocates for STEM and innovation in schools and communities. For the second year in a row, Kuwaiti CSOs participate in the International CSO Summit in Washington DC. The Organizers from the SciTech Institute usually nominate students suitable to attend the annual meeting and the following students were chosen to attended in 2019: Abdullah AlQallah and Awrad AlHazzaa.

Building capacity of youth in STEM • CERN Summer Student Programme The CERN Summer Student Programme offers university and post-graduate students pursuing degrees in physics, computing, engineering and math a unique opportunity to join in the day-to-day work of research teams participating in experiments at CERN in Geneva, Switzerland. student were able to observe working in a multidisciplinary and multicultural environment, making valuable and long-lasting contacts with other students and scientists from all over the world. In addition to the work with experimental teams, students also attend a series of lectures specially prepared for them to share their knowledge about a wide range of topics in the fields of theoretical and experimental particle physics and computing.

• Training the Team of Kuwait Cubesat KFAS funded a team from Kuwait University working together with the UAE Space Agency, Mohammed Bin Rashid Space Center (MBRSC), Khalifa University and University of Colorado at Boulder to build 1U Cubesat. The main objective of this project is to train postgraduate and undergraduate students in the field of space technology and to build the infrastructure of the first Kuwait University Space Lab.

Encouraging the inclusion of youth and women in STEM The first workshop titled, ‘Promising Practices for Improving the Inclusion of Women in Science, Engineering, and Medicine: Lessons from Kuwait and the United States’ was held as part of a series in collaboration with the National Academy of Sciences. The workshop, which were held in both the US and Kuwait, involved 30-40 leaders in academia, government, and business, and will focus on successful strategies and programs in both countries that increase opportunities for women. Two workshop proceedings will be produced, in English and Arabic.

54 WWW.KFAS.ORG KFAS Centers and Subsidiaries The Scientifc Center The Scientific Center of Kuwait’s mission is to advocate science and promote environmental awareness in a fun-filled learning experience. Established in 2000, one of the Center’s main objectives is to popularize science and general knowledge at all levels of education through its interactive attractions and innovative pedagogical programs. Since its inception, the Center’s Aquarium, IMAX Theatre and Discovery Place have welcomed more than 11 million visitors, providing year-round interactive attractions and educational programs, as well as films, lectures, and workshops for all age groups. In 2019, more than 475,000 people visited the Center and its many attractions, amongst them 115,585 students from 1661 different schools. In 2019, the Scientific Center held many programs, activities and events catering to all demographics and focusing on developing a culture of science in Kuwait. Below is a brief on each program and its activities.

Public Programs 45 public programs organized by the center where 8,639 attended which aimed to integrate the Aquarium, Discovery Place and IMAX through community engagement activities and touchpoints.

Events The Scientific Center hosted and organized many events throughout the year focusing on making science fun and accessible to all. Three of the main events in 2019 were the three-month long “Re_use program”, “Space Month”, and “Meeting Sophia the Robot”, held for the first time in Kuwait.

‘Re_use’ Program The three-month long Re_use program at the Scientific Center is a unique multi-arts program that seeks to create a sustainable, integrative environment to further social interest and research in the fields of environmental sustainability and STEM education. The program featured a multimedia exhibition which investigated topics related to environmental sustainability and shed some insight on the practical and creative solutions to tackle global challenges. The exhibition involved interactive, digitally creative works by local and international artists and designers that engaged visitors. Furthermore, ‘re_use’ also included an audio-visual performance at the IMAX theatre, as well as a lab program offering educational classes for both adults and children with a dedicated space focusing on the local relevance of the program’s central topic to Kuwait’s future. Visitors of all ages participated in the workshops, proving the effectiveness of the program in serving as a knowledge-exchange platform for topics related to environmental sustainability.

CELEBRATING THE ACHIEVEMENTS OF THE LEADERS OF SCIENTIFIC RESEARCH 55 Space Month In celebration of World Space Week, the Scientific Center of Kuwait organized a variety of events for an entire month for optimal space fun. The Center transformed into a Space wonderland with various programs for visitors of all ages aimed at exploring the known universe and its various components. Some of the main events of the month included the “Experiment in Space” Competition, a talk titled ‘GCC in Space: Past, Present and Future’ as well as the highlight of the month, meeting Sophia the Robot.

Sophia the Robot for the First Time in Kuwait The Scientific Center hosted a special event, in collaboration with KFAS, on October 24- 25, 2019, where a meet and greet was held with Sophia the Robot, where visitors got to engaged with Sophia face to face. A lecture on robotics and artificial intelligence (AI) was also held by Dr. David Hanson, the creator of Sophia the Robot.

Through its educational programs, the Institute continues to focus on diabetes management, treatment, and prevention by developing educational and awareness-raising programs. The Jaber Al-Ahmad Center for Nuclear Medicine and Molecular Imaging (JACNMMI), was established in September 2013 to support the advancement of healthcare through nuclear medicine and molecular imaging. This involves providing innovative therapeutic solutions for various medical complications, through the use of 3D molecular imaging and fostering clinical research. The Center aims to be a regional hub for nuclear medicine and molecular imaging and consists of state-of-the-art imaging devices and a cyclotron for radioisotope production that provides high- quality medical imaging services. Furthermore, the Center has established partnerships with local and international institutions to support capacity building in the field of nuclear medicine.

These accessible learning materials provide high quality education for all those interested in furthering their education. The Academy formed a network of local, regional and global partners, to support the development of the Academy and its educational tools and resources, including the Ministry of Education, Kuwait University, Gulf University for Science and Technology, the Petroleum Training Center (Kuwait Petroleum Corporation), the National Fund for Small and Medium Enterprises Development, Manpower and Government Restructuring Program and the Saudi company Doroob, as well as the Bayt website and the University of Arizona, USA. CELEBRATING THE ACHIEVEMENTS OF THE LEADERS OF SCIENTIFIC RESEARCH 65 Supporting Evidence-Based Public Policy KFAS continues to work with the General Secretariat of the Supreme Council for Planning and Development through the Kuwait Public Policy Center in an effort to advance policymaking through science, technology and innovation (STI). In 2019, KFAS supported a number of studies on health, social safety net, economy, energy and education to provide data and analyses, as a means to drive national development through strategic, evidence-based decision-making. The Foundation, in collaboration with world renowned centers of excellence and international research institutions, such as the London School of Economics and Political Science (LSE), the Oxford Institute for Energy Studies (OIES), the Oxford Economics and the Laboratory for Interdisciplinary Evaluation of Public Policy (LIEPP), and Sciences Po developed a research platform to expand on the vast knowledge and expertise of these institutions, as a means to foster solutions to address national challenges. After completing the assessment on the status of the healthcare system in Kuwait, KFAS and the Kuwait Public Policy Centre (KPPC) commissioned the London School of Economics and Political Science to provide an assessment on the strategic directions for reforming the national healthcare system, which includes 15 strategic recommendations under the following five main topics:

66 REINFORCING INTERNATIONAL PARTNERSHIPS TO BUILD NATIONAL CAPABILITIES In October 2019, the Foundation finalized the development of the draft law on the practice of medical professions and patients’ rights that provides legislation based on scientific research, best practices, as well as the constitutional framework of the State of Kuwait. The goal was to ensure a minimum level of reorganization of the health care system in Kuwait, to support the restructuring process proposed in the strategy. A copy of the draft law was provided to all the relevant authorities. The university was also commissioned to prepare a study to compare the legislative proposal with British and European practices. The first draft of the study was completed in November and its final version is currently under review.. Social Safety Net Policy KFAS and the Kuwait Public Policy Centre (KPPC) commissioned the Laboratory for Interdisciplinary Evaluation of Public Policy (LIEPP), a research platform at Sciences Po, to evaluate the social policy system in Kuwait, by analysing current social benefits through the financial, legal and institutional aspects of programs and policies. The assessment also provides some recommendations for developing new social policies in Kuwait, focusing on investment to enhance the vitality of society and support a national economy that is less dependent on oil revenues. Health 1. Preparing the Health Care System Reform Project and Suggesting Strategic Reform Directions Within the framework of reforming project of the health care system in Kuwait and in line with the preparation of strategic reform directions, a team from the London School of Economics and Political Science visited Kuwait in January 2019 to present the initial conceptualization of the strategic directions report as well as the team’s observations and recommendations. As part of this exercise, two workshops were organized on the 9th and 10th of January, 2019, with the aim of presenting the proposed strategic lines and their applicability as well as giving the experts the opportunity to share their feedback, comments and suggestions in preparation for the final stage of strategy approval. Around 45 representatives of the senior management and decision-makers in the Ministry of Health participated in the first workshop on January 8, 2019. Healthcare experts from local academic and research institutions and non- governmental organizations, as well as relevant public sector entities and representatives from the private sector participated in the second workshop that was organized on January 9, 2019. The Undersecretary of the Ministry of Health has also met with the research team to discuss the proposed strategy in detail. The two sides agreed that the strategy should be detailed as was agreed on and that the draft strategy would be presented in another workshop that would be organized in April. The research team completed the report’s drafting in April 2019. The report highlighted the strategic directions for reforming the health care system in Kuwait included fifteen strategic recommendations under the following seven major headlines: 1. Restructuring the health care system and separating the three agencies that organize, provide, and finance the health care system, according to the suggested plan presented in the report. 2. Determine the compensation systems for health care providers 3. Develop a strategy for e-health and information systems 4. Establish an evidence-based health advisory body 5. Develop and implement the National Health Care Survey 6. Develop a strategy for preventive care and public health 7. Develop a strategy for human resources

2. Draft (19) of law bill on the practice of medical professions and patients’ rights (Dr. Mashael Al Hajri and Dr. Raed Hashim - 2019) and its white paper "A Treatment for care providers conditions: A proposed legislative approach to regulate medical practice in the State of Kuwait" The draft law was prepared during the period extending from June 2018 to April 2019 within the joint framework between the Kuwait Public Policy Centre and the Foundation for the purpose of supporting the establishment of informed mechanisms for law and policy-making. The proposed legislation aims to update Law No. 25 of 1981, by reformulating the relationship between the health care system parties in order to ensure the provision of a good quality health care service, as well as to guarantee the rights of patients and medical professionals at the same time. The involved parties aimed to reach this objective by studying the institutional, ethical and economic framework of the law, researching international best practices as well as consulting all the concerned parties in the medical and legal community in the State of Kuwait. The bill was drafted by two Kuwaiti experts in this field; Dr. Mashael Al Hajri - Professor of Private Law at the School of Law in Kuwait University, and Dr. Raed Sayed Hashim, president of Kuwait Emergency Medicine Society, representative of the Medical Association in the Medicine and Law Committee and Director of the Amiri Training Centre. These experts were commissioned to work on the bill by the joint work umbrella that includes several bodies representing the medical community in Kuwait, including institutions and associations. The white paper "A Treatment for care providers conditions: A proposed legislative approach to regulate medical practice in the State of Kuwait" aimed also to document the methodology of preparing this law and to detail the philosophical, legal and historical frameworks for the project. The purpose of the white paper was to present an explanatory document for the law and to prepare for the accumulation of knowledge in this area in the future. The final workshop was organized on May 23, 2019 in the presence of 18 experts and representatives of medical societies who have been involved in the project since its initiation.

