MESSAGE FROM THE PRESIDENT OF PACIFIC URBANISM Pacific Urbanism is a community serving enterprise that specializes in policy research and evaluation, data modeling, and community building. Our mission is to serve as a resource to communities throughout for data driven and multidisciplinary planning support tools. Our goals are environmental justice, public health, safety and welfare of all peoples, regardless of income, ethnicity, gender identity, national origin, religion, age, or ability. We believe that by working together, these goals are well within the reach of the communities that we serve.

This study was prompted by a public inquiry as to the identification of sufficient government-owned land that is adequate for the location of emergency off-street shelters for the unhoused population of Los Angeles County. Our results show a total of 3,818,583,439 sqft (87,663 acres) of sites suitable for shelters in Los Angeles County, and 860,855,842 sqft (19,763 acres) within the City of Los Angeles (including areas not within a City Council District). Within the City of Los Angeles, the highest concentration of suitable sites were located within City Council District 12 with 136,573,908 sqft (840 acres) of cumulative area available. HOMELESS OFF STREET SANCTUARY AND SITE SUITABILITY ANALYSIS Executive Summary Los Angeles currently has the largest population of unsheltered people in the United States. According to the Los Angeles Homeless Services Authority (LAHSA), the City of Los Angeles counted 41,290 individuals experiencing homelessness in 2020, an increase of 16.1% (5,740) from 2019. Many of these individuals end up seeking shelter in streets, sidewalks, parks, and other public spaces that are not equipped for human habitation. As a result, individuals in these spaces often become vulnerable to issues relating to sanitation, public health, fire hazard, and public safety. As Los Angeles continues to face a worsening housing scarcity and unaffordability crisis, we must determine and implement policies that will help our neighbors avoid homelessness by providing adequate shelter and housing both in the immediate as well as permanently. In 2020, the Los Angeles Alliance for Human Rights (along with a coalition of advocates for solutions to homelessness in Los Angeles) filed a legal complaint against the City of Los Angeles on the grounds that local decision makers have not adequately provided shelters or areas of refuge for the City’s unhoused population. The plaintiffs assert that the municipal government is required to address the homelessness crisis by providing emergency shelters throughout the city. This study provides a comprehensive list of potential sites for off-street homeless shelters in Los Angeles as well as an inventory of precedents from various cities that should be considered by local policymakers in addressing homelessness in our communities. The results of this study have been provided as exhibits in the case LA Alliance for Human Rights v. City of Los Angeles.

PACIFIC URBANISM 3 Methods and Precedents This study explores a methodology of determining suitable sites for homeless shelters, the results of sites within the County of LA, and examples of adequate site designs and components:
