Mining Regions and Cities Case of Västerbotten and Norrbotten, Sweden OECD Rural Studies OECD Rural Studies OECD Rural Studies Mining Regions and Cities Case of Västerbotten and Norrbotten, Sweden OECD Rural Studies Sweden’s northern region, Upper Norrland, is one of the most important mining regions in Europe and has the potential to become a global leader in environmentally sustainable mining. With the largest land surface and the lowest population density in Sweden, Upper Norrland contains two sub regions, Västerbotten Mining Regions and Cities and Norrbotten. Both sub regions host the greatest mineral reserves in the country, containing 9 of the country’s 12 active mines and providing 90% of the iron ore in the European Union. Upper Norrland has the potential Case of Västerbotten to become a global leader in environmentally sustainable mining due to its competitive advantages, including a stable green energy supply, high‑quality broadband connection, a pool of large mining companies working closely with universities to reduce the emissions footprint across the mining value chain, and a highly skilled and Norrbotten, Sweden labour force. Yet, the region must overcome a number of bottlenecks to support a sustainable future, including a shrinking workforce, low interaction of local firms with the mining innovation process and an increasing opposition to mining due to socio environmental concerns and land use conflicts. This study identifies how Västerbotten and Norrbotten can build on their competitive advantages and address current and future challenges to support a resilient future through sustainable mining. Raw materials are essential for the production of goods and services and the development of new technologies. They can also play an important role in the global transition towards a zero-carbon economy. The subnational dimension is critical to delivering better policies for economies specialised in mining activities. Unlike other industries, mining is geographically concentrated in those areas where the deposits lie, creating particular interactions with local communities and the environment. Mining specialisation generates a number of opportunities, including greater investments, technological innovation and higher-wage jobs. Yet, it also brings challenges, including vulnerability to external shocks, and environmental and social impacts. These positive and negative impacts are amplified at regional and local scales. Sweden’s northern region, Upper Norrland, is one of the most important mining regions in Europe and has the potential to become a global leader in environmentally sustainable mining. With the largest land surface and the lowest population density in Sweden, Upper Norrland contains two sub-regions, Västerbotten and Norrbotten. Both sub-regions host the largest mineral reserves in the country, containing 9 of the country’s 12 active mines and providing 90% of the iron ore in the European Union (EU). Amongst the two, Västerbotten is more densely populated and has a more diversified economy, while Norrbotten is larger in terms of land surface and more specialised in mining, concentrating most of the active mines and production volumes in Sweden. Upper Norrland has the potential to become a global leader in environmentally sustainable mining due to its competitive advantages. These include a pool of large mining companies working closely with research centres and universities to reduce the emission footprint and waste production across the mining value chain, together with a highly skilled labour force to drive innovation. The region also has a stable supply of green energy from hydropower and high-quality broadband coverage. Fully unlocking this potential will contribute to global climate agendas and the EU’s self-sufficiency strategy of raw materials. Yet, the region must overcome a number of bottlenecks to support a sustainable future. They include a shrinking workforce, low interaction of municipalities and small businesses with the mining innovation process, lack of preparation of the workforce for future technological changes, as well as increasing opposition to mining due to socio-environmental concerns and land use conflicts. This study identifies how Västerbotten and Norrbotten can build on their competitive advantages and address current and future challenges to support a resilient future through sustainable mining. To this end, Sweden’s national government needs to update the national mining strategy, define mechanisms to help the region capture greater value from mining ventures and improve the efficiency, predictability and transparency of the regulatory framework for mining. Both sub-regions need to enhance their innovation ecosystem, the local business environment, and internal and external co-operation. What was once true of yesterday is not the case today and especially not tomorrow. Therefore, we must be responsive, alert and flexible so that we dare to prioritise, also when conditions change, and we shall adapt the society to the future. The climate issue is of course extensive and complicated, but it also presents opportunities to develop solutions for energy and climate change adaptation that can contribute to both sustainable development and economic growth. In addition, we have the opportunity to discuss and coordinate on issues that have often been seen as opposites. At the same time, the climate goal has a deadline and must be prio- ritised since the reality is that the problem is rapidly reaching a point where the effects of emissions will be of a lasting or irreversible nature. This means that if we take too long discussing and coordina- ting without getting down to action, stopping all forms of emissions will no longer make a difference. The aim of Norrbotten’s climate and energy strategy is to keep the increase of the earth’s average temperature to well below two degrees.