68 REINFORCING INTERNATIONAL PARTNERSHIPS TO BUILD NATIONAL CAPABILITIES Economy KFAS and the Kuwait Public Policy Centre (KPPC) commissioned the Laboratory for Interdisciplinary Evaluation of KFAS and the Kuwait Public Policy Centre (KPPC) commissioned the Oxford Economics and a group of Kuwaiti economic experts to analyse the medium and long-term financial and economic impact that could potentially ensue from the implementation of the policies of the Kuwait National Development Plan (KNDP) through an economic model that was developed. The study included recommendations, which called for broader support of KNDP reforms and objectives to mitigate financial risks, achieve more sustainable financial results in the medium-term and improve long-term economic outcomes. KFASA white paper was developed highlighting the main findings of the research, where not were the potential impact of the financial reforms highlighted, but also clarifying the scale and quality of challenges associated with the implementation of the national development plan. The paper also stressed the importance of dealing with any of the economic and social implications of implementing the development plan and emphasized the importance of mobilizing political support to achieve these reforms. Energy KFAS, in cooperation with the Oxford Institute for Energy Studies, finalized an assessment in constructing a general balance economic model for Kuwait, that will be applied in determining the impact of various policies, particularly energy related ones, on the Kuwaiti economy. Furthermore, the assessment proposed policies that highlight the necessary steps needed for economic reform and sustainability. The Foundation also organized two training courses on Computable General Equilibrium Model (CGE) in Kuwait in April 2019 with the participation of 20 specialists from the General Secretariat of the Supreme Council for Planning and Development, the Kuwait Center for Public Policy, the Central Bank of Kuwait, and the Central Administration of Statistics. The joint research team contributed to the completion of the Energy Outlook report in Kuwait (KEO) issued by the Kuwait Institute for Scientific Research, especially on the evaluation of economic policies related to energy transformation and pricing. Education In 2019, a team of researchers from Kuwait was assigned to prepare a research project on the educational system in Kuwait, particularly on further developing the skills and capabilities of teachers, including an accreditation program. The first phase of the study consisted of a survey on previous initiatives and programs related to teacher development, while the second phase focused on assessing the needs to achieve this reform based on the outputs of the first phase and the results of previous similar programs. The study relies on international and regional standards to measure the desired level of education in Kuwait. In conclusion, the study will provide a detailed proposal to establish a teacher education center in Kuwait and design its programs.

WWW.KFAS.ORG 69 Financial Highlights Policy for Investment, Spending and Financial Sustainability To support its strategic objectives, the foundation relies on generous contributions. The KFAS relies on two main sources: Kuwaiti share-holding companies and the foundation’s return on investment in its endowment. Recently, it has become necessary to increase sources of revenue, due to the sharp decline in contributions received from Kuwaiti companies, through capital investment in various assets locally and internationally. This has allowed the foundation to generate the appropriate returns needed to provide liquidity for research and programs, while maintaining a great deal of reservation and risk reduction. With that in mind, KFAS developed a strategic plan for its investments after consulting world-class specialists and completing a comprehensive study and plan. This plan entails allocating funds that would enable KFAS’s gradual exit from markets, should any financial circumstances, developments or variables require it to do so. In 2013, the board of directors approved the strategy of distributing the foundation’s investments across various markets with the help of experienced government agencies. KFAS adopted a conservative investment strategy that provides a balance between reducing risk and maximizing returns, by owning a diverse portfolio which follows a stop-loss investment policy with a low-cost structure avoiding investment in one category and increasing diversification. The KFAS holding company manages, organizes and develops the work of the centers, as well as providing mechanisms for revenue generation. This enables the centers to continue fulfilling their mandates and strategies within the Foundation’s limited annual budget.

Cash Revenue: The annual contributions received from Kuwaiti shareholding companies for the year 2019 amounted to approximately 30 million dinars, around 90% of this year's budget, and 92% of the average expenditure for the previous three years, while the cash returns from investments cover the remainder of the foundation’s budget.
