Independence brought to an end one of the most intractable and wasteful conflicts in the region. With independence, the people of Namibia not only gained political freedom, but set out on the challenging task of building a nation and defining their relations with the world. From the perspective of mediation, the role of the international community in bringing about Namibia's independence in general, and that of the United Nations in particular, was of a deep structural nature. -

11111 Media Monitoring on Urban Development in Namibia Media Monitoring on Urban Development in Namibia is a service provided by Development Workshop Namibia (DWN), a Namibian NGO with a focus on sustainable urban development and poverty reduction. DWN is part of a world-wide network of Development Workshop (DW) organisations with centres in Canada, Angola and France, and offices in Vietnam and Burkino Faso. It was founded in the 1970s by three architect students in the UK and has been funded by non- governmental organisations, private citizens, and national and international development organisations. In Namibia, DWN’s activities focus on urban related research, effective urban planning for the urban poor, solutions to informal settlements, water & sanitation, and projects specifically targeting disadvantaged segments of the urban youth. Through 40 years of engagement on urban issues mainly in Africa and Asia, the DW network of organisations has acquired significant institutional knowledge and capacity and is well integrated in regional and international networks. The Namibian media provide an important source of information on urban development processes in the country, highlighting current events, opportunities and challenges. The media further provide insight into the different views and perceptions of a variety of actors, be it from government, non- government, private sector, and individuals that reside in Namibia’s towns and settlements. It is therefore hoped that DWN’s Media Monitoring service will provide insights into those different views, with potential use for a variety of institutions and decision-makers that work in the urban environment in Namibia. The Media Monitoring service is currently provided on a monthly basis and monitors the following newspapers: The Namibian, Republikein, Namibian Sun, New Era, Windhoek Observer, Confidente, and Informante. -

Namibia, Botswana & Victoria Falls Private 4th to 22nd July 2017 (19 days) Trip Report Cheetah by Wayne Jones Trip report compiled by Tour Leader, Wayne Jones Trip Report – Nambia, Botswana & Victoria Falls - Private 2017 2 Tour Summary Our Namibia/Botswana/Zambia tour is one of our most popular trips; and, with excellent lodgings, good infrastructure and fabulous bird and wildlife viewing, it is well-suited to a family visit. We recorded 360 bird and 44 mammal species during our 19-day journey from the highlands of Windhoek to the lush banks of the Zambezi, with desert, savanna and wetlands in between. ________________________________________________________________________________ We officially kicked off our birding with a late afternoon visit to Avis Dam, on the outskirts of the Namibian capital. The area was so thick with different species that we didn’t even complete a quarter of the route before the sun dipped behind the Auas Mountains. It started with a tree full of waxbills – Blue, Violet-eared, Black-faced and Common. Our list soon included Green-winged Pytilia, Red-headed Finch, Scaly-feathered Weaver, Chestnut-vented Warbler, Scarlet- chested and Marico Sunbirds, Black-chested Prinia, Yellow-bellied Eremomela, Acacia Pied Barbet, Pririt Batis, Crimson-breasted Shrike, Brown-crowned Tchagra, Bearded and Cardinal Woodpecker, Lark-like Bunting, White-backed Mousebird and a Pearl-spotted Owlet. On a repeat visit the next morning, we had just climbed out of the car when a pair of Orange River Francolins starting calling, eventually allowing us excellent looks. Our other major quarry was Quailfinch. After spotting several flying specks, we finally found a female on the ground where she sat Acacia Pied Barbet by Wayne Jones for a couple of minutes. -

TELEX: 205662 SAP UR FACSIMILE: (202) 842-3211 THIS WEEK IN NAMIBIA Week of January 14 - 21, 1990 (A report filed by the Lawyers' Commit~ee for Civil Rights Southern Africa Project staff in Namibia) 1. constituent Assembly: The Constituent Assembly's Standing Committee on Rules and Orders reportedly has reached an agreement on the final constitutional draft to be tabled in the full Assembly later this week. Full Assembly deliberations on the draft - originally scheduled for last Friday - were postponed when disagreement arose over the provisions for the powers of the President and the nature of the legislature, among other issues. The reasons for the delay are unclear. Reportedly, the Committee was dissatisfied 7ith the draft prepared by the three South African lawyers acting on the Committee's instructions. But, one local newspaper attributes the delay mainly to the Committee's failure "to clear up relevant issues the first time around." Whatever the cause, SWAPO reportedly felt, for example, that too many limitations had been placed on the powers of the President, while DTA members argued that the second "House of Review" (HOR) was toothless and the mechanism and timetable for its formation unclear. Questions were also raised regarding the usefulness of the separate constitutional division of the judiciary, on the grounds that a separation between constitu tional and non-constitutional matters was specious and that such a separate division, entrusted with powers over the Supreme Court and Appellate divisions, risked threatening the independence of the judiciary. -

Various econometric models have been used to model these relationships in the literature. However, there is a growing concern that methods which do not explicitly account for the endogeneity of regressors and which are used to investigate the relationship between property rights and the economic activities on agricultural farms often produce bias estimates that are inefficient and inconsistent. This study applied an instrumental variable (IV) regression using a survey data of 510 farmers to correct for endogeneity. A test of endogeneity of tenure security, investment, and farm productivity in the various models shows that tenure security is exogenous to farm investment decision and farm productivity.
