PRESIDENT AND EXECUTIVE DIRECTOR’S REPORT Submitted by Mark Searle, President & Glenn Lethbridge, Executive Director

Thank You On behalf of the Ontario Sailing Board, we would first like to thank all the volunteers, sponsors, parents and supporters for an outstanding year. Our sport requires so many Race Officials, Judges, volunteers, parents and staff who run our clubs, schools, camps and the thousands of races that happen in the Province. Your commitment to our sport is so vital to its growth and sustainability and we thank you for it.

Game On Ontario Sailing updated our Strategic Direction in 2016 with our 2020 Vision “Ontario Sailing champions sailing for life in competitive and recreational boating” under the pillars of success to include Advocacy, High Performance, Best Practices and Education. At the same time, the Province of Ontario launched “Game On” - The Ontario Government’s Sport Plan. The plan has identified three priorities for amateur sport in this province; participation, development and excellence. Ironically, the Province’s goals fit and match those of Sailing.

The goals under Participation include:  All athletes are better able to participate in safe, organized sport  Opportunities are available for all Ontarians to get involved in organized sport  Athletes’ participation in organized sport are provided with a positive experience  As part of Participation goals is a strong commitment to expand opportunities to involve more girls and women in sport

The goals under Development include:  Athletes receive the right support as their skills develop  Athletes have access to trained coaches, officials and volunteers as they progress through the development pathway overseen by effective Provincial and National Sports

The goals under Excellence include:  Athletes can pursue excellence in high performance sport  Athletes have competitive train and development opportunities and access to the latest high performance programs, services, facilities and technologies and are led by quality coaches, technical leaders and sport science and medicine experts

So what does this mean for our member Clubs, Schools, Camps and our sailing community? Simply put … growth of our sport. All of us must start to focus on growing our sport, getting more people into our clubs and doing whatever it takes to support them on their pathway in Sailing.

Run a regatta, host a camp or skills weekend. Ontario Sailing can help with resources and support in running a skills camp with one of our coaches (fee for service is required) and we have an exceptional Race Management and Judges group that can arrange to run a training course at your club.

Hire only Sail current certified Instructors and Coaches. These are the best people with the right skills to train youth and adults in sailboats (dinghy, keelboat), windsurfers and powerboats. continued on page 5 ….. 4

Host the new ‘Ontario Sailing University’ sponsored by Class Afloat. This winter program is taught by Thomas Fogh http://ontariosailing.ca/news/ontario-sailing-university-sponsored-by-class-afloat/ and is an opportunity to expand either your racing or cruising skills to get more out of your boat.

Finally, support the Sailing Community! In 2016, Ontario Sailing expanded our support to LOCCA, Council of Commodores and welcomed into our membership a number of new clubs and schools. http://ontariosailing.ca/members-services/

Challenge those clubs that are not members of Ontario Sailing. Don’t race at events that are at non-member clubs as they are not entitled to use the Racing Rules of Sailing and you are not supported by the Appeals process that is a benefit to membership. Ask your own club, “What are we doing as a club to support the growth of Sailing in Ontario?”

Our Staff In closing, we would like to thank our professional staff that work on your behalf to support this great sport of Sailing. Krystal Smith, Margaret Mummery, Melanie O’Brien, Cam Lymburner, Chris Hewson, Chris Cowan and Thomas Fogh and we welcomed Lisa Roddie as our Manger of COAST. We would like to thank Coach Rob Frost who moved onto the Canadian Paralympic Association and Stephanie McKenzie who ran our GOTTW program as she moves onto hopefully becoming a RCMP officer. We thank you for your efforts on behalf of Sailing.

Finally, to an exceptional Board of Directors; two simple words - Thank You! You have helped Sailing to continue to be a highly regarded sport in Ontario and with our Province.

TREASURER’S REPORT Submitted by Tom Bolland CPA, CA, Treasurer

Once again, it is my pleasure to report that Ontario Sailing received an unqualified audit report on the financial statements prepared by management and approved by the Board. The audited financial statements as at March 31, 2016 are available on the Ontario Sailing website.

Ontario Sailing continues to have a very strong financial position. The current cash position is $497,796 (2015 - $558,483), with current receivables of $53,125 (2015 - $58,803). Restricted assets of $74,929 (2015- $69,397) represent the restricted funds of the Hans Fogh Fund, Alice Boston Fund, and a new General Restricted Fund. A description of these funds’ purposes can be found in Note 1(a) of the statements.

