Türk Heyetine Türkiye Cumhuriyeti Başbakanı Sayın Recep Tayyip Erdoğan, İran İslam Cumhuriyeti Heyetine Cumhurbaşkanı Birinci Yardımcısı Sayın Dr. Mohammad Reza Aref başkanlık etmiştir. Türkiye Cumhuriyeti Başbakanı Sayın Recep Tayyip Erdoğan İran İslam Cumhuriyeti'nde bulunduğu süre zarfında, İran İslam Cumhuriyeti Cumhurbaşkanı Sayın Seyed Mohammad Khatemi tarafından kabul edilmiş, ve Uzlaştırma Konseyi Başkanı Sayın Akbar Hashemi Rafsanjani, İslami Danışma Meclisi Başkanı Sayın Gholam Ali Haddad Adel, Dışişleri Bakanı Sayın Kamal Kharrazi, Petrol Bakanı Sayın Bijan Namdar Zanganeh ve Savunma ve Silahlı Kuvvetler Destek Hizmetleri Bakanı Sayın Ali Shamkhani ile görüşmüştür. Heyet başkanları görüşmeler sırasında, iki ülke siyasi, ekonomik, ticari ve kültürel ilişkileri çerçevesindeki tüm konular ile bölgesel ve uluslararası konularda görüş alışverişinde bulunmuşlardır. Türkiye-İran Karma Ekonomik Komisyonu 18. Dönem Toplantısı sırasında, Türkiye Cumhuriyeti Heyetine Devlet Bakanı Sayın Kürşad Tüzmen, İran İslam Cumhuriyeti Heyetine, Yol ve Ulaştırma Bakanı Sayın Ahmad Khorram başkanlık etmiştir. Türkiye Cumhuriyeti Devlet Bakanı Sayın Kürşad Tüzmen, Tahran'da bulunduğu süre zarfında, İran İslam Cumhuriyeti Ticaret Bakanı Sayın Mohammed Shariatmadari ile görüşmüştür. Görüşmeler, tarafların iki ülke arasında ekonomik, ticari, teknik ve bilimsel işbirliğinin daha da geliştirilmesi yönündeki arzusunu yansıtan samimi ve dostça bir ortamda gerçekleştirilmiştir. İki ülke heyetlerinin listeleri Ek I ve II'de yer almaktadır. Taraflar, Karma Ekonomik Komisyon Toplantısı sırasında aşağıda sayılan komitelerin kurulması hususunda mutabık kalmışlardır. a) Ticaret, Bankacılık İşleri ve Sanayi Komitesi b) Ulaştırma, İletişim ve Gümrük İşleri Komitesi c) Koordinasyon ve İzleme Komitesi Taraflar, çeşitli işbirliği konularında gerçekleştirdikleri görüş alışverişi ve görüşmeler sonucunda aşağıda yer alan hususlarda mutabakata varmışlardır. A- TİCARET, BANKACILIK VE SANAYİ 1- Taraflar, ticari ve ekonomik ilişkilerini gözden geçirerek, iki ülke arasındaki ticaret hacminin daha da arttırılması için gerekli imkanları sağlamak konusunda mutabık kalmışlardır. 2- Taraflar, sürdürülebilir ticaretin önemini vurgulayarak, ticari ilişkilerinin potansiyellerini yansıtacak ve her iki ülkenin ortak çıkarlarına olacak şekilde daha da geliştirilmesi ve çeşitlendirilmesi yönünde mümkün olan her türlü çabayı sarf etmek hususunda mutabık kalmışlardır. 3- Taraflar, 2 Ekim 2003 (11 Mehr 1382) tarihinde imzalanan Ortak Ticaret Komitesi 2. Dönem Toplantısı Mutabakat Zaptı'nın ilgili maddelerine atıfta bulunarak, gümrük vergilerinin tedricen düşürülmesini ve tarife dışı engellerin kaldırılmasını amaçlayan Ticaret Anlaşmasına ilişkin müzakerelere devam etmeye hazır olduklarını vurgulamışlardır. Bu amaca yönelik olarak taraflar, Ticaret Anlaşması Alt Komitesinin 3. Dönem Toplantısının, Ortak Ticaret Komitesinin 3. Dönem Toplantısı ile eş zamanlı olarak, İpek Yolu Türk İhraç Ürünleri Fuarı sırasında 30 Eylül - 1 Ekim 2004 (9-10 Mehr 1383) tarihleri arasında Tahran'da gerçekleştirilmesi hususunda mutabık kalmışlardır. 2 4- Taraflar, Sınır Ticaret Merkezleri çerçevesinde ikili ticari ilişkilerini gözden geçirmişler ve bu merkezler kanalıyla gerçekleşen ticaret hacminin hedeflenen seviyesinin çok gerisinde olduğunu vurgulamışlardır. Taraflar, Sınır Ticaret Merkezleri çerçevesinde yılda 50 milyon ABD Dolarlık ithalat yapılması amacıyla gerekli önlemleri almak hususunda mutabık kalmışlardır. Türk tarafı, bu hedefe ulaşmak için, 2 Ekim 2003 (11 Mehr 1382) tarihinde imzalanan Ortak Ticaret Komitesi 2. Dönem Toplantısı Mutabakat Zaptı'nın 3 numaralı eki listede yer alan malların ithalatına bu sistem dahilinde