NORTH EAST SCOTLAND TRANSPORT PARTNERSHIP – 16 December 2013 8 Information Bulletin Purpose of Report The purpose of this report is to provide information and updates for the Board on a number of matters not requiring decision. Prestwick Airport Members may be aware from press reports that the Scottish Government has agreed to the temporary running of Prestwick Airport as a nationalised operation. Rab Dickson attended the Cross-Party Group on Aviation meeting in the Scottish Parliament on 27 November where it was emphasised that the Government are not in the business of running airports, that the acquisition is seen as a temporary measure until an operator can be found and that there is no intention to compete for business with commercial airports. Representatives from Glasgow and Edinburgh Airports did express concern at the possibility of anti-competitiveness issues, but seemed satisfied with the assurances given. Implications for Aberdeen International Airport are probably minimal. Access to Laurencekirk Study Derick Murray, along with Ewan Wallace and William Munro of Aberdeenshire Council, met with various representatives of the Laurencekirk community on 14 November at Mearns Community Centre to explain the study that Nestrans is commissioning in partnership with Aberdeenshire Council and Transport Scotland to develop a robust evidence case and progress a preferred option to improve access between the A90 and Laurencekirk. It is felt that the meeting was appreciated and that the requirement for the study and the fact that local input will be a key element of the STAG process was in the main understood and welcomed. It was asked however if there are any interim measures that can be introduced to improve safety on the A90 Trunk Road at this location in advance of a long term solution being brought forward and delivered and a letter has been sent to Transport Scotland to seek their response to this request. -

Stuart Young Chief executive, Dunecht Estates Stuart gave a talk on how Dunnottar Castle is currently doing and its challenges and what Dunecht Estate are thinking of doing in the future. There were 90,000 paying visitors 2015 with 10,272 this year to the end of May, which is the best year so far. The Castle is managed by Jim Wands who took over from Wendy Sylvester. Currently it employs 5 full time members of staff and some seasonal staff. They are focusing on Social media which is proving to be successful and are marketing it as the 8th wonder of the world, its recently been used for filming Frankenstein, and RBS were filming last week. The new website had 10,000 hits last week. There is a Dunnottar Castle app, which is getting good feedback as is trip advisor. 2016 3 projects. There is ongoing survey work looking at the stability of the cliff and buildings. -

Evidence stacks up that rocky outcrop was home to earliest Pictish fort 28 July 2015 Dr Noble, a Senior Lecturer in archaeology at the University of Aberdeen, described the sea stack as an 'exceptional archaeological find' and said consistency across the samples dated meant that they could be 'confident it was one of the earliest fortified sites occupied by Picts'. He said: "This is the most extreme archaeology I've ever done. The site can only be accessed using ropes at low tide and having never climbed before, it was quite hair-raising. But the challenge of getting to the top was soon forgotten as we began to make significant discoveries. "We knew that the site had potential as in 1832 a Excavations underway on top of Dunnicaer group of youths from Stonehaven scaled the sea stack, prompted by a local man who had recurring dreams gold was hidden there. Unfortunately for the youths they didn't find the gold, but they did find An inhospitable sea stack on the Aberdeenshire a number of decorated Picitsh symbol stones and coast has been confirmed as the site of the earliest as they were throwing them into the sea, noticed Pictish Fort and predates the iconic Dunnottar some were also carved. Several years later, when Castle, carbon dating has revealed. knowledge of Pictish stones began to circulate, a number were recovered from the sea." The sea stack to the south of Stonehaven, known as Dunnicaer, was excavated by archaeologists "We've always thought these symbol stones either from the University of Aberdeen in April. -

Project Name: A90/A937 Laurencekirk Junction Improvement Scheme Document Title: Stage 3 Environmental Impact Assessment Report 9 Noise and Vibration 9.1 Introduction This chapter assesses the potential noise and vibration impacts from the junction improvements on the A90 at Laurencekirk. The assessment will consider the potential operational and construction impacts on existing noise sensitive receptors. The proposed scheme alignment being assessed is described in Chapter 2 and shown in Figure 1.2 and Figure 1.3 in Volume 3 of this environmental report. A Design Manual for Roads and Bridges (DMRB) Stage 2 Environmental Assessment Report (EAR) was undertaken in April 2018 (Ref. 9.1) to determine the optimal option, considering environmental issues, traffic, socio-economic matters and the engineering aspect of the position and buildability of the proposals. The objective of the DMRB Stage 3 EIAR is to understand the noise and vibration effects of the proposed scheme, for both day and night time periods. The assessment was undertaken in accordance with guidance for Detailed Assessment provided in the DMRB, Volume 11, Section 3, Part 7 “Noise and Vibration”, HD 213/11 (Ref. 9.2). This will be referred to throughout the report as HD 213/11. The assessment considers the impacts without changing the alignment (referred to as the Do- Minimum) and future years when the new alignment is fully opened to traffic (Do-Something).
