PUBLIC SECTOR LABOR RELATIONS IN THE DISTRICT OF COLUMBIA Bruce Comfy French* In the fall of 1978, the District of Columbia City Council enacted the District of Columbia Government Comprehensive Merit Personnel Act of 1978.' As mandated by the Congress in provisions of the 1973 Home Rule Act,2 this complex statute will be the basis of all future personnel policies of the District government. The Personnel Act covers all aspects of personnel policy, including clas- sification of positions and compensation - setting schemes,3 standards of employee conduct and discipline,4 occupational safety and health pro- grams for public employees,5 and employee benefit programs.6 The most * Assistant Professor of Law, Claude W. Mayor Sharon Pratt was born on January 30, 1944 in Washington, D.C. Pratt is the daughter of Mildred Petticord and Carlisle Edward Pratt. Pratt graduated from Roosevelt High School in 1961 and earned her B.S. degree in political science in 1965 from Howard University. Pratt attended Howard University Law School where she earned her J.D. degree in 1968. Pratt served as in-house counsel for the Joint Center for Political Studies from 1970 to 1971. From 1971 to 1976, she worked as an associate for the law firm Pratt & Queen PC. In 1972, Pratt became a law professor at the Antioch School of Pratt & Queen PC. In 1972, Pratt became a law professor at the Antioch School of Law in Washington, D.C., and worked there until 1976 when she became the Associate General Counsel for the Potomac Electric Power Company, known as PEPCO.

The second of four children, her mother was an economist and her father, Dr. Charles Drew, was the noted blood bank pioneer. After graduating from Roosevelt High School in 1958, Jarvis earned her B.A. from Oberlin College in 1962. She went on to Howard University to earn her M.S. in 1964, and in 1971 she earned her Ph.D. from the University of Maryland. Jarvis began her career in 1965 as a pre-doctoral fellow at the National Institute of Mental Health, and after earning her Ph.D. she remained there as a research Mental Health, and after earning her Ph.D. she remained there as a research scientist until 1978. The following year, Jarvis was elected to the City Council of the District of Columbia, where she served for twenty-one years.