başlamış olduğunu belirtmiştir. İran tarafı, sözkonusu Mutabakat Zaptı'nın dört numaralı ekinde yer alan mal listesinin onay sürecini, bu Mutabakat Zaptı'nın imzalandığı tarihten itibaren 45 gün içerisinde tamamlamayı kabul etmiştir. Taraflar Kapıköy-Razi, Sarısu ve Esendere-Sero Sınır Ticaret Merkezlerinin imkanlarının geliştirilmesi hususunda mutabık kalmışlardır. Taraflar, uygulamaların uygun bir şekilde hayata geçirilmesine ve sistemin sorunsuz işlemesine yönelik tedbirleri almak amacıyla, 2 Ekim 2003 (11 Mehr 1382) tarihli Mutabakat Zaptının 6. maddesi çerçevesinde kurulan İzleme Komitesinin ilk toplantısının 2004 yılı Eylül ayının ilk haftasında Kapıköy-Razi'de yapılmasını kararlaştırmışlardır. İran tarafı Kozerash-Salmas bölgesinde bir STM kurulmasını önermiştir. Türk tarafı, sözkonusu teklifi olumlu bir şekilde değerlendirmek üzere incelemeyi kabul etmiştir. 5- İran tarafı, İran menşeli cam, propilen torbalar, kristal cam ve porselen ithalatına uygulanan korunma önlemlerinin gözden geçirilmesini talep etmiştir. Türk tarafı, Türkiye menşeli orta yoğunluktaki fiber (MDF) ithalatında İran makamları tarafından anti- damping olarak adlandırılan uygulama hususundaki endişesini ifade etmiştir. Taraflar, yukarıda belirtilen konulara her iki tarafı da tatmin edici çözümler bulunması amacıyla istişarelere hazır olduklarını belirtmişlerdir. 6- Taraflar, fikri, sınai ve ticari mülkiyet haklarının yeterli ve etkin bir şekilde korunması da dahil olmak üzere, ticarete elverişli koşulların sağlanması amacıyla uygun önlemleri almayı kararlaştırmışlardır. Taraflar ayrıca, bu hususlarda ticaret koşullarını etkileyen bir durum ortaya çıktığı takdirde, taraflardan birinin talebi doğrultusunda Ortak Ticaret Komitesi kapsamında acil istişarelerin yapılmasına karar vermişlerdir. 7- Taraflar, İhracatı Geliştirme Etüd Merkezi (İGEME) ve İran İhracatı Geliştirme Merkezi (EPCI) arasında devam eden işbirliğini not etmişler ve sözkonusu kuruluşları malların pazarlanması ve karşılıklı yatırımların geliştirilmesi alanlarında işbirliği yapmaları hususunda teşvik etmeyi kararlaştırmışlardır. 8- Taraflar kuruluşlarını ve firmalarını ticari kapasitelerini ve üretim mallarını tanıtmak amacıyla her iki ülkede düzenlenecek uluslararası ticaret fuarlarına katılmaları ve solo fuarlar düzenlemeleri hususunda teşvik etmeyi kararlaştırmışlardır. Taraflar, İpek Yolu Türk İhraç Ürünleri Treni organizasyonundan duydukları memnuniyeti not etmişler ve bu proje çerçevesinde 28 Eylül 2004'de (7 Mehr 1383) Tebriz'de, 30 Eylül-1 Ekim 2004'de (9-10 Mehr 1383) Tahran'da ve 3 Ekim 2004'de (12 Mehr 1383) Meşhed'de gerçekleştirilecek faaliyetlerin başarılı bir 3 şekilde organize edilmesi için gerekli tedbirleri kararlaştırmışlardır. 9- Taraflar, ekonomik ve ticari ilişkilerin daha da artırılması amacıyla, ilgili firma ve kuruluşlarını İran ve Türkiye'deki serbest bölgelerini yararlanmaları hususunda teşvik etmeyi kararlaştırmışlardır. Bu amaçla, taraflar firmalarını ortak yatırımlarını ve mal mübadelelerini bu bölgeler üzerinden gerçekleştirmeleri hususunda teşvik etmeyi kararlaştırmışlardır. 10- Taraflar, iki ülke özel sektörleri arasındaki ikili temasların ve ticaret heyeti organizasyonlarının önemini vurgulayarak 23-29 Nisan 2004 (4-10 Ordibehest 1383) tarihlerinde Tahran'da yapılan Türk-İran İş Konseyi 3. Dönem Toplantısından duydukları memnuniyeti belirtmişlerdir. 11- Taraflar 18. Dönem Karma Ekonomik Komisyon Toplantısı vesilesiyle önde gelen Türk özel sektör firmalarının temsilcilerinin İran'ı ziyaretini ve ticari işbirliği için yeni olanaklar araştırılması amacıyla İranlı muhataplarıyla yaptıkları toplantıları memnuniyetle karşılamışlardır. Bankacılık 12- İran İslam Cumhuriyeti Merkez Bankası ve Türk Eximbank, İran'da Türk firmalarınca üstlenilecek olan projelerin finansmanı hususunda işbirliği yapmayı kararlaştırmışlardır. 13- Taraflar Türk Eximbank'ın seçilmiş İran ticaret bankalarına ticaret finansman imkanı sağlaması hususunda görüş alışverişinde bulunmuşlardır. 14- Taraflar Türk Eximbank, İran

