PEPIN COUNTY FINANCE/PROPERTY/RESOLUTION

September 16, 2015

1. Call to order Chairman, Jim Dawson, called the meeting to order at 12:10 p.m. stating the meeting was properly noticed per Section 19.84 of the Wisconsin Statutes. The meeting was held in the County Board Room of the Government Center. Supervisor Dawson and Supervisor Jelle met at 11:00 a.m. to inspect and approve vouchers.

2. Establish Committee members present were Jim Dawson, Dwight Jelle and Peter Adler.

3. Public Comments on Items None

4. Approval of the Agenda It was noted that Paula Winter, Human Services Director, and Monica Bauer, Register of Deeds, will not be in attendance to discuss agenda items 7 and 9, respectively. It was decided that agenda item 9 concerning the Government Center repair, would be addressed when the Maintenance Department representatives were able to come in to the meeting.

5. Approve of the August 13th Finance Committee Meeting Motion by Supervisor Adler, seconded by Supervisor Jelle, to approve the minutes of the August 13, 2015, Finance/Property/Resolution Committee meeting. Motion carried by voice vote with no negative votes.

6. Peggy Manor, Humane Society Director 2016 Proposed Budget for the Animal Shelter Peggy Manor presented the 2016 proposed budget for the animal shelter. Motion by Supervisor Jelle, seconded by Supervisor Adler, to approve an $875.00 increase for the Humane Society with looking into the overall contract between the Animal Shelter and the County and the contract between the dog catcher and the County. Motion carried with no negative votes.

7. Paula Winter, Human Services Director Resolution – Human Services Department Request for Economic Support Worker Position 01- 01-2016 fully reimbursed by the Western Region Economic Assistance (WREA) Consortium Motion by Supervisor Adler, seconded by Supervisor Jelle, to pass the resolution titled “Human Services Department Request for Economic Support Worker Position 01-01-2016 fully reimbursed by the Western Region Economic Assistance (WREA) Consortium” on to the County Board. Motion carried with no negative votes. Out-of-State Training Request for Department of Human Services with all Expenses Paid by Western Region Recovery and Wellness Consortium (WRRWC), per Employee Handbook Policy Motion by Supervisor Jelle, seconded by Chair Dawson, to approve the out of state training request. Motion carried with no negative votes.

8. Maria Holl, Land Management/Land Records 2016 Proposed Budget Motion by Supervisor Jelle, seconded by Supervisor Adler, to accept the 2016 proposed budget for Land Management. Motion carried with no negative votes.

9. Darlene Brunner, Personnel Director Government Center-Consultant to analyze the comprehensive repair needs of the Government Center Pepin County Maintenance Technicians Andy Holmstadt and Nolan Andre along with Cedar Corp consultants Cory Scheideler and Kris Dressler and Ayres Associate consultant Steven Hoecherl addressed the comprehensive repair needs of the Pepin County Government Center. It was suggested that a capital improvement plan, broken down to menu items, that included short term and long term goals and immediate needs would be a useful tool for the building maintenance and for budgeting. Government Center 2016 Proposed Budget Motion by Supervisor Jelle, seconded by Supervisor Adler, to accept the 2016 proposed budget for the Government Center. Motion carried with no negative votes.

10. Nancy Richardson, Treasurer Resolution-Order Issuance of Deed to Pepin County on Properties Subject to Tax Certificates Nancy Richardson answered questions pertaining to this resolution. Supervisor Jelle made a motion to pass on to the full County Board resolution titled “Issuance of Deed to Pepin County on Properties Subject to Tax Certificates”. Supervisor Adler seconded and the motion carried by voice vote with no negative votes. 2016 Proposed County Treasurer’s Budget Motion by Supervisor Jelle, seconded by Supervisor Adler, to accept the 2016 proposed budget for the County Treasurer’s office. Motion carried with no negative votes. Update on the Arkansaw Fairground property Nancy Richardson reported that the County Corporation Counsel, John Seifert, was in the process of completing the title search work on the disputed 25 foot area between the Arkansaw fairground and the Hoyt property. The attorney needs to decide how to proceed once the information is complete.

11. Monica Bauer, Register of Deeds 2016 Proposed Register of Deeds Budget Motion by Supervisor Jelle, seconded by Supervisor Adler, to accept the 2016 proposed budget for the Register of Deeds. Motion carried with no negative votes.

12. Marcia Bauer, County Clerk 2016 Proposed Budget – County Clerk, Elections, Dog Fund, County Board, County Code, Bounties, Care of Veteran’s Graves The Committee discussed these budgets and decided to increase the County Board budget by $5,000.00 to include cost for strategic planning, keep the Deputy County Clerk hours the same as 2015, possibly increase extra election help on a per election basis, discontinue by resolution future Gopher Bounty payments and accept the Care of Veteran’s Graves and County Code budget. These budgets will be addressed again at a future meeting. Update on sales of excess county equipment – van The 1998 Ford E350 XL Club Wagon from Human Services sold for $2,100.00.

13. Pamela DeWitt, Administrative Coordinator/Finance Director Resolution – 2015 Budget Modification – Sheriff’s Department Speed Enforcement Grant Supervisor Jelle made a motion to pass on to the full County Board resolution titled “Budget Modification – Sheriff’s Department Speed Enforcement Grant”. Supervisor Dawson seconded and the motion carried by voice vote with no negative votes.

Resolution – 2015 Budget Modification – Finance/Personnel Health Insurance Cost Supervisor Jelle made a motion to pass on to the full County Board resolution titled “2015 Budget Modification – Finance/Personnel Health Insurance Cost”. Supervisor Adler seconded and the motion carried by voice vote with no negative votes. 2016 General Pepin County Budget Information Pamela DeWitt, Finance Director, explained the budgeting process in the Finance Department and the timeline to process the proposed 2016 budget. Finance Director responsible budgets Pamela DeWitt went over the budgets that the Finance Department is responsible for. Motion by Supervisor Adler, seconded by Supervisor Jelle, to accept the 2016 proposed budget for the Finance Director. Motion carried with no negative votes. July 2015 Finance Statements Pamela DeWitt presented the July 2015 Financial Statement. Documentation is on file in the Finance Director’s Office and can be reviewed during regular office hours. Approval of August 2015 Vouchers Chair Dawson and Supervisor Jelle reviewed vouchers at 11:00 a.m. Supervisor Jelle made a motion, seconded by Supervisor Adler, to approve non-check transfers with vouchers numbered 121-15 through 131-15, dated 8-14-15 through 9-14-15, regular vouchers already paid with vouchers numbered 1302 through 1362, dated 9-10-15 through 9-11-15. And to approve payroll check registers numbered V26248 through V26456 dated 8-14-2015 through 9-14-2015. The motion carried by voice vote with no negative votes. 2015 Vacation Statutes Update Pamela DeWitt explained the workload in the Finance Director’s office and how that may lead to unused vacation time. The Committee discussed the possibility of carrying over vacation time to 2016.

13. Future Agenda items The next meeting of the Finance/Property/Resolution Committee will be held September 22nd, 2015.

14. Supervisor Jelle made a motion to adjourn, seconded by Supervisor Adler. Motion carried and the meeting adjourned at 5:05 p.m.