Consistent with prior years, deferred revenue of $166,943 (2015 - $242,538) represents program and membership fees paid in advance which will be realised in the coming year. The unrestricted net assets available to the organization at March 31, 2016 was $356,708 (2015-$360,056) which meets the minimum reserves required, as defined by the board, to manage the risks associated with our revenue streams and cash flow requirements. Having sufficient cash reserves prevents interruptions to services caused by indeterminate cash inflows.

Total revenues did not significantly change in the year ($1,204,559 versus 2015 - $1,201,138). This was despite the organization reporting a $100,000 in the prior year for Pan Am Games funding. CANSail certification fees continued to increase membership fees, and Athlete Development fees increased to better reflect the value of our development team costs. Many of our programs are not self funding and rely upon government grants. The Ministry of Health Promotion provided $243,408 (2015 - $243,408) which helps support various programs but hasn’t significantly increased in several years. Ontario Sailing receives other forms of government support which fluctuate in amount and purpose. The revenue from our BOOM program decreased during the year as a result of selling a fleet of older boats in the prior year. All in all, the organization continues to grow revenue through improved programs that our members support and benefit from.

Total expenses increased marginally to $1,208,806 in fiscal (2015 -$1,190,924). Like many not for profit organizations, our expenditures are managed to available funds collected and we budget to break even with costs. The organization managed to incur a small deficit of $4,247 (2015, $10,214 surplus).

Ontario Sailing, is your association and it is working hard to offer our members excellent programs that make our sport a safe and enjoyable experience for all. On behave of the board, thank you for your continued support.

COAST Submitted by Lisa Roddie, Project Manager

COAST is a program that supports Ontario Sailing and ROWONTARIO clubs to grow their membership and ensure their own future sustainability. COAST assists clubs with all aspects of operation, from service and governance to fiscal responsibility.

Over the last half of 2016, COAST was rebranded and reorganized to better serve the needs of each club. The new COAST logo visually depicts the changes to the program aimed to better service the clubs. As part of the relaunch of this valuable program, the two provincial sport organizations led an exhaustive search for a new COAST Manager who had diverse knowledge, skills and abilities in non-profit management to lead the relaunch and be able to provide ongoing support for clubs in the many areas of the management and governance of a club. This search led to the hiring of Lisa Roddie who has the abilities to support clubs in the areas necessary to protect the best interests of the clubs’ ongoing operations.

In the summer of 2016, all areas of COAST were evaluated and changes were made in response to feedback and learnings from the original concept through the Shells & Sails program. Changes included a reorganization of the multitude of standards that fall under COAST into seven key areas that are now reflected in both the Club Self-Assessment Tool and the COAST Resource Library.

With the completion of the rebranding phase, a new COAST website was launched to ensure clubs could connect with the resources available to them in many different ways. COAST is available to support clubs and is actively working with several clubs and is striving to have all clubs maximize their use of the resources and tools provided to them through COAST.

What COAST provides:  Fulltime, professional staff person available to give individualized attention  Self-Assessment Tool of best practices and standards to help guide clubs  Resource library of samples and templates for all aspects of achieving high standards  Access to packages to support special events, taking advantage of economies of scale  Work plan consultation service to assist in planning and development  Support with any challenge a club is facing, crisis management in addition to preventative planning

Looking Forward Each club will continue to work through the self-assessment tool and work with the COAST Manager to create action plans to move forward putting the policies and procedures in place to secure the future of the club. Under the COAST program, clubs can improve in each area and continue to use that forward momentum to ensure all standards and best practices are being met to continue the success of each individual club and sailing in Ontario on the whole.

ATHLETE DEVELOPMENT COMMITTEE REPORT Submitted by Ontario Athlete Development Committee & OSA Coaching Staff

The 2016 Ontario Sailing Combine was an excellent and well attended event. The Windsurfing athletes attended a separate Combine at Toronto Windsurfing Club.

Single Handed update: Laser & Radial Elite Teams – Year round international support over approximately 185 days. These levels are High Performance programs. Laser & Radial Teams – Approximately 21 days of domestic support at targeted training camps and events. This team is intended to participate in a full-time club program. RSX Team – Ontario Sailing will be providing support to select athletes training out of TWC in 2017.

Double Handed update: 420 Team – The 2016 team successfully increased the amount of training time from the previous year and the athletes enjoyed a lot of success at events. This team will continue with 25 days of support in 2017. 29er Team – Ontario Sailing has selected fourteen 29er athletes to work with in 2017. This re- newed team is an exciting opportunity to once again support this double handed development class.

Women in Sailing: Ontario Sailing has committed to an increased drive to support our female athletes. We are excited to have more female athletes on our provincial teams than in the past several years and will be running several training camps in 2017 to further this support.

