EXECUTIVE SUMMARY

On the instructions of Hayle Community Rugby Facilities Ltd, a Phase I Desk Study has been carried out in order to assess the potential hazards on and adjacent to the site and prepare a risk assessment for further consideration.

The site is situated on Carwin Rise, approximately 2km to the north east of the town centre of Hayle, Cornwall and may be located by National Grid Reference SW 579 389.

The geological map indicates the site to be underlain by the Mylor Slate Formation of the Devonian period and adjoins an area of Alluvium.

A review of the history of the site has been conducted based on readily available historical maps and walkover survey of the site was conducted on the 2nd of September 2009. At the time of the site walkover, comprised of one field with part of a field forming the northeastern corner of the site. At the time of the site walkover the main part of the site was planted with Cauliflower, with the additional part of the site being planted with corn.

The desk based research and historical review identified the following potential hazards on the site:

• Elevated heavy metals • Radon • Made Ground in the south eastern corner

It is recommended that an intrusive investigation is carried out to identify the presence, nature and extent of any contamination in the ground.

The site is classified as a Radon Affected Area, therefore, radon protective measures should be installed in the proposed development in line with BRE guidelines.

This Phase I Desk Study has identified potential pollutant linkages on the site and as such, it is recommended that a ground investigation be undertaken to assess the actual nature, presence and extent of any contamination in the ground. A geotechnical assessment incorporating foundation solutions could also be undertaken at this time.

1.0 INTRODUCTION

1.1.1 It is understood that the proposed development comprises of a new rugby ground with associated changing rooms and car parking.

1.1.2 On the instructions of Hayle Community Rugby Facilities Limited, a Phase I Desk Study has been carried out in order to assess the potential hazards on and adjacent to the site and prepare a risk assessment for further consideration.

1.1.3 This report has been prepared for the sole use of the Client for the purpose described and no extended duty of care to any third party is implied or offered. Third parties using any information contained within this report do so at their own risk.

1.1.4 It is recommended that a copy of this report be submitted to the relevant authorities to enable them to carry out their own site assessment and provide any comments.

1.1.5 The comments given in this report and the opinions expressed herein are based on the information obtained from the Phase I Desk Study and site reconnaissance. No intrusive investigation has been carried out to confirm the actual ground or environmental conditions.

1.1.6 Any risks identified in this Phase I Desk Study are perceived risks based on information reviewed. Actual risks can only be assessed following a physical investigation of the site.

1.1.7 This report has been based, in part, on information supplied by others. The report has been prepared on the basis of that information being accurate.

1.1.8 The conclusions presented in this report are based on the guidance available at the time of preparation of the report. No liability can be accepted for the retrospective effects of any changes or amendments to legislation or guidance.

1.1.9 This Phase I Desk Study has been conducted in general accordance with CLR 3, ref 9.1 and CLR 11, ref 9.2.

2.0 SITE

2.1 Site Location

2.1.1 The site is situated on Carwin Rise, approximately 2km to the north east of the town centre of Hayle, Cornwall and may be located by National Grid Reference SW579389. A site location plan and aerial photograph are included in Appendix 1, Figures A1.1 and A1.2.

2.2 Site Walkover and Description

2.2.1 A walkover survey of the site was conducted on the 2nd of September 2009. The walkover was carried out in general accordance with CLR 2, ref. 9.3.

2.2.2 At the time of the site walkover the site was accessed via an open gateway from Carwin Rise on the sites southern border. The site comprised of one field with part of a field forming the northeastern corner of the site. The two parts of the site were delineated by a Cornish hedge.

2.2.3 At the time of the site walkover the main part of the site was planted with Cauliflower, with the additional part of the site being planted with corn.

2.2.4 The site was sloping in a southwesterly direction, with an approximate drop across the site of 15m.

2.2.5 The sites northern and southern boundaries were delineated by roads, with agricultural land lay beyond. A hotel and petrol filling station lay to the southwest of the site at a lower topographic level to the site. Carwin Farm lay to the south of the site.

2.2.6 There was no evidence of previous building development/hard standing onsite.

2.2.7 All vegetation on the site and in the surrounding area appeared to be in a healthy condition.

2.2.8 Within the field there were no observable service markers or manholes. A gas main was believed to run along the sites southern boundary, with a sewer running along the sites northern boundary.

2.2.9 There was no visual or olfactory evidence of contamination or evidence of unexpected standing water, asbestos containing material, electric sub stations, chemical storage, spills or instability on the site at the time of the site walkover.

2.2.10 Photographs showing the site condition at the time of the site walkover can be found in Appendix 2, Figures A2.1 – A2.6.

2.3 Historical Maps

2.3.1 A review of the history of the site has been conducted based on readily available historical maps. Selected maps are included in Appendix 1.

2.3.2 Cornwall County Series Map 1877, 1:2500 scale, Figure A1.3

The map indicates the site to comprise of predominantly open agricultural land.