The partner meetings planned in Barcelona and Mid Sweden couldn't go through due to COVID-19 measures. It was a pity the team could not meet in person. The first online session with all the partners was end of March, when we were supposed to see each other in the region of Catalonia. Swedish students pitch for InnoHEIs In May there was a meeting for all partners planned in Sweden. Instead of this, we had a second virtual partner meeting with inspiring pitches from winning students of the Mid Sweden University! They had to come up with an answer to the following question in just one day. How would you design the future for North Middle Sweden, 2030? They had to fulfil one of the united nations 17 sustainable goals and include cooperation with two of the other European partners in the InnoHEIs project. Regional disparity and heterogeneous income effects of the euro Sang-Wook (Stanley) Cho1,∗ School of Economics, UNSW Business School, University of New South Wales, Sydney, Australia Sally Wong2 Economic Analysis Department, Reserve Bank of Australia, Sydney, Australia February 14, 2021 Abstract This paper conducts a counterfactual analysis on the effect of adopting the euro on regional income and disparity within Denmark and Sweden. Using the synthetic control method, we find that Danish regions would have experienced small heterogeneous effects from adopting the euro in terms of GDP per capita, while all Swedish regions are better off without the euro with varying magnitudes. Adopting the euro would have decreased regional income disparity in Denmark, while the effect is ambiguous in Sweden due to greater convergence among non-capital regions but further divergence with Stockholm. The lower disparity observed across Danish regions and non-capital Swedish regions as a result of eurozone membership is primarily driven by losses suffered by high-income regions rather than from gains to low- income regions. These results highlight the cost of foregoing stabilisation tools such as an independent monetary policy and a floating exchange rate regime. For Sweden in particular, macroeconomic stability outweighs the potential efficiency gains from a common currency. Finska, meänkieli och samiska identifierades som territoriella språk och fick en högre skyddsgrad än de icke-territoriella språken jiddisch och romani chib. Det finns betydande skillnader mellan de fem nationella minoritets- språken vad gäller inte bara laglig status utan också beträffande antal talare och attityder från majoritets- befolkningen. Finska, som är det i särklass största minoritetsspråket och det andra största språket i Sverige, har en stabil position i det svenska samhället men har samtidigt blivit i viss mån “osynligt”. Meänkieli och samiska, särskilt sydsamiska, är de språk som är akut mest utrotningshotade. Jiddisch har mycket få modersmålstalare, men den judiska minoriteten utgör å andra sidan en välorganiserad grupp. Lägst status i majoritetssamhället har (fortfarande) den romska gruppen och det romska språket. In year 2000 Sweden ratified the European Charter for Regional and Minority Lan- guages. Five languages were officially recognised as national minority languages, namely Finnish, Meänkieli (Tornedalian Finnish), Yiddish, Romany and Sami. Com- mon for these languages is that they have been spoken in Sweden for hundreds of years. Sami, Meänkieli and Finnish were identified as regional languages, in contrast to Yiddish and Romany. Sami, Meänkieli and Finnish are historically spoken in the Norrbotten County. Finnish is also spoken in industrial districts along the coast of Norrbotten, in Stockholm and the district of Mälardalen and in the big cities in general.

NORSTEDT & SÖNER 302302 In his valuable memoir )>Sveriges jordskalv)> (Earthquakes in Sweden) (5), Rudolf Kjellen in rgro gave a survey of. the seismic conditions in Sweden. He publishes a list of all earthquakes that have been observed and recorded in the country, compiled from a great number of different sources. The cata­ logue, which goes from the year 1375 to rgo6, contains 421 earthquakes. On the basis of this material, Kjellen has constructed a seismic map of Sweden, using the following method. According to its size, each earthquake is given 1 a certain figure valne (in )>earthquake units)>) from / 2 to 5, while information that earthquakes are of frequent occurrence is ratedas ro. Taking into consi­ deration the distribution of the more important shocks, the country is then divided into a number of zones, and the degree of seismicity within these zones is expressed in the number of square kilometers for each )>earthquake unib within the time considered. The map shows strongly seismic regions around Lake Vänern, along the Bothnian Gulf, in Halland, and in sontheastern Skåne.
