Decision No: 206/2 DECISION No: 206/2 National Numbering Plan for Telephony Services and Mobile and Personal Communications1 The National Telecommunications and Post Commission (EETT) Having regard to: a. The Act 2867/2000 “Organization and Operation of Telecommunications and other Provisions” (Official Gazette 273/A/2000) and in particular articles 2, 3 paragraph 14 element a’,7 and 12 b. The Presidential Decree 165/1999 amending the Act 2246/1994, as each time is in effect, in compliance with a) the Directive 97/33/EC of the European Parliament and of the Council of 30 June 1997 on interconnection in Telecommunications with regard to ensuring universal service and interoperability through application of the principles of Open Network Provision (ONP) and b) the Directive 98/61/EC of the European Parliament and of the Council of 24 Sept. 1998 amending Directive 97/33/EC with regard to operator number portability and carrier pre- selection (Official Gazette 172/A/1999) c. The Recommendation E.164 “International Public Telecommunication Numbering Plan” of the International Telecommunication Union – Telecommunication Standardization Sector (ITU-T) d. The fact that the provisions of the present Decision do not charge the State Budget with further expenditure, Decides Article1 Scope and Aim 1. The aim of the present Decision is: a. to regulate issues regarding the structure and composition of numbers which are used for specific telecommunications activities, the carrier selection codes and the way of transition to the National Numbering Plan (NNP) b. to ensure unobstructed feasibility of calls to public telecommunication networks or telecommunication services inside Greece and abroad, as it is stated in the Recommendation E- 164 of the International Telecommunication Union – Telecommunication Standardization Sector (ITU-T). c. to ensure the feasibility of introduction of number portability and carrier pre-selection. 2. The National Numbering Plan (NNP) includes these parts of the international numbering plan that have been assigned to Greece by the ITU, as well as these numbers which are used by the providers of the public telecommunication networks or/ and telecommunication services for telephony and mobile and personal communications services and, generally, all numbers related to the provision of telecommunication services. 3. The present Decision applies to all numbers used at the access points of the public telecommunication networks that provide telephony and mobile and personal communications services. 1 The present document is an unofficial translation of EETT’s Decision. The present Decision does not regulate, among others, issues concerning: a. the management and assignment of numbers of the NNP to telephony and mobile and personal communications services providers, b. the use and management of short codes and carrier selection codes, c. the management of domain names, d. the numbering and addressing plans for data communications, e. the internal numbering, addressing and identification of telecommunication networks. The above issues are regulated by EETT with relevant Decisions. 5. Numbering of private networks that use their own numbering plans, including the internal use of Virtual Private Network services, is beyond the field of application of the present Decision. Article 2 Definitions 1. “Carrier selection Codes”: codes that are used for carrier selection. “Corporate Network Numbers”: numbers that correspond to a company’s telecommunication network. The telecommunication equipment of the corporate network may be public, private or both. The corporate network may cover various geographical locations that are served by more than one telecommunication networks or/ and service providers. “Country Code”: the sequence of decimal digits indicating the destination country. It is dialed right after the International Prefix when the called party is located in a different from the caller’s country. The Country Code for Greece is 30. “Emergency Number”: the number that allows calls to emergency services. “Freephone Number”: the number that designates a service for which the caller does not have to pay any call charges. “Geographical Numbers”: the numbers that include information about the geographical area (National Destination Code) to which they belong. “Integrated Services Digital Network (ISDN)”: the network evolved from the telephony integrated digital network that provides end-to-end digital connectivity to support a wide range of services including voice and non-voice services, to which users have access through a limited set of standard multi-purpose customer interfaces. “International Number”: the number that follows the International Prefix. A user shall first dial the international prefix and then the International Number. The International Number is composed of the country code and the National Significant Number of the called subscriber. “International Prefix”: the sequence of one or more decimal digits that must be dialed by the user indicating that the number that follows refers to a subscriber in another country. “National Destination Code”: the code composed of 2 or 3 or 4 decimal digits that characterize every geographical area of the country. “National Significant Number”: the part of the international number that follows the country code. Especially, for geographical numbers, it includes the National Destination Code and the Subscriber Number. “Network facilities/Services”: functionalities that allow the selection/verification of the network- internal facilities/services by the user, such as, for instance, the digital services of the call barrier, the call identification and charge selection. “Non-Geographical Numbers”: the numbers that do not include any geographical area information. Mobile Numbers, Personal Numbers, VPN Numbers, as well as Special Rate Numbers (Freephone Numbers, Premium Rate Numbers, Shared Cost Numbers) are evidently included in Non-Geographical Numbers. “Number”: a sequence of digits of the numbering decimal system that uniquely identifies the termination point of a public telecommunication network. For telephony and mobile and personal 2 Decision No: 206/2 communications networks, the number contains the necessary information for routing the call to the corresponding termination point. “Number Series”: a set of numbers from the NNP with the same initial digits. It includes 10 or 100 or 1,000 or 10,000 or 100,000 or 1,000,000 or 10,000,000 or 100,000,000 or 1,000,000,000 numbers. “Personal Number”: a special number which can deliver a call to a user in different termination points in different public telecommunication networks, for instance in a fixed or mobile network or in a paging network. The user shall decide when and how the calls will be routed to different termination points. “Prefix”: the sequence of one or more decimal digits, which allows the selection of different types of numbers (for instance: local, national or international), networks and/or services. “Premium Rate Number”: the number that designates a service for which the call charge is higher than the maximum call charge to geographical numbers. Part of the price supplement to the call charges is reimbursed to the called party. “Shared Cost Number”: the number that designates a service for which the caller and the called party share the call charge provided that in no case the charge exceeds the maximum regular charge of a national call. “Short Codes”: the numbers composed of 3, 4 or 5 digits that provide access to special services, for instance, emergency services and network-specific services which are offered by providers of telecommunication networks or/and services. “Subscriber Number”: the number, which defines a user in a network or in a numbering geographical area. “Switching”: process with which the functions of units, transmission channels or telecommunication circuits are temporarily correlated in order to provide suitable telecommunication facilities. “Virtual Private Network (VPN)”: dedicated network to which access from the public telecommunications network is obtained through one or more 10-digit numbers from the NNP. Internally, for VPN services, the provider may use numbers that are not assigned under the numbering plan of the present Decision. 2. Furthermore, the definitions of article 2 of the Telecommunications Act 2867/2000 “Organization and Operation of the Telecommunications and other Provisions” (Official Gazette 273/A’/2000) apply. Article 3 Conditions of the Use of Number and Number Series 1. The numbers required, according to the Recommendations of the ITU-T, for the provision of telephony services through fixed network and the provision of mobile and personal communication services, are reserved for or assigned to the providers of telecommunication networks or/and services, exclusively by the National Telecommunications and Post Commission (EETT), after the submission of an appropriate application, in accordance with the provisions of EETT’s Regulations concerning the administration and management of the NNP resources. The providers of telecommunications networks or/and services that numbering resources have been primarily assigned to or reserved for, are obliged to pay assignment fees or reservation fees, accordingly, and annual usage fees. Fees are determined in proportion to the administrative cost and the scarcity of the assigned resources.