A fence or hedge line dissects the northern section of the site. Rough grassland shown as ‘Loggans Moor’ is located to the north west of the site

and incorporates a small stream indicated to flow in a north westerly direction. The south eastern boundary of the site is formed by a roadway.

Open agricultural land is located to the north east and south east beyond the roadway. A large residential property ‘Carwyn’, likely to be a farm, is located 110m from the sites southern boundary.

A square shaped feature of unknown use, is located approximately 20m to the west of the site and measures some 64m by 46m.

There are no observable changes to the site since the previously published map.

The site is surrounded predominately by rough grassland and pasture land to the north west and open agricultural land to the north east, east and south. Residential areas shown as Angarrack is located to the 800m to the southeast, with Ventonleague and Copperhouse located 600m and 1km to the southwest of the site. A few small dwellings are located at Connor Downs 1km to the north east of the site.

Loggans Corn Mill, is located 420m to the south west of the site.

An arsenic works is located some 450m to the north west of the site.

Boiling Well Mine, now indicated as being disused although previously excavating lead and copper, is located some 600m to the north of the site.

A smelting works is located approximately 600m to the south of the site in the area of Angarrack. Numerous old shafts are also located within the area.

A large sand and gravel pit is located 600m to the west of the site. A further sand pit is located approximately 900m to the north of the site.

An abandoned railway is located 400m to the south of the site. The Great Western Railway is located some 790m to the south of the site.

The nearest benchmark, which is located approximately 350m to the north west of the site, indicates a level of 75.8 feet (approximately 23mAOD).

There are no observable changes to the site since the previously published map.

A Lodge is now shown 14m to the south of the site. A spring is indicated on the map 44m to the north of the site adjacent to Loggans Moor. An aqueduct is also located adjacent to the western boundary of the site linking the stream with Mill Pond.

A benchmark, located along the south east site boundary adjacent to the roadway, indicates a level of 74.6 feet (approximately 22.7mAOD).

There are no observable changes to the site since the previously published map.

A National Explosives Works is located approximately 550m to the north of the site. The arsenic works previously noted is no longer indicated on the map.

The map indicates that a small building is now located within the south western corner of the site.

The aqueduct linking the stream with Mill Pond is no longer illustrated on the map. A tank is now indicated as being present at ’Carwin’ 175m to the southwest of the site.

There are no observable changes to the site or surrounding area since the previously published map.

The large pond adjacent to the site is no longer indicated, suggesting it has been infilled.

The sand pit located in the approximate area of the former arsenic works is indicated as being disused. The National Explosives works 550m to the north of the site is no longer illustrated.

There are no observable changes to the site since the previously published map.

The road forming the south eastern boundary of the site is now indicated to be the A30 ‘Carwin Rise’. Electricity lines and a pylon are now located within 12m to the north of the site. A stream is also located adjacent to the western boundary of the site and flows in a south westerly direction.

An unknown works is located some 800m to the north of the site in Upton Towans. A sewage works is located approximately 400m to the southeast of the site. Guildford industrial estate including two factories has also been developed some 850m to the south west of the site.

The map indicates that the small building in the south western corner of the site is no longer present.

The map indicates that a large roadway, the A30, is now located along the north western boundary of the site. A filling station is also indicated on the map approximately 70m to the south west of the site.

3.0 SITE SETTING

3.1 Geological Setting

3.1.1 Details of the geology underlying the site have been obtained from the British Geological Survey map, Sheet No. 351/358, ‘’, solid and drift edition, 1:50000 scale, published 1984.

3.1.2 The site underlain by the Mylor Slate Formation of the Devonian period.

3.1.3 The geological map indicates the site to adjoin an area of Alluvium.

3.2 Hydrogeological Setting

3.2.1 The hydrogeological records indicate that the site is underlain by a variably permeable minor aquifer. The southern sector of the site is illustrated as being of intermediate leaching potential, whilst the northern sector of the site is of high leaching potential.

3.2.2 The Environment Agency defines a minor aquifer as ‘being of variable permeability. These can be fractured or potentially fractured rocks that do not have a high primary permeability, or other formations of variable permeability including unconsolidated deposits. Although not producing

large quantities of water for abstraction, they are important for local supplies and in supplying base flow to rivers’.

3.2.3 Soils of high leaching potential are soils that readily transmit liquid discharges because they are either shallow or susceptible to rapid by-pass flow directly to rock, gravel or groundwater.

3.2.4 Soils of intermediate leaching potential are soils that can possibly transmit a wide range of pollutants.

3.2.5 The site is not located within a groundwater source protection zone.

3.2.6 There are twelve groundwater abstraction wells within 1km of the site. The nearest is located 353m to the north east of the site and is for general farming and domestic use.

3.3 Hydrological Setting

3.3.1 The nearest surface watercourse is an unnamed stream located adjacent to the south western b
