PROCEEDINGS of 224 MEETING of the ERC-NCTE HELD on 24 October, 2016 Proceedings of 224th Meeting of ERC-NCTE held on 24th October, 2016 PROCEEDINGS OF 224th MEETING OF THE ERC-NCTE HELD ON 24th October, 2016 The 224th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 24th October, 2016 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 224th ERC Meeting. Prof. Brajanath Kundu - Chairperson Prof. S. Dutta - State Representative of Assam Shri Mukesh Kumar - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Mukesh Kumar (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl.No. Item No. Content Confirmation of the Proceedings of 223th Meeting held on 14th – 15th October ER-224.1.1 2016 at Bhubaneswar. Confirmed ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015 which was later on extended up to 30.05.2016. 6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 7. The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. District Institute of Education and Training (DIET), Sohra, Street No.- Saitoshpen, Vill.- Saitsohpen, Po.- Sohra, Tehsil/Taluka-Sohra, 1. 224.1.2 Town/City- Sohra, Dist.- East Khasi Hills, Meghalaya-793108 (D.El.Ed.-Additional Intake) (Government) (D.E.R.T) (ERCAPP2083) The Eastern Regional Committee in its 222nd meeting held on 14th – 16th September 2016 after considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, VTR and reply received in response to LOI, the Committee discussed the matter in detail and decided as under: “Formal recognition order under clause 7(16) of the NCTE Regulation 2014 for applied D.El.Ed programme with an intake 50 (one basic unit) from the academic session 2017-18 be issued to the institution”. Further, it is observed that the institution is recognised for 60 intake in D.El.Ed. programme from the session 2002-2003 and now the ERC in its 222nd meeting decided to grant permission for additional intake of 50 (one unit), thus making the total intake of 110. The intake of 110 students is not come under the categorized unit as per NCTE Regulation 2014. In view the above, the committee decided as under: Revised permission order for additional 40 intake be issued to the institution to make the total intake 100 i.e. two basic units of 50 each. ER-224.12(i) Misc. Case Implementation of NCTE Regulation 2014 in respect of two year courses 2. 224.12(i).1 (B.Ed., M.Ed. and B.P.Ed.) In order to implement the NCTE Regulations, 2014, all the existing TEIs running B.Ed. course were allowed either to have 2 or more units or to have one unit only from the academic session 2015-16. The TEIs which opted for two or more units of B.Ed. were required to appoint additional faculty & staff by 29.02.2016 and to provide the additional infrastructure as required under NCTE Regulations, 2014 before 31.10.2015 which was later on extended up to 30.05.2016. In case of B.P.Ed., the intake has been increased to 100 students (one unit) from the existing 50 and in case of M.Ed. increased to 50 (one unit) from the existing 35 students subject to appointment of additional faculty & staff by 29.02.2016 and to provide the additional infrastructure as required under NCTE Regulations, 2014 before 31.10.2015 which was later on extended up to 30.05.2016. The NCTE HQs., New Delhi vide its letter No. 48-11/2016/N&S/28811 dated 17.05.2016 has directed the ERC to intimate the process of monitoring of existing TEIs in compliance of the provisions of NCTE Regulation, 2014. The Eastern Regional Committee considered the matter in detail and observed that around 265 TEIs have not submitted the compliance to the ERC, NCTE office till date. In view the above, the committee decided as under: Show Cause Notice be issued to all such institutions who have not submitted the required documents like list of faculty duly approved by the affiliating body, building completion certificate in the prescribed format as well as building plan approved by any Govt. Engineer and additional FDRs as per requirement of NCTE Regulation, 2014. Mandal University) (ERCAPP637) After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, VTR and reply in response to SCN issued after LOI, the Committee discussed the matter in detail and observed as under: (i) Original FDRs of Rs.5.00 lakh and Rs. 7.00 lakh towards endowment fund and reserve fund into joint mode in the name of institution and RD, ERC, NCTE not submitted. In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides last opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. Space and Culture, India 2018, 6:3 Page | 97 https://doi.org/10.20896/saci.v6i3.327 RESEARCH OPEN ACCESS Spread Effects Versus Localised Growth: The Case of Census Towns in Murshidabad District, West Bengal Kiran Kumar Roy† and Gopa SamantaῙ Abstract The phenomenal increase of census towns as a new trend in India’s urbanisation has questioned the model of urban development based on big and metropolitan cities. In 2011, the Census of India noted that West Bengal state experienced the highest growth of new Census towns. These newly developed Census towns have emerged not only in the districts away from the Kolkata metropolitan area but also in areas far away from the bigger towns of different districts. In the case of Murshidabad district, the Census towns have developed not near Berhampore, the biggest town and the district-headquarter, where agglomeration economies could play a role in their growth. Only eight out of 65 Census towns are located in the periphery of Berhampore, and the rest are located either near to other Statutory towns or are scattered in patterns. With the help of both primary and secondary data, this article tries to explore the nature of proximity of the Census towns with their nearest Statutory towns and also evaluates the role of distance from the existing towns regarding the availability of the basic services in the Census towns. The broader pattern of the growth of the Census towns and the influence of statutory towns on that growth pattern has been analysed with the help of Principal Component analysis and Quadrant analysis.
