Executive summary The Project is consistent with the National Transport Strategy (2007-17), which sets out improved road connectivity to the Corridors as the national priority after the completion of Corridors X and VIII. The strategy highlights the important role of roads in promoting the country’s competitiveness and harmonious development through ensuring that the national road network is connected efficiently to the corridors and existing bottlenecks are eliminated. This Project represents the implementation of the last phase of NRRRP for the period 2017- 2019 and covers the following: - improvement of condition on state road network by means of rehabilitation of approx. 61 km of the existing roads - increase of road safety condition through appliance of measures for improvement of road safety in all phases of the Project implementation The achievement of the road rehabilitation project will be measured through - Reduction in travel time for passenger vehicles - Reduction of vehicle operating costs - Roads in good and fair condition as part of total classified roads - Road safety design audit implemented - Design documentation including road safety components - Shortening of the total duration of procurement process Project LOT 4: Rehabilitation of Regional Road R1104, Kumanovo-Nikustak Section, 11 km long will be implemented in accordance with the Project Idea Solution submitted to Contractor No. 08-58 / 11 (PESR) from 14.01.2019 and 12-251 dated 16.01.2019 (DG Granit AD Skopje), while for the preparation of this Report the following documents from the Contract Documentation were used for: Book 2: Bill of Quantities, Book 3: Technical Specifications, Chapter 14: Environmental Protection and EIA Implementation, Book 5: Conceptual design for LOT 4 and RAport on environmental impact assessment and social aspects (the level of a project), the conceptual design and bill-calculation for the project. The project Rehabilitation of the Rehabilitation of Regional Road R1104, Kumanovo-Nikustak Section, 11 km is classified as Category B project according to the EBRD Environmental and Social Policy. In its Environmental and Social Policy, EBRD has adopted a comprehensive set of specific Performance Requirements (PRs) that the projects are expected to meet. For the project which is a subject of this ESAR the following Performance Requirements (PRs) are relevant: PR 1: Assessment and Management of Environmental and Social Impacts and Issues, PR 2: Labour and Working Conditions, PR 4: Health and Safety, PR 6: Biodiversity Conservation and Sustainable Management of Living Natural Resources, PR 10: Information Disclosure and Stakeholder Engagement. The potential environmental and social impacts of the project are assessed in this Environmental and Social Report, which is designed to meet the requirements of Macedonian national legislation and the EBRD Environmental and Social Policy. Impacts on the environment and social aspects as a result of the implementation of project activities, ie the rehabilitation of the section will be local, short term and insignificant. Implementation of appropriate mitigation measures during the rehabilitation activities will ensure that the negative impacts of the project are reduced to an acceptable level. In addition, the rehabilitation of the section will improve the technical conditions of the road and contribute to safe, fast, economical and convenient road traffic. 2. Policy, legal and administrative framework The Environmental Assessment process is intended to serve as a primary input for the decision-making process by North Macedonian authorities and the EBRD, which have to approve the project before it can be implemented. National Environmental Legal Framework 4 Environmental and Social Assessment Report Republic of North Macedonia has developed full legal and institutional framework for Environmental Assessments. This framework is generally in compliance with the existing EBRD Environmental Assessment rules and procedures as well as in compliance with the EU EIA Directives. Environmental Impact Assessment of certain projects is required to be carried out in accordance with Articles 76-94 of the Law on Environment (“Official Gazette

Schneider CEU eTD Collection Budapest, Hungary 2013 Abstract After a small-scale ethnic conflict between the Macedonians and Albanians in 2001, Macedonia adapted power-sharing at the central level of government combined with decentralization in the form of enhanced local self-governance. With its mosaic multiethnic structure, Macedonia belongs to the group of ethnically, culturally and religiously divided societies where decentralized institutions were designed to accommodate increased demands for minority rights and to encourage different ethnic communities to cooperate. Yet whether decentralization serves its goal cannot be observed from the aggregate country level (Varshney 2002, Mehler and Tull 2011). Since decentralization exhibits its impacts at the subnational level, it is crucial to assess whether there is a variety of inter-ethnic cooperation across subnational units. Hence, the research question of this thesis is: What types of inter- ethnic cooperation are there across multiethnic municipalities in Macedonia seven years after the decentralization reforms? To address the research question, I engage in a systematic comparative analysis of nine multiethnic municipalities in Macedonia. The data gathering besides investigation of primary and secondary sources includes exploratory fieldwork through focus group interviews. Employing thematic and fuzzy set ideal type analysis, I derive four types of inter-ethnic cooperation among municipal councilors: dynamic, predominantly informal, pragmatic and minimal cooperation. Cyril and Methodius, Faculty of Natural Sciences and Mathematics, Institute of Geography; e-mail: [email protected] ABSTRACT According to the area that it occupies, the Skopje region is the smallest, but the most populated region in the Republic of Macedonia. Almost a third of the population of the country lives on only 7% of its territory. The population growth is due to the natural increase and immigration in the region. About 35% of the total internal migration movements in the country took place only towards the Skopje region and within the region in the period 2005-2015. This intensive immigration has certain specificities. Most evident is the direction of movement of the migrants from other regions to certain parts of the Skopje region, more precisely to a place where someone from their previous area of residence had al- ready moved, or an area that is spatially closer to them. Most attractive immigration location are the city municipalities. 60% of all immigrants to the Skopje region have moved only in four municipalities of the city of Skopje. The reasons for moving are different, although for the most part they are economic, but also people move for education, marriage, etc. How- ever, it is very likely that when a change in the social status occurs, there is a need to change the place of residence. Also, the need for migration is closely related to the life cycle and the age of the individual.