    1 The Unexpected Results of Presidential Elections in Iran By Akbar E. Torbat Iranians voted in the presidential, city and rural council elections on June 14, 2013. The two elections were arranged to be on the same day to boost participations and show support for the Islamic Republic. The Guardian Council had handpicked eight candidates and rejected the rest of the applicants for presidency in violation of the Islamic Republic’s constitution.1 Despite 1.6 million first-time young voters, the turnout was 10% lower than the previous election. Some political factions had indicated that they would boycott the election. However, the Supreme Leader Ali Khamenei encouraged Iranians to vote by saying “It is possible that some people, for whatever reason, do not want to support the Islamic Republic establishment but if they want to support Iran, they should come also to vote at the polls.” In reality, those who did not support the regime did not have anyone on the ballot to vote for. According to John R. Bird, Canada’s Foreign Minister, the election was “effectively meaningless” because only “regime-friendly” candidates were allowed in the race.2 President Mahmoud Ahmadinejad had designated his former Chief of Staff Esfandiar Rahim Mashei as a nominee for president but the Guardian Council rejected him to be on the ballots. As Mashei was pushed aside, the election became a competition between the two wings of the clerical oligarchy; the conservatives (or principalists) and the moderates plus their reformist affiliates. Mashaei who had advocated secular policies and had nationalistic sentiments was considered a threat to the clerics, and therefore they decided to bar his candidacy.

    CRS INSIGHT Implications of Iranian Elections March 4, 2016 (IN10457) | Related Author Kenneth Katzman | Kenneth Katzman, Specialist in Middle Eastern Affairs ([email protected], 7-7612) Summary An apparent strong showing by supporters of President Hassan Rouhani might reflect broad support for the nuclear agreement between Iran and major international powers ("Joint Comprehensive Plan of Action," JCPOA) that is providing significant sanctions relief. Iran's core national security goals are unlikely to change, and with runoffs still to come, any possible easing of social and political restrictions is difficult to predict. The results could affect the choice of the next Supreme Leader. Election Processes On February 26, 2016, Iran held elections for the 290-seat Majles (parliament) and for the 88-seat body called the "Assembly of Experts," which is empowered to choose a successor to the Supreme Leader and rewrite Iran's constitution. The Majles plays a significant role on budgetary and economic decisions, but less of a role on issues of national security. The Majles seats are allocated to 207 geographic constituencies, meaning that some constituencies send more than one person to the body. Tehran, for example, sends 30 members to the Majles. The Assembly of Experts seats are divided among Iran's 31 provinces. The largest constituency in both elections is Tehran, which sends 30 persons to the Majles and 16 to the Assembly of Experts. Five Majles seats are reserved for members of the "recognized" religious minorities (Zoroastrians, Jews, and several Christian denominations). Political parties are generally banned, and factions compete as loose alliances of candidates based on ideology.