Coach Mentorship and Talent ID: Ontario Sailing started a new initiative in 2016 to support our young coaches across Ontario to improve their coaching skills. This program also provided a lot of tools for these coaches to track and develop the skills of their athletes. This program will be linked to our Training Centres in 2017 and will help to improve Ontario Sailing’s ability to identify and develop our up-and- coming athletes sooner.

Training Center Update: Ontario Sailing has been working to revamp our training centre model for the 2017 season. The clubs listed below will remain as they were in 2016. RACE MANAGEMENT COMMITTEE REPORT Submitted by Bill Visser, Committee Chair

2016 has been a productive year for the Ontario Sailing Race Management Committee.

We have strived to continue to fulfill our mandate, which is:  To improve the level of racing and support Regatta Organizers in Ontario by ensuring a pool of competent Race Officers (ROs) certified at the Assistant Race Officer (ARO) and Club Race Officer (CRO) levels,  To provide a range of training, mentoring and experience for ROs,  To develop and implement a strategy to encourage ROs to enter the certification stream, maintain and upgrade their certification, and progress up to the Regional and National Race Officer Levels

During the year, we conducted seven Race Management seminars resulting in 70 Assistant Race Officer certifications. These seminars also resulted in 41 potential Club Race Officers and 15 potential Mark Layers (upon application to the Race Management committee). In addition, the committee reviewed and approved one ARO, fifteen CRO and one Assistant Mark Layer Certification / re-Certification requests.

The seminars were led by the Course Conductors’ team consisting of: Ross Cameron, Graham Dougall, Pat Lymburner, Irene McNeill, David Sprague, Bill Visser, John Weakley and Jake Wright-Starr. Also supporting as they complete their demonstration of skills for their Course Conductor Certificate were Paul Brennan and Steve Reid. Regretfully, for personal reasons, David Steenbergen has had to step down. Tom Babcock has also been available; unfortunately, we were not able to utilize his skills in 2016.

All Ontario Sailing member clubs and organizations should take advantage of the training opportunities available. Booking a seminar at this time of the season keeps members involved and prepared for the challenges of growing programs and participation with skills and confidence.

APPEALS COMMITTEE REPORT Submitted by Wendy Loat, ABYC - NJ - Committee Chair

The task of the Appeals Committee is to decide appeals submitted by competitors who have been a party to a protest hearing and are dissatisfied with the decision of the protest committee. Appeals may only be submitted by parties to the protest hearing and usually claim there was an incorrect interpretation of a rule or conclusion, or a procedural error by the protest committee. Some appeals attempt to appeal the facts found which, according to The Racing Rules of Sailing, may not be appealed. The Appeals Committee also answers requests for confirmation or correction of a protest committee’s decision when it is uncertain it came to the correct decision.

The Appeals Committee received only four appeals in 2016, one fewer than last year. One of these appeals was submitted by a party from a club which is not a member club of Ontario Sailing / Sail Canada. This particular appeal was referred back to the Sail Canada Appeals Committee by us and the Sail Canada Appeals Committee informed the appellant that as his club was not a member of Sail Canada, he was not entitled to submit an appeal.

Appeals continue to show that clubs without certified officials continue to run into problematic decisions that are not always able to be rectified through the appeal process. The Ontario Sailing Judges Committtee welcomes offers to host seminars from around the province and we would encourage clubs that have no certified judges to contact Ontario Sailing to make arrangements for a seminar.

Judge Training Seminars in 2016: In 2016, three club judge seminars were scheduled. The February seminar scheduled at the Royal Canadian Yacht Club was cancelled due to lack of attendees. One was held at Kingston Yacht Club and another was held in a Go-to-Meeting forum for Northern Ontario with 6 attendees. We will be hosting a seminar again at Royal Canadian Yacht Club this coming March. We welcome requests from other clubs willing to host a seminar.

I wish to thank the committee members and Krystal Smith at Ontario Sailing for their support and work.

Ontario continues to certify many judges annually, but there are still several areas of the province where there are no certified judges. These regions continue to run events without certified judges, and problems continue to arise as a result. We tried to address this issue this year with the “Go-to-Meeting” seminar.

At the Sail Canada meeting in October, several attendees raised concerns about the decreasing numbers of certified Race Officials. A meeting was held in January with representatives of the Sail Canada Training and Certification Committee and the Officials sub-committee chairs and additional representatives which will result in facilitation of the first-time certification process for Club Judges in particular. Stay tuned!

The BOOM Program had another successful year in 2016, seeing new sites & reconnecting with old ones.

BOOM: Two BOOM mobile units, each equipped with eight RS Quba Dinghies and two coach boats, visited 13 sites with approximately 200 participants.

