alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head. -

Romania - Submission to the UN Universal Periodic Review th 15 session of the UPR - Human Rights Council Contributed by: El Tera Association Roma Center for Social Intervention and Studies- Romani CRISS Sanse Egale Association Sange Egale pentru Copii si Femei 1 INTRODUCTION Under the universal periodic review, the submitting organizations have used primarily information collected by Romani CRISS, during 2008 until present, since Romania was most recently evaluated under the UPR. Romani CRISS, as well as human rights local monitors’ organizations, are documenting cases in the field cases of violation of human rights of the Roma communities’ members. The current submission will focus on the following areas: right to human dignity; right to life; right not to be subjected to torture or to cruel, inhuman or degrading treatment or punishment, right not to be discriminated against; freedom of movement and right to leave any country; right to a standard of living adequate for the health and well-being – with a particular focus on housing and medical care; right to education. The submission will also look at developments since the previous review, particularly normative and institutional framework, for the promotion and protection of human rights. 1. DEVELOPMENTS SINCE THE MAY 2008 SESSION Content of recommendation no 6 To continue to respect and promote the human rights of vulnerable groups, including the Roma communities and to continue to take further action to ensure equal enjoyment of human rights by Roma people, as well as to take further appropriate and effective measures to eliminate discrimination against Roma and ensures in particular their access to education, housing, healthcare and employment without discrimination, and gives a follow up to the recommendations of the United Nations human rights bodies in this regard. -

Journal of Identity and Migration Studies Volume 13, number 1, 2019 FOCUS: MANAGING REFUGEES' STITUATION Romania's Approach to Managing the Refugees’ Situation Andreea Florentina NICOLESCU Abstract. In the context of the crisis of refugees and sharing the responsibility of receiving refugees in the member states as a result of the wave of refugees which arrived in Europe, Romania is one of the countries which confronted with the reception of refugees on its territory. The main objective of this research is to identify the capacity of Romania to grant asylum and to integrate refugees in the Romanian society. The article is structured in 3 parts, in which it is presented the situation of refugees in Romania. In the first part of the article it is analyzed the flow of refugees who arrived in Romania and requested protection from the Romanian state between 2008 and 2018. This analysis presents the characteristics of the asylum applicants who handed in an application of humanitarian protection in Romania. The second part of the research displays the reality from the accommodation centers from Romania, as well as the possibility of extending the capacity for these in case of crisis situation. The final part of the study exposes the measures adopted by Romania regarding the integration of the refugees through the programs applied with the help of Asylum, Migration and Integration Fund (FAMI). The Relations Between Ukraine and Romania: Old and New Perceptions
The Relations between Ukraine and Romania: Old and New Perceptions. Cooperation Outlooks Analysis Paper 1. Background and Purpose of this Analysis Paper Strengthening cooperation between Ukraine and Romania is a key issue of the European Neighborhood and Partnership Policy, as well as of the international cooperation in the Black Sea Region and the Wider Eastern European region. The recent years have seen positive developments in the relations between these two countries, despite the relapses of prejudices. Overall, the current relations can be assessed as constructive, aiming at finding solutions to sensitive problems, overcoming a certain state of idleness, and further building cooperation. Still, the potential of such bilateral cooperation is far from being exhausted, and the historical viewpoint of good neighborly relations remains high on the agenda. This Analysis Paper aims to foster cooperation between Romanian and Ukraine by putting first on the table the issues of a sensitive nature. First and foremost, this Paper provides a set of useful information for all stakeholders of the relations between Romanian and Ukraine. It was collected in qualitative interviews conducted by an Ukrainian analyst with Romanian experts, and by a Romanian analysts with experts in Ukraine, both applying the same set of tools. Our hope is that we will be able to add to the pool of information about relevant and important matters, and thus help strengthening the cooperation between experts, NGOs and governmental representatives concerned with this field, having one single ultimate goal in mind: enhancing cooperation in the Black Sea Region. The poor cooperation between these two countries must be construed in the light of the traditional lack of a common international cooperation agenda between the Black Sea states and, the consequent tendency of these states to ignore the pursuit of common goals. -

Koenker Professor Harriet Murav Assistant Professor Eugene Avrutin Abstract ―Parallel Ruptures: Jews of Bessarabia and Transnistria between Romanian Nationalism and Soviet Communism, 1918-1940,‖ explores the political and social debates that took place in Jewish communities in Romanian-held Bessarabia and the Moldovan Autonomous Soviet Socialist Republic during the interwar era. Both had been part of the Russian Pale of Settlement until its dissolution in 1917; they were then divided by the Romanian Army‘s occupation of Bessarabia in 1918 with the establishment of a well-guarded border along the Dniester River between two newly-formed states, Greater Romania and the Soviet Union. At its core, the project focuses in comparative context on the traumatic and multi-faceted confrontation with these two modernizing states: exclusion, discrimination and growing violence in Bessarabia; destruction of religious tradition, agricultural resettlement, and socialist re-education and assimilation in Soviet Transnistria. It examines also the similarities in both states‘ striving to create model subjects usable by the homeland, as well as commonalities within Jewish responses on both sides of the border. Contacts between Jews on either side of the border remained significant after 1918 despite the efforts of both states to curb them, thereby necessitating a transnational view in order to examine Jewish political and social life in borderland regions. -

The case originated in an application (no. 40355/11) against Romania lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (“the Convention”) by seven Romanian nationals (“the applicants”), on 13 June 2011. A list of the applicants is set out in the appendix. 2. The applicants were represented by Romani Criss, a non-governmental organisation based in Romania. The Romanian Government (“the Government”) were represented by their Agent, Ms C. Brumar, from the Ministry of Foreign Affairs. 3. The applicants alleged that I.B. had been a victim of police brutality, that the ensuing investigation was flawed, and that the victim had been discriminated against on the ground of his Roma origin. 4.
