Incentive Auction Channel Reassignment

Request for Special Temporary Authorization prepared for

Gray Television Licensee, LLC WTOK-TV Meridian, MS Facility ID 4686 Ch. 13 235 kW 129 m

Gray Television Licensee, LLC (“Gray”) is the licensee of digital WTOK-TV, Facility ID 4686, Meridian MS. Reassignment of WTOK-TV from Channel 11 to Channel 13 was specified in the Incentive Auction Closing and Channel Reassignment Public Notice (“CCRPN” , DA 17-317, released April 13, 2017). A Construction Permit (“CP” file# 0000113840) authorizes WTOK-TV to operate on Channel 13 at 115 kW (“ERP”) with a nondirectional antenna at 160 meters height above average terrain (“HAAT”). WTOK-TV successfully transitioned to Channel 13 at phase 10 (required completion date of July 3, 2020) utilizing an auxiliary antenna (file# 0000117152) at 119 kW ERP with a directional antenna at 129 meters HAAT. This statement supports Gray’s request for Special Temporary Authority (“STA”) to increase the auxiliary antenna’s ERP to 235 kW on an interim basis until the main facility is constructed.

The auxiliary antenna is side-mounted on the WTOK-TV tower. The pre-auction Channel 11 main antenna is top-mounted, and its replacement is expected to occur in mid-August to allow operation on the reassignment Channel 13 as authorized in the CP. The tower crew will commence the WTOK-TV top-mounted antenna replacement work following that crew’s completion of the top-mount antenna replacement for Gray’s station WCTV (Facility ID 31590, Thomasville GA, reassigned to Channel 20), currently underway.

Since transitioning to Channel 13 with the side-mounted antenna, WTOK-TV has received numerous phone calls, emails, and social media contacts regarding reception problems. The service loss results from the auxiliary antenna having a lower elevation and a directional azimuthal pattern.

After WTOK-TV’s transition to Channel 13 at phase 10, the pre-auction Channel 11 transmitter was removed, and installation of the new main Channel 13 transmitter is being completed at this time. The new main transmitter for reassignment Channel 13 will provide additional power output capacity and thus allow for greater ERP with the auxiliary antenna. Once operational, the main transmitter will be utilized with the auxiliary antenna. Initially the ERP will be set at 160 kW, which is the maximum ERP permitted by §73.622(f)(7). Pursuant to §73.1675(c)(1), Gray will file an auxiliary antenna license modification application at that time to specify the increase in auxiliary antenna ERP to 160 kW.

Since there will be additional transmitter capacity, Gray seeks an STA herein to operate the auxiliary antenna at 235 kW ERP on an interim basis until the WTOK-TV top-mounted main antenna replacement is completed. The increased ERP will mitigate some of the viewer losses WTOK-TV is experiencing.

The interim operation of the auxiliary antenna at 235 kW ERP would not strictly comply with §73.1675(a), as the 36 dBμ noise limited service contour (“NLSC”) of the proposed interim facility extends slightly beyond that of the authorized main facility at areas to the northwest. As shown in Figure 1, the contour extension involves a relatively small area of 236.2 square kilometers containing a population of 1,363 persons.

Interference study per FCC OET Bulletin 69 1 shows that the proposal complies with the 0.5 percent limit of new interference caused to pertinent nearby post-auction full service and

Comparisons of various results of this computer program (run on a Mac processor) to the FCCs implementation of TVStudy show excellent correlation.

Class A television stations and reassignments as required by §73.616. The interference study output report is provided as Table 1.

Despite the contour extension and ERP in excess of the 160 kW cap in §73.622(f)(7), the antenna HAAT is only 129 meters and the resulting 235 kW ERP NLSC would be well inside that of the maximum facility of 160 kW ERP at 305 meters HAAT (see Figure 1). Gray seeks to restore as much service as possible with this interim operation until the main top-mount antenna is operational. No impermissible interference would be caused to any other station.

Human Exposure to Radiofrequency Electromagnetic Field (Environmental) The proposed operation was evaluated for human exposure to RF energy using the procedures outlined in the FCC’s OET Bulletin Number 65. Based on OET-65 equation (10), and considering the antenna relative field in downward elevations, the graph in Figure 2 depicts calculated power density levels attributable to the proposed auxiliary facility at locations near the site at a height of two meters above ground level. The maximum calculated RF electromagnetic field attributable to the proposed auxiliary facility is 34.7 percent of the general population / uncontrolled MPE limit at any location two meters above ground level, which occurs at a lateral distance of 43 meters from the tower base.

Other nonexcluded broadcast facilities are authorized at nearby site locations (0.1 km to 0.4 km distant). Table 2 supplies a summary of RF signal density calculations for the WTOK-TV auxiliary facility and the other nearby facilities, for maximum exposure at 2 meters above ground near each emitter’s site. Pursuant to §1.1307(b)(1), Part 74 operations at 100 Watts ERP or less are excluded from this evaluation.

Where available, the manufacturer’s elevation pattern for each TV antenna was employed with computations per OET-65 equation (10). For FM stations the FCC’s “FMModel” computer analysis 2 was utilized, in some cases with the worst-case setting for antenna type and number of

elements. Individual station contributions were determined as a percentage of their respective exposure limit based on operating frequency and then all individual percentages were summed to determine the total RF exposure level. For simplicity in summing the individual RF contributions, these computations assume all stations are located at a single tower location.

Based on this analysis and considering all relevant broadcast facilities, Table 2 shows that the total maximum calculated RF density at two meters above ground level is 75.4 percent of the FCC’s uncontrolled / general population MPE limit. Further analysis that considers the actual lateral separation between the various stations would show a lower total maximum RF density.

The general public will not be exposed to RF levels attributable to the proposal in excess of the FCC’s guidelines. RF exposure warning signs will continue to be posted. With respect to worker safety, the applicant will coordinate exposure procedures with all pertinent stations and will reduce power or cease operation as necessary to protect persons having access to the site, tower, or antenna from RF electromagnetic field exposure in excess of FCC guidelines. This exhibit is limited to the evaluation of exposure to RF electromagnetic field.
