FOREWORD The California Commission on Peace Officer Standards and Training sincerely appreciates the efforts of the many curriculum consultants, academy instructors, directors and coordinators who contributed to the development of this workbook. We must also thank the California law enforcement agency executives who allowed their personnel to participate in the development of these training materials. This student workbook is part of the POST Basic Course Training System. The workbook component of this system provides a self-study document for every learning domain in the Basic Course. Each workbook is intended to be a supplement to, not a substitute for, classroom instruction. The objective of the system is to improve academy student learning and information retention and ultimately contribute to you becoming a peace officer committed to safety, and to the communities you will serve. The content of each workbook is organized into sequenced learning modules to meet requirements as prescribed both by California law and the POST Training and Testing Specifications for the Basic Course. It is our hope that the collective wisdom and experience of all who contributed to this workbook will help you, the student, to successfully complete the Basic Course and to enjoy a safe and rewarding career as a peace officer. It is intended to be used in several ways: for initial learning prior to classroom attendance, for test preparation, and for remedial training. Workbook To use the workbook most effectively, follow the steps listed below. format Step Action 1 Read the first two sections: How to Use the Workbook and Preface which provide an overview of how the workbook fits into the POST Instructional System and how it should be used. 2 Refer to the overview section at the start of each chapter to review the learning objectives. 3 Read the text. 4 Complete the Workbook Learning Activities at the end of each chapter. Topic See Page Controlled Substances Terminology 1-2 Effects of Drugs on the Body 1-5 Workbook Learning Activities 1-9 LD 12: Chapter 1 – Drugs in the Body 1-1 Controlled Substance Terminology Introduction The Uniform Controlled Substance Act regulates drugs, including possession, sales, transportation, manufacturing, etc. Peace officers need to understand what is covered by the law regarding use, possession or sales of a controlled substance. Peace officers should be familiar with the following terms when investigating a crime that involves controlled substances: • drugs • controlled substances • narcotics • drug abuse Drugs Drugs are any substances which can impair a person’s ability to function normally. NOTE: This is a law enforcement definition that applies to psychoactive drug abuse. Psychoactive means that a drug has specific effects on the brain. Examples of drugs include: • marijuana • toluene (often in model airplane glue) • heroin • methamphetamines • cocaine Continued on next page 1-2 LD 12: Chapter 1 – Drugs in the Body Controlled Substance Terminology, Continued Controlled Controlled substances are any one of a number of drugs or other substances substances which are strictly regulated because of their potential for abuse or addiction. These substances are included in the Health and Safety Code as Schedules I-V. These include drugs classified as narcotics, depressants, stimulants,

    Smoking and Tobacco Control Monograph No. 9 Preface The recent increase in cigar consumption began in 1993 and was dismissed by many in public health as a passing fad that would quickly dissipate. Recently released data from the U.S. Department of Agriculture (USDA) suggests that the upward trend in cigar use might not be as temporary as some had predicted. The USDA now projects a total of slightly more than 5 billion cigars were consumed last year (1997) in the United States. Sales of large cigars, which comprise about two-thirds of the total U.S. cigar market, increased 18 percent between 1996 and 1997. Consumption of premium cigars (mostly imported and hand-made) increased even more, an astounding 90 percent last year and an estimated 250 percent since 1993. In contrast, during this same time period, cigarette consumption declined 2 percent. This dramatic change in tobacco use raises a number of public health questions: Who is using cigars? What are the health risks? Are premium cigars less hazardous than regular cigars? What are the risks if you don't inhale the smoke? What are the health implications of being around a cigar smoker? In order to address these questions, the National Cancer Institute (NCI) undertook a complete review of what is known about cigar smoking and is making this information available to the American public. This monograph, number 9 in a series initiated by NCI in 1991, is the work of over 50 scientists both within and outside the Federal Government. Thirty experts participated in the multi-stage peer review process (see acknowledgments).