Sites visited: Mississauga Sailing Club, Grand Bend Yacht Club, Shadow Lakes Association, LaSalle Mariner’s Yacht Club, Big Rideau Lake Association, Lagoon City Yacht Club, Kennesis Lake Cottage Owners Association, Township of Scugog & Beacon Marina, and Kincardine Yacht Club, Honey Harbour Association, Sail Georgina, Algoma Sailing Club, and Thousand Islands Boat Museum.

Access BOOM: Our Access BOOM Mobile spent five weeks at three different sites running training for people with disabilities. This mobile unit was equipped with two Access 303w and two Access 2.3 Dinghies and one coach boat.

Sites visited: Erieau Yacht Club & Chatham-Kent Children's Treatment Centre, Etobicoke Yacht Club & Holland-Bloorview Kids Rehabilitation Hospital, and Rondeau Yacht Club & Municipality of Chatham-Kent.

ABLE SAIL REPORT Submitted by Melanie O’Brien, Program Coordinator

Ontario Sailing would like to recognize the Canadian Paralympic Sailors on their outstanding results at the 2016 Rio Olympics. Paul Tingley, Scott Lutes, and Logan Campbell finished with a bronze medal in the Sonar class, while John McRoberts and Jackie Gay brought home a silver in the SKUD 18. Honourable mentions go to Bruce Millar on his 10th place finish in the 2.4mR. The hard work and results from our Canadian Paralympics will inspire generations of sailors!

Ontario Sailing would like to thank McKeil Marine, Boating Business, and the Toronto International Boat Show for supporting the Access BOOM Program in 2016. The Access Mobile visited three sites during the summer of 2016 for a total of five weeks. During that time, 42 individuals participated in the sport of sailing with our instructors Helen Dam, Melanie O’Brien, Camila Davila, and Duncan O’Brien. Thank you to all of the host sites, organizers and participants that make the Access BOOM program possible.

The purchase of used equipment in 2016 will allow Ontario Sailing to expand the capacity of our Able Sail community. In 2017, Ontario Sailing looks forward to refurbishing the equipment and working with its partners to set up new, permanent Able Sail Training Sites. In 2017, the Access BOOM program will be expanding to include a partnership with the Whitby Yacht Club and the Abilities Centre in Whitby.

Ontario Learn To Cruise Instructors Basic Cruising/Keelboat Instructor clinics were held in Ottawa (1) and Toronto (2). Start Keelboat Instructor clinics were run in Cobourg (1) and Whitby (1). An Intermediate Cruise Instructor clinic was run out of Collins Bay and an Advanced Instructor clinic was run out of Midland. A Basic Power crossover clinic was held in Toronto. Instructors are certified to teach specific student certification levels. The certification courses for the Cruising and Power instructors in Ontario focus on the student entry levels where most of student training occurs. Training for other levels is on a demand/as needed basis. Ontario Learn To Cruise Student Registrations This was the second year of the use of Sail Canada Online Services (Checklick) for student registration. This system provides the capability to track both certifications and participation in the keelboat and powerboat training system on a national level. Data from this source showing certifications is the basis for the numbers shown in this report. As in 2015, certifications from at least one training organization were not included in the reported numbers.so the Start Keelboat and Introduction to Sailing numbers may be understated. Basic and Intermediate Cruise levels continue to represent a large portion of the Cruising certifications awarded that have an on water component, with the Start Keelboat entry point to the system growing. The breakdown reflecting successful course completion by students is shown below.

Over the past year the senior instructors in the Learn to Cruise system in Ontario have met on a monthly basis with a focus on product development/delivery in Ontario and on consistency and quality in product delivery.

On the national level, the Cruising Panel continues to provide Sail Canada technical support to assist in the maintenance and development of the Learn to Cruise and Learn to Power Standards. The Coastal Navigation standard has been divided into two components and some knowledge of electronic positioning has been added to both new standards. The reduced size of Start Keelboat and the new navigation standards (Basic and Intermediate) allow training leading to certification to be offered in smaller parcels. These products also offer new marketing opportunities to schools and clubs. The use of Checklick supports the option of offering certification through a number of short training encounters over one or more summers. The ability to offer learning in shorter time periods may be attractive to those with busy lives and shortening attention spans. Many schools have achieved compliance with Transport Canada regulations governing Recreational Boating training. Some schools continue to work towards achieving compliance with Transport Canada regulation and we would urge them to complete the process. Thanks to Melanie O`Brien and all the Ontario Sailing staff for their continued support of the cruising and powerboat training programs. We are fortunate to work with such a dedicated and friendly group.