    89 • Articles • “The Superman in a Turban”: Political Jokes in the Iranian Social Media AFSANE REZAEI The Ohio State University Winner of the 2014 Bill Ellis Prize; NDiF Section, American Folklore Society Abstract: In this article, I examine political jokes that flooded social media after Hassan Rouhani won the 2013 Iranian presidential election. I argue that political jokes in non- democratic countries like Iran are not unified expressions of resisting, succumbing to, or making fun of a shared oppressor. They can rather be interpreted and used in very different ways, even by those who are normally placed under the overarching category of “the politically oppressed.” I examine the polysemic nature of the “Thanks, Rouhani” jokes and trace the ways in which they have been interpreted and utilized to represent contradicting political opinions of different groups of people. I also compare the “Thanks, Rouhani” joke cycle to its American counterpart, “Thanks, Obama.” This juxtaposition, while revealing interesting parallels between the two cycles in terms of their form and content, also highlights a similar level of complexity in the meaning and usage of political humor regardless of the state of politics in the two countries. Brief Analysis With most of their favorite candidates disqualified, the reformists embraced politicians who were little different from the hardline incumbents, raising questions about their claims of victory. n February 28, President Hassan Rouhani tweeted that the Iranian people had "artfully created a new O atmosphere" on election day. Regardless of what he may have meant by "artful," the media narrative he helped create about the results could be just as important as the elections themselves. A closer look at the winning candidates reveals glaring discrepancies between his account and Iran's political realities, shedding light on the narrative war between his supporters and opponents. BUSINESS AS USUAL IN THE ASSEMBLY OF EXPERTS T o support their claims of victory, Rouhani's followers assert that the "reformist" list for the Assembly of Experts election won the majority of seats in Tehran and other large cities. Yet if one understands "reformist" as a political figure who emerged during the reform movement of the late 1990s and is associated with the parties and groups created at that time, then neither the candidates on the "reformist" list nor the winners of Tehran's sixteen assembly seats can credibly be called by that name. For example, seven of the sixteen winners in Tehran could be found not only on the reformist list, but also on a rival list put out by the conservative "principalist" movement: Mohammad Ali Movahedi Kermani, Mohammad Emami Kashani, Mohsen Qomi, Ebrahim Amini, Ghorban Ali Dorri Najaf Abadi, Mohammad Mohammadi Reishahri, and Sayyed Abu al-Fazl Mir Mohammadi.

Saeed Jalili Saeed Jalili is the Secretary of Iran’s Supreme National Security Council. In 2007, he replaced Ali Larijani as Iran’s chief nuclear negotiator. During the Iran-Iraq War, Jalili served in the Revolutionary Guards on the front line. He lost half of his right leg and is said to have survived two Iraqi chemical gas attacks. He started working in Iran’s Foreign Ministry in 1989, and he served as the director of the European and American desks during President Mohammad Khatami’s second term in office (2001- 2005). Later he was elevated to the position of Director General for the Office of the Supreme Leader. Jalili was considered a potential candidate for the Foreign Ministry, but he was named the Deputy Minister for American and European Affairs. As Secretary of the Supreme National Security Council and chief nuclear negotiator, he has repeatedly negotiated with the 5+1 countries, which include Britain, China, France, Russia, Germany, and the United States. Jalali has twice rejected invitations for direct talks from the United States. Gholam Ali Haddad-Adel Gholam Ali Haddad-Adel was the parliament speaker from 2005 until 2008, and currently is a member of Iran’s ninth parliament, heading its conservative faction. Haddad-Adel is the top advisor to Iran’s Supreme Leader, Ayatollah Khamenei. His daughter is married to Mojataba Khamenei, one the Supreme Leader’s sons.
