Describes the situation at Cheyenne and the counties of Laramie and Carter where Faulk says “a state of society bordering on anarchy has existed.” He tells of the rich gold discoveries in those regions; the building of the Pacific Railroad; the incoming population; turbulence and lawlessness; the Vigilance Committee; Congressional acceptance of his proposal for erecting a separate territory; act creating a temporary government in Wyoming, approved 25 July 1868; reasons why it has not gone into operation, that soon “a separate government will be in full operation in Wyoming, when, through the regular application of the civil laws crime will be suppressed, and the law-abiding citizens will finally be relieved.”

A lively journal of an extended stay in the upper Plains and Rocky Mountain region. In journal fashion, Jenkins relates his experiences in Minnesota in the first half of the text, while the rest describes the Dakotas, Iowa, Nebraska, Wyoming, and Colorado. A devout Catholic, Jenkins also includes much information on the Catholic missions and churches of the region, as well as his prescriptions for spreading the faith westward. The Eberstadts note a work with nearly the same title and similarly paginated also published in 1884 but “privately printed.” Not in Wynar. Scarce.

Streeter Sale 2104. “The title of this pamphlet would indicate that it related primarily to Minnesota, but it also has much about the Black Hills, and it is perhaps the earliest separate printing of a project for the creation of a territory, the Territory of Upsaroka, for the region out of which later Montana and Wyoming Territories were formed” - Streeter. Taylor had printed a similar pamphlet the year before in which he called for offensive measures against the Sioux in order to remove them from their threatening positions on the Minnesota frontier. Taylor was secretary of the Minnesota and Pacific Railroad, but he also worked as a journalist. In 1870 he became American consul at Winnipeg.
