Notice Application for the Birchwood Creek 960S Substation in the Fort McMurray area

ATCO Electric Ltd. filed a facility application for approval of the Birchwood Creek substation 960S and related transmission facilities located west of Fort McMurray.

Anyone who wishes to express objections to, concerns about, or support for the application, must make a written submission to the Alberta Utilities Commission (AUC) on or before 4, 2013, clearly identifying Proceeding ID No. 2891 on the submission.

Information about the application: ATCO Facility Application No. 1610019 In accordance with sections 14, 15, 18 and 21 of the Hydro and Electric Energy Act, ATCO filed an application with the AUC on , 2013, requesting approval to:  Construct and operate the Birchwood Creek 960S substation. The Birchwood Creek substation site would be located in the east half of Section 34, Township 89, Range 14, and in the west half of Section 35, Township 89, Range 14, west of the Fourth Meridian.  Construct two segments of a new single-circuit 240-kilovolt (kV) transmission line designated as 9L57 and 9L74 connecting the Birchwood Creek substation to existing transmission line 9L57 using an in-out configuration: o The transmission line southwest of Birchwood Creek substation from the Livock Substation 939S to the Birchwood Creek substation would remain designated as 9L57 and would include construction of approximately 500 metres of new 240-kV transmission line and approximately 500 metres of transmission line between the connection points would be decommissioned and salvaged. o The transmission line northeast of the Birchwood Creek substation from the Birchwood Creek substation to Dover Substation 888S would be renumbered as 9L74 and would include construction of approximately 200 metres of new 240-kV transmission line.  A temporary bypass of existing transmission line 9L57 for use during construction.  Install the Birchwood Creek telecommunications tower and backup generator.  Connect these facilities to ATCO’s electrical system and operate and maintain these facilities.

The need for the proposed project was approved previously by the Commission in NID Approval No. U2012-271, issued June 18, 2012, in connection with Decision 2012-167. Pursuant to Section 35 of the Electric Utilities Act, the Alberta Electric System Operator (AESO) has directed ATCO to submit this facility application for the facilities identified in Approval - 2 -

No. U2012-271. ATCO originally filed a facility application, Application No. 1609649, which was dependent on the AESO’s Application No. 1609645, to amend the need approved in NID Approval No. U2012-271. The Commission issued a notice of suspension for both applications on September 5, 2013, and the applications were subsequently closed by the Commission in its ruling dated , 2013.

Privacy: Please be aware that any information and materials you provide as part of an AUC proceeding, except information granted confidentiality, will become part of the public record and will be posted to the AUC’s electronic filing system. This includes personal information, such as your name or address and any other personal information you provide.

AUC decision-making process: The AUC is reviewing the application and will advise when it has been deemed complete, and will review submissions received. Those who have made submissions, who have been determined by the Commission to have rights that may be directly and adversely affected by a decision on this application, will be considered to have standing. If no submissions are received, or, if submissions are received from persons without standing, the AUC may make a decision on the application without further notice or without a public hearing. Alternatively, the Commission will hold a public hearing if it receives an objection from a person with standing and further details will be provided in a notice of hearing.
