1 The distances are adjusted for a sign legibility distance of 180 feet for Condition A. The distances for Condition B (with the exception of the potential stop condition) have been adjusted for a sign legibility distance of 250 feet, which is appropriate for an alignment warning symbol sign. For Conditions A and B, warning signs with less than 6-inch legend or more than four words, a minimum of 100 feet should be added to the advance placement distance to provide adequate legibility of the warning sign. 2 Typical conditions are locations where the road user must use extra time to adjust speed and change lanes in heavy traffic because of a complex driving situation. Typical signs are Merge and Right Lane Ends. The distances are determined by providing the driver a PRT of 14.0 to 14.5 seconds for vehicle maneuvers (2018 AASHTO Policy, Table 3-3, Decision Sight Distance, Avoidance Maneuver E) and adjusted for a legibility distance of 180 feet for the appropriate sign. 3 Typical condition is the warning of a potential stop situation. Typical signs are Stop Ahead, Yield Ahead, Signal Ahead, and Intersection Warning signs. The distances are based on the 2018 AASHTO Policy, Table 3-1, Stopping Sight Distance, providing a PRT of 2.5 seconds, a deceleration rate of 11.2 feet/second2. 4 Typical conditions are locations where the road user must decrease speed to maneuver through the warned condition. Typical signs are Turn, Curve, Reverse Turn, or Reverse Curve. The distance is determined by providing a 2.5 second PRT, a vehicle deceleration rate of 10 feet/second2, and adjusted for a sign legibility distance of 250 feet. 5 No suggested distances are provided for these speeds, as the placement location is dependent on site conditions and other signing. An alignment warning sign may be placed anywhere from the point of curvature up to 100 feet in advance of the curve. However, the alignment warning sign should be installed in advance of the curve and at least 100 feet from any other signs. 6 The minimum advance placement distance is listed as 100 feet to provide adequate spacing between signs. Note: Warning signs that advise road users about conditions that are not related to a specific location, such as Deer Crossing or SOFT SHOULDER, can be installed in an appropriate location, based on engineering judgment. 1 The provisions for the use of Horizontal Alignment warning signs and devices are contained in Section 2C.06 and Table 2C-4a. 2 A roadway is considered to have pavement markings when either a center line, edge line, or both are present. 3 See Section 2C.06 for the use of a One Direction Large Arrow (W1-6) sign in place of or to supplement delineators and chevrons. 4 See Section 2C.59 Table 2C-5. MAJOR CRASH USE ROUTE 46 AT EXIT 12 TO NEW YORK

Phase 1 Phase 2 Table 2L-3. Examples of Message Construction for CMS

Example Phase Potential Message Improved Message Comments Diversionary message: Each message phase EXIT 10 1 EXIT 10 should convey a complete thought independent of CLOSED the other message phase. The entire message 1 should also make sense regardless of which phase CLOSED USE read first. 2 USE EXIT 12 EXIT 12

Advance warning message: ROADWORK ROAD WORK Condensing ROAD and WORK into single word is 1 AHEAD AHEAD not necessary since sign width will accommodate th 2 conventional 2-word message. CAUTION FINES A general CAUTION message is not specific enoug 2 CAUTION DOUBLE to be actionable by the road user. CAUTION Message should not be repeated to fill sign. Advance warning message: RIGHT RIGHT LANE Use of single phace message reduces time 1 LANE CLOSED necessary to read and glaces away from the road. CLOSED 1 MILE 3 Second phase does not provide a complete N/A message. 2 1 MILE Single-Phase Message

RIGHT LANE Advance warning message: RT LN CLSD 1 CLOSED Less common abbreviations (Table 1A-2) are not 1 MI 1 MILE warranted when the sign can accommodate the full 4 message. Abbreviations in Table 1A-2 should be N/A N/A limited only to portable CMS where the number of 2 Single-Phase Message Single-Phase Message characters per line is limited.

9TH AVENUE Directional message: 9TH AVE SW 1 SOUTHWEST Conventional abbreviations for street name KEEP RIGHT KEEP RIGHT descriptors (Table 2D-3) are used for consistency 5 with standard signs to improve recognition and N/A N/A reduce the apparent amount of legend. 2 Single-Phase Message Single-Phase Message

EXPWY CONGESTED Diversionary message: US 19 1 USE 101 Lack of Expressway is vague to CONGESTED FOR AIRPORT unfamiliar road user. 6

N/A AIRPORT Adding exit number for diversion route simplifies 2 Single-Phase Message USE EXIT 101 message.

TRAVEL TIME TO I-89 JCT Travel time information: 1 I-89 12 MILES TRAVEL TIME legend is extraneous and out of 13 MINUTES 13 MINS context for the distance message. 7 Changing only one line of legend between phases TRAVEL TIME TO N/A compromises recognition of the message. 2 I-89 Single-Phase Message 12 MILES

STATE LAW Safety campaign regulatory message: SEAT BELTS 1 FASTEN Slogan-type message does not convey the legal SAVE LIVES SEAT BELTS requirement. 8 As an alternative, the STATE LAW legend could be N/A N/A eliminated and the fine for violations displayed on a 2 Single-Phase Message Single-Phase Message second phase to convey the regulatory nature of th message.

NO HAND-HELD Regulatory message. DONT TEXT 1 PHONE Slogan-type message does not convey the legal JUST DRIVE BY DRIVER requirement. 9 Phase 2 of the improved message can be eliminate $250 FINE without any loss of meaning to Phase 1. 2 IT CAN WAIT AND POINTS Note: Examples shown are for single-color CMS with pixel spacing greater than 20 mm and use all upper-case lettering.
