It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK. The Unit has done work on every aspect AGENDA of the UK’s constitutional reform programme: devolution in Scotland, Wales, Northern Ireland and the English regions, reform of the House of Lords, electoral reform, R parliamentary reform, the new Supreme Court, the conduct of referendums, freedom eform Prof FOR CONSTITUTIONAL of information, the Human Rights Act. The Unit is the only body in the UK to cover the whole of the constitutional reform agenda. REFORM The Unit conducts academic research on current or future policy issues, often in collaboration with other universities and partners from overseas. We organise regular R programmes of seminars and conferences. We do consultancy work for government obert and other public bodies. We act as special advisers to government departments and H parliamentary committees. We work closely with government, parliament and the azell judiciary. All our work has a sharply practical focus, is concise and clearly written, timely and relevant to policy makers and practitioners. The Unit has always been multi disciplinary, with academic researchers drawn mainly from politics and law. -

'Behind the Scenes at the Palace of Westminster’. At its Annual Summer Lecture in May, Salisbury Branch members were fortunate to hear about the post of Black Rod from Lt. General David Leakey CMG CVO CBE. He held this unique position between 2010 and 2018 and explained to the audience that its origins go back to 1350 when King Edward III first created the post as an usher/door keeper to the original Knights of the Garter. The King gave to the first post holder a black ebony stick surmounted with a gold lion at the top to signify royal appointment and the name has continued for nearly 700 years since. The first Palace of Westminster was originally a Royal Palace, although in 1512 that changed after a serious fire when the Royal Household moved out - but Black Rod stayed behind to ensure the doors were always open for Parliament. However, David went on to explain that there are in fact 14 buildings within the Parliamentary estate and even today some of these are still owned by the sovereign. For example, Westminster Hall where, by long tradition, the Lying in State following the death of any monarch has always taken place. David also explained that for more frequent events, such as the state opening of Parliament that is broadcast widely on TV channels, where Black Rod summons the Commons to attend the Queen’s speech in the House of Lords, no less than 54 miles of TV cable has to be used, almost all of it hidden from view. Not surprisingly, the role of Black Rod has gradually evolved over hundreds of years to what it is today, but whoever has the job keeps alive a great deal of tradition from those early times. -

CONSTITUTION UNIT MONITOR 53 FEBRUARY 2013 Commission on a Bill of Rights reports The Commission on a Bill of Rights delivered its report to the repeating their commitment (first announced by Cameron in 2006) government in December. The performing arts’ contribution to the UK: economic & social British theatre (from drama to musical theatre to opera to dance) is a world-class cultural and economic force with British theatrical productions filling cultural venues and theatres from Broadway to Beijing. From small studios to big-budget stages, theatre and the performing arts are part of the fabric of British life. Towns, villages and cities the breadth of the UK have and use theatres for more than seeing a show – they are spaces for many different groups in community to come together to learn, socialise and create. As you know, the creative industries are a motor of growth in local economies from the South East to the North West, from Yorkshire and the Humber to the West Midlands. Theatre’s workforce of 290,000 people includes 70% who are self-employed and move freely between scales and sectors. -
