REGULAR BUSINESS MEETING MAY 15, 2013 1. Call to Order The Board of Education, Township of Holmdel, met in Regular Business Meeting on Wednesday, May 15, 2013 in the library of the W.R. Satz School, 24 Crawfords Corner Road, Holmdel, New Jersey. The meeting was called to order at 8:00 p.m., by Mrs. Vander Woude, President of the Board. 2a. Opening Statement Statement is hereby made that adequate notice of this meeting was given by: ● Posting written notice prominently on the bulletin board in the Office of the Board of Education, 65 McCampbell Road, Holmdel, New Jersey, the District’s website and sent to the four district schools. ● The mailing and/or hand delivery of said notice to the designated newspapers, Asbury Park Press, Independent, the PLG, PSG, PSA, PTSO, SAB presidents and student representatives to the Board. ● Filing with the Clerk of Holmdel Township, Police Headquarters and Public Library. 2b. Open Public Meetings Act Meetings of the Board are open to the public and all members of the community should feel free to participate: ● There are two opportunities for the public to speak; the first is for agenda items only and the second is at the end of the meeting for other items. ● Any individual desiring to speak shall give his or her name, address, and the group, if any, that is represented. ● The presentation shall be as brief as possible but no more than three (3) minutes per individual. ● The board vests in its president, or other presiding officer, authority to terminate the remarks of any individual if he/she deems it in the best interest of those present to do so. 3a. Roll Call/Flag Salute The following Board members were present: Mesdames: Vander Woude, Garrity, Liu, Pascucci and Wetmore (left meeting at 9:20 p.m. and returned to meeting at 9:29 p.m.) and Messrs: Pavlik, DeSario, Hammer and Sockol. Also present were Mrs. Barbara Duncan, Superintendent, Mr. Michael R. Petrizzo, CPA, Business Administrator/Board Secretary and Mr. Michael Gross, Board Attorney. Absent: Ms. Mary Beth Currie, Assistant Superintendent for Curriculum & Instruction. Ms. Isha Purang and Ms. Sara Starks student representatives to the Board were present (both left meeting at 9:26 p.m.). 3b. Reading of Mission Statement The mission of the Holmdel Township Public Schools is to provide a comprehensive and caring educational environment that will develop the potential of every student into achievement. In partnership with our community, the School District will support all our students’ efforts to meet and exceed the New Jersey Core Curriculum Content Standards, and to become responsible and resourceful citizens and life-long learners. 1 REGULAR BUSINESS MEETING MAY 15, 2013 4. Presentations – Security Enhancements – Visitor Management System – B. Balicki, M. Marais of Red Circle Solutions At the conclusion of the presentation, there were the following questions: - How does the back ground check process work with local issues? Mr. Marais stated that the District will work with the local police department - Does the ID badge print our at the visitor management system/station? Mr. Marais stated that the ID badges prints in the main office and the visitor would be buzzed into the school/main office to pick up the ID badge. - How does the system validate a parent is a parent? Mr. Marais stated the system utilizes the District’s student ID system along with photo ID. - If two people arrive together, do they both have to check in? Mr. Marais responded yes, they both would need to check in. - How does the system handle large volume school events? Mr. Marais explained the system has is an event mode option used to speed up the check in process. - How does the system handle a false positive? Mr. Marais stated the District will need to develop a policy to address false positives utilizing the assistance with the local police and Red Circle Solutions. - What is the cost of the visitor management system? Mr. Balicki stated that the estimated cost is $7,000 per system and there would be a total of four systems installed (one per school at the main entrance). - When does the District plan on implementing this visitor management system? Mr. Balicki stated that the goal is to have this implemented in September. Mr. Pavlik stated that this system is a great deterrent and the District will work with the Holmdel Police Department to ensure the database is current. He also stated that if there are any issues/concerns identified during the check in process, the school administration will contact the police for assistance. 5. Approval of Minutes 5a. Approval of Minutes-Regular Business Meeting/Public Hearing - March 21, 2013 Resolved: That the Board approve the minutes of the following meeting: Regular Business Meeting/Public Hearing – March 21, 2013 MOTION: Mrs. Wetmore SECOND: Mr. Pavlik VOTE: 9-0 6a. Questions from the Public (Agenda Items) - Mr. Lanier, resident/parent, expressed concerns with the Visitor Management System regarding the potential false positives and cost of the system. He also inquired as to what problems the District was trying to solve by implementing this system. Mr. Pavlik stated the District is trying to enhance security for the safety of our children and this system acts as a deterrent. Mrs. Vander Woude stated this system is being implemented as a security enhancement and added deterrent and not as a reaction to any known or existing problem. - Mrs. Strickland, resident/parent, expressed concerns regarding the cost of the Visitor Management System. 6b.
