Chennai – 600 006. … Public Authority. ********* O R D E R This case was enquired by the commission earlier on 08.10.2015 and 08.12.2015 and was posted for today’s enquiry (12.01.2016). 2. The petitioner Thiru. M. Mohamed Iyub, was present for today’s (12.01.2016) enquiry. The Public Authority represented by Dr.Alar Shanthi, Deputy Director of Medical Services (Leprosy), Kanchepuram and Tiruvallur, Poonamallee, Chennai – 56 and Dr.Yogalakshmi, Deputy Director of Medical Services (Leprosy), Chennai-6 were present. 3. By order dated.08.12.2015 the commission directed the Public Information Officer to search the records available in the office of the Public Information Officer and if the information sought by the petitioner/ appellant are available to furnish the same to the petitioner/appellant in accordance to Section 7(6) of Right to Information Act, 2005 within one week from the date of receipt of the order and if not available to file an affidavit before the commission in the next hearing. 4. When the case was enquired today, the Public Information Officer.Dr.Alar Shanthi, Deputy Director of Medical Services (Leprosy), Kancheepuram,Tiruvallur and Poonamallee filed an affidavit before the commission stating that the petitioner/ appellant Thiru.M.Mohamed Iyub has not joined duty in any centre within the jurisdiction of Tiruvallur and Kancheepuram District and hence no record was available in their officer pertaining to Thiru.M.Mohamed Iyub. 5. The Public Information Officer, Dr.Yogalakshmi, Deputy Director of Medical Services (Leprosy), Chennai – 6 filed a separate affidavit before the commission stating that Thiru.M.Mohamed Iyub former Leprosy Inspector worked in Leprosy Control Unit, Teynampet, Chennai-17 from 12.05.1989 to 12.11.1992 and was on unauthorised absence. Subsequently his resignation was accepted by letter dated.12.11.2013 (Ref.No.17149/Leprosy/2013). She further added that the information sought for by the Thiru.M.Mohamed Iyub were pertaining to a records prior to 23 years. In the mean time for administrative reasons the office was integrated and a thorough search was conducted, but was unable to trace out the same. 6. During enquiry the Public Information Officer Dr.Yogalakshmi informed the commission that she assumed office as Deputy Director of Medical Services (Leprosy) on 29.07.2008. At the time of joining as per the administrative procedure documents that should be in her charge were handed over to her and perusal of the list of Service Register that were submitted before her does not include the name of Thiru.M.Mohamed Iyub. 7. The list of Service Register was called for by the commission and perused. Perusal of the list of Service Registers, do not disclose the service register of Thiru.M.Mohamed Iyub. 8. In the above circumstances the commission accepts the affidavit filed by the Public Information Officer.Dr.Alar Shanthi, Deputy Director of Medical Services (Leprosy), Kancheepuram,Tiruvallur and Poonamallee and The Public Information Officer Dr.Yogalakshmi, Deputy Director of Medical Services (Leprosy), Chennai and conclude that the information sought for by the petitioner/ appellant as they were not available in the office of the Public Information Officers it could not be furnished to the petitioner/ appellant the commission record the same and the appeal is treated as closed. sd/-B. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.

THE TAMIL NADU URBAN LAND TAX ACT With the twin object of securing the State revenue in respect of urban lands put to non-agricultural uses and acting as a disincentive to concentration of urban lands in the hands of a few rich persons, the levy of urban land tax was introduced in Madras City for the first time in 1963 by Tamil Nadu urban Land Tax Act, 1963. The Tamil Nadu Urban Land Tax Act, 1966 was introduced in Chennai City from1.7.1963, to levy tax on urban lands except the lands which are under agricultural operations.
