PRCS HUMANITARIAN OPERATION IN (NWFP)

Situation Report ‐ 46 Reporting period – till 19th Nov, 2009

MAIN KEYPOINTS

• Till 14th November, 1.66 million individuals have returned back to Swat, Buner and Malakand. • Bajaur and Waziristan IDPs registration continues as their numbers increase. • PRCS scoping mission to Bhakkar and Mianwali reports absence of IDPs in Punjab. • 3 PRCS‐ICRC camps (2 old and 1 new) still running hosting 4818 individuals. • Relief and Recovery phase for IDPs has started along‐with the still ongoing Immediate Response phase. • PRCS MHU and BHU in Swat continue working under tough security conditions. • PRCS GRC and ICRC distributed Family Package to 465 families to IDPs in District Shangla.

Situation in Brief According to the Government reports the militancy in Swat and the operation against the militants in the area resulted in displacement of 383,190 families, making a total of 2.7 million displaced individuals.

Return Situation On 11 July 2009, the Pakistani government announced “Niwa‐e‐Seher”, allowing over two million people who had fled the fighting in the of the North‐West Frontier Province to return to their homes from July 13, 2009. Since its inception, 237,182 families (1.66 million individuals) belonging to Swat, Buner and Malakand have returned to their homes as per PDMA1 and PaRRSA2 reports (up‐till 14th November).

Bajaur Displacement In the early weeks of October, new displacements from Bajaur Agency took place due to the renewed military operations around Mohmund and Salarzai making the total number of IDPs equal to 146,408 families (1.02 million individuals).

Waziristan Displacement The already enormous humanitarian needs have increased as the conflict in South Waziristan causes further population movements and poses further problems. According to OCHA3, as of 10 November, 48,620 displaced families (approx. 350,000 individuals) were registered in Dera Ismail Khan (D.I. Khan) and Tank Districts.

In October, a scoping mission was sent by PRCS to Bhakkar and Mianwali. The findings indicate that there is no evidence of movement of IDPs towards the Punjab districts. It is further suggested that the situation is not expected to change.

3 OCHA: Office for the Coordination of Humanitarian Affairs PRCS Response The PRCS being largest national humanitarian organization was requested by the NDMA4 to provide support in this humanitarian catastrophic initially. So PRCS with support of ICRC5 had established some 8 x IDP Camps (including 3x previous camps) at different locations accommodating over 6,500 families of Swat and Buner during the immediate Response Phase.

The voluntary returning of IDPs back to Swat resulted in closure of camps all over and today 7 camps of PRCS‐ICRC have closed down. The PRCS camps near the conflict area (Malakand A and B and Pitao) were also being used as transit camps while the IDPs were returning and it was decided to keep these camps running so as to facilitate the returnees. Camp Pitao is still operational.

PRCS and her Movement Partners, along with the Government and other humanitarian agencies are working tirelessly to facilitate the IDPs. A new PRCS‐ICRC camp Sadbar Kalay (Lower Dir 4) has been set up to accommodate the fresh IDPs of Bajaur. It’s currently hosting 223 families.

Besides the Response phase, PRCS, Movement Partners and other Partner National Societies (PNSs) are working in Relief, Early Recovery and Rehabilitation phases. The ongoing and planned activities include reconstruction/rehabilitation of Health and Education facilities, livelihood support among other interventions.

Health

Swat In Swat PRCS‐ICRC is running one Basic Health Unit (BHU) and Mobile Health Unit (MHU).

In the third phase of IDPs Operation starting from May 2009, more than 150,000 beneficiaries (including in‐camp, out of camp and residents) have been treated by PRCS health teams.

WATSAN All the Camps had the necessary WATSAN facilities available including male/female latrines, male/female showers, washing pads, waste disposal bins and clean water drinking and storage facilities.

The PRCS with IFR6C has completed 17 water supply schemes, 82 latrines, 84 washrooms and 34 washing pads in both Haripur and Mansehra out‐of‐camp. Also in Haripur and Mansehra, 131 Participatory Hygiene and Sanitation Training (PHAST) sessions have been conducted benefitting 1,590 individuals.

PRCS‐ ICRC Activities

Food PRCS‐ICRC is distributing food packages to different areas of Malakund, , Dir and Swat. This food package is a standard package consisting of Flour (50 kg), Rice (20 kg), Beans (20 kg), Cooking Oil (15 kg), Sugar (10 kg) and Tea and Salt (1 kg each) making a total Food Pack of 117 kg for one month’s usage.

These distributions were done in Malakand, Dir, Swat and Baluchistan. PRCS‐IFRC IDPs OFF Camps Activities

Under the joint IDPs relief operation with IFRC, the assistance (NFI and Health & Care) is being provided to some 8,000 IDPs families living with host families of Districts Haripur, Mansehra, Abbottabad and surrounding areas of Hazara Division.

The PRCS‐IFRC NFI distribution took place in two phases. Phase I relief packages consisted of one kitchen set, two jerry cans, two buckets, two mosquito nets, one kerosene stove and one hygiene kit. Phase II items included two foam mattresses, two sleeping mats, four bed sheets and one FM/AM radio.

PRCS and German Red Cross (GRC) ‐ IDPs Off Camp Activities

PRCS working jointly with GRC and ICRC assessed district Shangla for IDP families and subsequently based on the results distributed the ICRC Family Package to 465 families in Shangla in mid October.

One ICRC Family Package consists of Wheat Flour (50 kg), Rice (20 kg), Split peas (25 kg), Vegetable Oil (15 kg), Sugar (5 kg), Tea (1 kg), Salt (1 kg), Laundry Soap (1 kg), Body Soap (5 pieces) and Hygiene Cloth for women (1 pack).
